मार्च, 2020 स.ं एन-67013/1/2019-बी.एम.अनभु ाग.—राष्ट्रीय िल जिकास अजभकरण (एन.डब्लल्य.ूडी.ए.) एक रजिस्ट्टड च सोसाइटी की स्ट्थापना 1982 म ें िल संसाधनों के जिकास के जलए राष्ट्रीय पररप्रेक्ष्य योिना के प्रायद्वीपीय घटक के जिस्ट्तृत अध्ययन, सिेक्षण तथा अन्िेषण काय च करन े के जलए ससंर्ाई मंत्रालय (अब िल संसाधन, नदी जिकास और गंगा संरक्षण जिभाग, िल िजि मंत्रालय) के अधीन की गई। राष्ट्रीय िल जिकास अजभकरण के कायच गिट अजधसूर्ना संख्या 1(7)/80-पी.पी. ददनांक 26.08.1981 के अनुच्छेद 4 के अंतगचत प्रकाजित दकए गए। सरकार ने तत्पश्चात् संकल्प संख्या 22/27/92-बी.एम. ददनांक 11 मार्,च 1994 के द्वारा िल संसाधन जिकास के राष्ट्रीय पररप्रेक्ष्य के जिमालय घटक को िाजमल करन े के जलए राष्ट्रीय िल जिकास अजभकरण के कायों म ें संिोधन दकया। संकल्प संख्या 1(7)/80-पी.पी. ददनांक 26.8.1981 के पैरा 3 और 5 म ें जिजित सोसाइटी एि ं िासी जनकाय का गठन संकल्प संख्या 2/9/2002-बी.एम./58 ददनांक 13 फरिरी, 2003 तथा ददनांक 12 मार्,च 2004 द्वारा दकया गया तथा अजधसूर्ना संख्या 2/18/2005 बी.एम. ददनांक 30.11.2016 द्वारा संबंजधत राज्यों स े सिमजत जमलन े के पश्चात िल संसाधनों के जिकास के जलए राष्ट्रीय पररप्रेक्ष्य योिना (रा.प.यो.) के अंतगचत नदी सलंक प्रस्ट्तािों की जिस्ट्तृत पररयोिना ररपोट च (जि.प.रर.) तैयार करने के जलए कायचकलापों को िाजमल करन े के जलए राष्ट्रीय िल जिकास अजभकरण के कायों म ेंसंिोधन दकया गया। आग,े संबंजधत सि बेजसन राज्यों की सिमजत से उनके द्वारा प्रस्ट्ताजित अंतःराज्यीय सलंकों की जिस्ट्तृत पररयोिना ररपोट च (जि.प.रर.) तैयार करन े का कायच राष्ट्रीय िल जिकास अजभकरण के कायों म ें संकल्प संख्या 2/18/2005-बी.एम./943 ददनांक 19.05.2011 द्वारा िाजमल कर जलया गया ि।ै इसके अजतररि ददनांक 07.10.2016 की गिट अजधसूर्ना संख्या 2/17/2016-बीएम के माध्यम स े एनडब्लल्यडू ीए के कायों (मैंडेट) म ें दो और नए कायच िोडे गए नामतः (i) प्रधान मंत्री कृजष ससंर्ाई योिना के 1484 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] अंतगतच पररयोिनाओं को आरंभ करने/उनका जनमाचण करने/मरमतमत/निीकरण/पनु िाचस/कायाचन्ियन करना और (ii) पररयोिनाओं के कायाचन्ियन के जलए ऐसी दकसी उधार ली गई जनजध/धन/िमा/ऋण इत्यादद का भगु तान करन े के जलए उधार ली गई जनजध अथिा िमा पर प्राप्त धन अथिा ब्लयाि पर जलए गए ऋण संग्रिकर्त्ाच (ऋण की ररपौजिटरी) के रूप में कायच करना। अब यि जनणचय जलया गया ि ै दक एन.डब्लल् य.ूडी.ए. के काय च (घ) ‘‘संबंजधत राज्य ों की सिमजत के बाद िल संसाधन जिकास के जलए राष्‍टर ीय पररप्रेक्ष्य योिना के अंतगतच नदी सलंक पररयोिनाओं की जिस्ट् तृत पररयोिना ररपोट च तैयार करन े का काय’च’ को आग े संिोजधत करत े हुए ‘‘िल संसाधन जिकास के जलए राष्‍टर ीय पररप्रेक्ष्य योिना के अंतगचत नदी सलंक प्रस्ट्त ािों के सिेक्षण एि ं अन ि् ेषण काय च तथा जिस्ट् ततृ पररयोिना ररपोट च तैयार करने का काय च और इसके बाद पररयोिना के दियान् ियन के जलए संबंजधत राज्य ों की सिमजत प्राप् त करन े के जलए उनसे संपकच करने का काय’च’ दकया िाएगा । उपरोि कायों को करन े के जलए राष्ट्रीय िल जिकास अजभकरण को सक्षम बनान े के जलए उद्देश्य म ें जनम्नानुसार संिोधन दकए िात े ि:ैं (क) तत्कालीन ससंर्ाई मंत्रालय (अब िल संसाधन, नदी जिकास और गगं ा संरक्षण जिभाग, िल िजि मंत्रालय) ि केन्रीय िल आयोग द्वारा तैयार प्रायद्वीपीय नदी जिकास एि ं जिमालय नदी जिकास घटकों के प्रस्ट्ताि, िो दक िल संसाधन जिकास िते ु राष्ट्रीय पररप्रेक्ष्य योिना (एन.पी.