जिषय / क्षेि के तीन जििेषज्ञ, जजन्ह ेंजिश्वजिद्यालय की संबंजधत सांजिजधक जनकाय द्वारा ऄनुमोददत नामों के पैनल में से कुलपजत द्वारा नाजमत दकया जाएगा। 4. संकाय के ऄजधष्ठाता, जहां लागू हो। 5. जिभाग / संकाय के ऄध्यक्ष / प्रमुख 6. यदद ऄनुसूजचत जाजत / ऄनुसूजचत जनजाजत / ऄन्य जपछडा िगच / ऄल्पसंययक / मजहला / ददव्ांग श्रेजणयों में से दकसी श्रेणी से संबंजधत कोइ ऄभ्यथी हो, और चयन सजमजत के ईपयुचि सदस्ट्यों में से कोइ भी ईस श्रेणी से संबंजधत न हो, तो ईस श्रेणी का प्रजतजनजधत्ि करने िाले एक जिक्षाजिद ्को कुलपजत द्वारा नाजमत दकया जाएगा। ख. कोरम की पूर्तत के जलए कम से कम चार सदस्ट्यों की ईपजस्ट्थजत ऄजनिायच होगी, जजनमें दो बाह्य जिषय जििेषज्ञ होने चाजहए। III. जिश्वजिद्यालय में अचायच जिश्वजिद्यालय में अचायच के पद हते ु चयन सजमजत की संरचना, सह अचायच के पद हते ु चयन सजमजत की संरचना के समान होगी। IV. महाजिद्यालय के प्राचायच क. महाजिद्यालय के प्राचायच के पद हते ु चयन सजमजत की संरचना जनम्नजलजखत होगी: 1. प्रबंध जनकाय के ऄध्यक्ष, चयन सजमजत के ऄध्यक्ष होंगे। 2. प्रबंध जनकाय के दो सदस्ट्य, जजनम ें से एक िैक्षजणक प्रिासन में जििषे ज्ञ होगा, प्रबंध जनकाय के ऄध्यक्ष द्वारा नाजमत दकए जाएंगे। 3. कुलपजत के एक नामांदकत सदस्ट्य, जो ईच्च जिक्षा जििेषज्ञ होंगे। यदद महाजिद्यालय को ऄल्पसंययक िैक्षजणक संस्ट्थान के रूप में ऄजधसूजचत / घोजषत दकया गया है, तो महाजिद्यालय के ऄध्यक्ष द्वारा, संबद्ध जिश्वजिद्यालय के कुलपजत द्वारा ऄनुिंजसत पांच नामों के पैनल में से, ऄजधमानतः ऄल्पसंययक समुदायों से, एक सदस्ट्य नाजमत दकया जाएगा, जजसमें से एक जिषय जििेषज्ञ होना ऄजनिायच होगा। 4. तीन जििेषज्ञ, जजनमें एक महाजिद्यालय के प्राचायच, एक अचायच तथा एक प्रजतजष्ठत जिक्षाजिद ्(जो अचायच के पद से नीचे नहीं हों) िाजमल होंगे, जजन्ह ें जिश्वजिद्यालय की संबंजधत सांजिजधक जनकाय द्वारा ऄनुमोददत छह जििेषज्ञों के पैनल में से महाजिद्यालय की प्रबंध जनकाय द्वारा नाजमत दकया जाएगा। 5. यदद ईि श्रेजणयों (ऄनुसूजचत जाजत/ऄनुसूजचत जनजाजत/ऄन्य जपछडा िगच/ऄल्पसंययक/मजहला/जिकलांग) में से दकसी श्रेणी से संबंजधत कोइ ऄभ्यथी हो, तथा चयन सजमजत के ईपयुचि सदस्ट्य ईन श्रेजणयों में से दकसी से संबंजधत न हों, तो कुलपजत द्वारा ईन श्रेजणयों का प्रजतजनजधत्ि करने िाले एक जिक्षाजिद ्को नाजमत दकया जाएगा। ख. कम से कम पांच सदस्ट्य, जजनमें दो जििेषज्ञ िाजमल हों, को कोरम के रूप में माना जाएगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ग. चयन सजमजत की बैठक के ददन ही चयन प्रदिया की सभी औपचाररकताएं पूणच कर ली जाएंगी, जजसमें प्राप्ांक प्रपि सजहत कायचिृत्त तैयार दकया जाएगा तथा योग्यता के अधार पर ऄनुिंसा करते हुए चयजनत एिं प्रतीक्षा सूची में सजम्मजलत ऄभ्यर्तथयों/नामों के पैनल की सूची, योग्यता िम में तैयार की जाएगी, जजस पर चयन सजमजत के सभी सदस्ट्यों के जिजधित हस्ट्ताक्षर होंगे। घ. महाजिद्यालय प्राचायच की जनयुजि की ऄिजध पांच िषच होगी तथा िह केिल एक और कायचकाल के जलए पुनर्तनयुजि के पाि होंगे, बिते दक पुनर्तनयुजि की प्रदिया समान चयन सजमजत के माध्यम से की जाए। V. िारीररक जिक्षा एिं खेल के जनदिे क, ईपजनदिे क, सहायक जनदेिक, पुस्ट्तकालयाध्यक्ष, ईपपुस्ट्तकालयाध्यक्ष तथा सहायक पुस्ट्तकालयाध्यक्ष िारीररक जिक्षा एिं खेल के जनदिे क, ईपजनदिे क, सहायक जनदिे क, पुस्ट्तकालयाध्यक्ष, ईपपुस्ट्तकालयाध्यक्ष तथा सहायक पुस्ट्तकालयाध्यक्ष के पदों के जलए चयन सजमजतयां िमिः अचायच, सह अचायच एिं सहायक अचायच की चयन सजमजतयों के समान होंगी, केिल आस ऄपिाद के साथ दक संबंजधत जिषय में जििेषज्ञ — जैसे िारीररक जिक्षा एिं खेल, खेल प्रिासन ऄथिा पुस्ट्तकालय जिज्ञान में पुस्ट्तकालयाध्यक्ष/िारीररक जनदिे क के ऄभ्यासरत (जजस प्रकार लागू हो) — को चयन सजमजत में एक जिषय जििेषज्ञ के रूप में सजम्मजलत दकया जाएगा। VI. कुलसजचि/जित्त ऄजधकारी/परीक्षा जनयंिक की जनयुजि के जलए चयन सजमजत की संरचना 1. चयन सजमजत के ऄध्यक्ष कुलपजत होंगे। 2. एक जिक्षाजिद ्जो कुलाध्यक्षकुलाजधपजत द्वारा नाजमत हो।