पी.) का जिस्ट्सा ि,ैं की व्यििायचता के जलए संभि िलािय स्ट्थलों तथा परस्ट्पर िोडन े िाली सलंकों के संबंध म ें जिस्ट्तृत सिेक्षण और अन्िेषण करना। (ख) जिजभन्न प्रायद्वीपीय नदी प्रणाजलयां तथा जिमालयी नदी प्रणाजलयों म ें िल की मात्रा िो दक बेजसन/राज्यों की समुजर्त आिश्यकता को पूरा करन े के बाद जनकट भजिष्‍टय म ें अन्य बेजसनों/राज्यों म ें अंतरण दकया िा सकती ि,ै के संबंध म ें व्यापक अध्ययन करना। (ग) प्रायद्वीपीय नदी जिकास एि ं जिमालय नदी जिकास से िुडी स्ट्कीम के जिजभन्न घटकों की व्यििायचता ररपोट च तैयार करना। (घ) िल संसाधन जिकास के जलए राष्ट्रीय पररप्रेक्ष्य योिना के अतं गचत सिेक्षण और िांर् कायच करना और नदी िोड प्रस्ट्तािों की जिस्ट्तृत पररयोिना ररपोटें तैयार करना और तत्पश्चात पररयोिना के कायाचन्ियन िते ु सिमजत प्राप्त करने के जलए संबंजधत राज्यों स ेसंपकच करना। (ङ) राज्यों द्वारा यथा प्रस्ट्ताजित अंतः राज्यीय सलंकों की पूिच व्यििायचता/व्यििायचता ररपोट/चजिस्ट्तृत पररयोिना ररपोट च तैयार करना। व्यििायचता ररपोट/च जिस्ट्तृत पररयोिना ररपोटच तैयार करन े से पिल े ऐसे प्रस्ट्तािों के जलए संबंजधत संयुि बेजसन िाल ेराज्यों की सिमजत ली िाएगी। (र्) नददयों को िोडने का एक भाग बनने िाली पररयोिनाओं या प्रधान मंत्री कृजष ससंर्ाई योिना (पी.एम.के.एस.िाई.) के अंतगतच आने िाली पररयोिनाओं को पूरा करने के जलए जिनमें त्िररत ससंर्ाई लाभ कायचिम (ए.आई.बी.पी.) की पररयोिनाएं िाजमल की गई ि,ैं ऐसे िी अन्य पररयोिनाओं को स्ट्ियं या जनयिु एिेंसी/संगठन/पी.एस.य.ू या कंपनी द्वारा पररयोिना को अपने तित लेना / जनमाचण / मरमतमत / निीयन / पुनिाचस / दियान्ियन करना। (छ) िल संसाधन, नदी जिकास और गगं ा संरक्षण मंत्रालय (अब िल संसाधन, नदी जिकास और गंगा संरक्षण जिभाग, िल िजि मंत्रालय) के जनदेि पर राष्ट्रीय िल जिकास अजभकरण िमाओं अथिा ब्लयाि पर ददए गए ऋण या दकसी और प्रकार स े प्राप्त धन के सग्रं िकता च के रूप म ें काय च करेगा और इस प्रकार उधार ली गई जनजध/िमा राजि/ऋण आदद का पुनभुचगतान सुरजक्षत करने के जलए ितचमान या भजिष्‍टय दोनों में सोसाइटी की सभी या दकसी अन्य समतपजर्त्, पररसमतपजर्त् को रािस्ट्ि में बंधक, जगरिी रखकर या िैध अजधकार (जलयन) कर सकता ि।ै (ि) उपयुचि उद्देश् यों को प्राप्त करन े िते ु सोसाइटी द्वारा अन्य ऐस े प्रासंजगक, समतपूरक अथिा सिायक कायच करना जिन्ि ेंसोसाइटी आिश्यक समझे। देिश्री मुखिी, अपर सजर्ि[भाग I खण् ड 1] भारत का रािपत्र : असाधारण 3 MINISTRY OF JAL SHAKTI (Department of Water Resources, River Development and Ganga Rejuvenation) RESOLUTION New Delhi, the 16th March, 2020 No. N-67013/1/2019-BM Section.—The National Water Development Agency (NWDA), a Registered Society under the then Ministry of Irrigation {now Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD&GR) under Ministry of Jal Shakti} was set up in the year 1982 to carry out detailed studies, surveys and investigations in respect of Peninsular Component under National Perspective Plan for Water Resources Development. The functions of NWDA were published under para 4 of the Gazette Notification No. 1 (7)/80-PP dated 26.08.1981. The Government subsequently modified the functions of NWDA to include the Himalayan Component of National Perspective Plan for Water Resources Development through the Resolution No. 22/27/92-BM dated 11th March, 1994, composition of Society and Governing Body contained in Para 3 & 5 of the Resolution No. 1(7)/80-PP dated 26.08.1981 through the Resolution Nos. 2/9/2002-BM dated 13th Feb, 2003 & 12th March, 2004 and modified the functions of NWDA to include the activity to prepare the Detailed Project Report (DPR) of River Link proposals under National Perspective Plan (NPP) for Water Resources Development after concurrence of the concerned States vide Notification No. 2/18/2005-BM dated 30.11.2006. Further, with the concurrence of the concerned co-basin States the preparation of DPRs of Intra-State links as may be proposed by the States was added in the functions of NWDA vide Resolution No. 2/18/2005-BM/943 dated 19th May, 2011. Further, two more new functions in the mandate of NWDA were added vide Gazette Notification No. 2/17/2016-BM dated 07.10.2016 viz., (i) to undertake/construct/repair/renovate/rehabilitate/implement the projects under Pradhan Mantri Krishi Sinchai Yojna (PMKSY) and (ii) to act as a repository of borrowed funds or money received on deposit or loan given on interest to secure the repayment of any such borrowed funds/money/deposit/loan etc. for the execution of projects. It has now been decided to further amend the function (d) of NWDA i.e. “To prepare detailed project report of river link proposals under National Perspective Plan for Water Resources Development after concurrence of the concerned States” as “To carry out surveys & investigations work and prepare Detailed Project Reports of river link proposals under National Perspective Plan for Water Resources Development and thereafter approach concerned States for obtaining concurrence for implementation of the project.” To enable National Water Development Agency to undertake above activities, functions are modified as under: a To carry out detailed survey and investigations of possible reservoir sites and inter- connecting links in order to establish feasibility of the proposal of Peninsular Rivers Development and Himalayan Rivers Development Components forming part of the National Perspective for Water Resources Development prepared by the then Ministry of Irrigation (now DoWR, RD&GR, Ministry of Jal Shakti) and Central Water Commission. b To carry out detailed studies about the quantum of water in various Peninsular River systems and Himalayan River systems which can be transferred to other basins/States after meeting the reasonable needs of the basin/States in the foreseeable future. c To prepare feasibility report of the various components of the scheme relating to Peninsular Rivers development and Himalayan Rivers development . d To carry out surveys & investigations work and prepare Detailed Project Reports of river link proposals under National Perspective Plan for Water Resources Development and thereafter approach concerned States for obtaining concurrence for implementation of the project.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] e To prepare pre–feasibility/feasibility/detailed project reports of the intra-state links as may be proposed by the States. The concurrence of the concerned co-basin States for such proposals may be obtained before taking up their FRs / DPRs. f To undertake/construct/repair/renovate/rehabilitate/implement the projects either of its own or through an appointed Agency/Organizations/PSU or Company and the projects forming part of Interlinking of Rivers, for completion of projects falling under Pradhan Mantri Krishi Sinchai Yojna (PMKSY) of which projects under Accelerated Irrigation Benefits Programme (AIBP) are also included and similar other projects . g NWDA to act as a repository of borrowed funds or money received on deposit or loan given on interest or otherwise in such manner, as directed by MoWR, RD&GR (now DoWR, RD&GR, MoJS) and to secure the repayment of any such borrowed funds/money deposits/ loan etc. by way of mortgage, pledge, change or lien upon all or any other property, assets or revenue of the society both present and future. h To do all such other things the Society may consider necessary, incidental, supplementary or conducive to the attainment of above objectives .