/ 3. संबंजधत जिषयक्षेि के तीन जििेषज्ञ/, जो कुलपजत द्वारा ऄनुिंजसत तथा कायच पररषदहसजडकेट University Act, 2005 as under:- 19(2) Selection Committees for appointment of Professor, Associate Professor, Assistant Professor, Librarian, Principal of Colleges, Registrar/Finance Officer/Controller of Examinations II. Assistant Professor in the University (a) The Selection Committee for the post of Assistant Professor in the University shall have the following composition: 1. The Vice-Chancellor shall be the chairperson of the Selection Committee. 2. Three experts in the concerned subject nominated by the Vice-Chancellor out of the panel of names approved by the relevant statutory body of the university concerned. 3. Dean of the concerned faculty, wherever applicable. 4. Head/Chairperson of the Department/School. 5. An academician nominated by the Visitor/Chancellor, wherever applicable. 6. An academician representing SC/ST/OBC/Minority/Women/ Differently-abled categories to be nominated by the Vice-Chancellor or Acting Vice-Chancellor, if any of the candidates representing these categories is the applicant and if any of the above members of the selection committee do not belong to that category.[भाग III—खण् ड 4] भारत का राजपि : ऄसाधारण 7 (b) At least four members, including two outside subject experts shall constitute the quorum. II. Associate Professor in the University (a) The Selection Committee for the post of Associate Professor in the University shall have the following composition: 1. Vice-Chancellor to be Chairperson of the Selection Committee. 2. An academician who is the nominee of the Visitor/chancellor, wherever applicable. 3. Three experts in the concerned subject/field nominated by the Vice-Chancellor out of the panel of names approved by the relevant statutory body of the university concerned. 4. Dean of the faculty, wherever applicable. 5. Head/Chairperson of the Department/School. 6. An academician representing SC/ST/OBC/ Minority/ Women/ Differently-able categories, if any of the candidates representing these categories is the applicant, to be nominated by the Vice-Chancellor, if any of the above members of the selection committee do not belong to that category. (b) At least four members, including two outside subject experts, shall constitute the quorum. III. Professor in the University The composition of the Selection Committee for the post of Professor in the University shall be similar in composition as that for the post of Associate Professor. IV. College Principal (a) The Selection Committee for the post of College Principal shall have the following composition: 1. Chairperson of the Governing Body as Chairperson. 2. Two members of the Governing Body of the college to be nominated by the Chairperson of whom one shall be an expert in academic administration. 3. One nominee of the Vice-Chancellor who shall be a Higher Education expert. In case of colleges notified/declared as minority educational institutions, one nominee of the Chairperson of the College from out of a panel of five names preferable from minority communities, recommended by the Vice-Chancellor of the affiliating university of whom one should be a subject expert. 4. Three experts consisting of the Principal of a college, a Professor and an accomplished educationist not below the rank of a Professor (to be nominated by the Governing Body of the college) out of a panel of six experts approved by the relevant statutory body of the university concerned. 5. An academician representing SC/ST/OBC/ Minority/ Women/ differently-abled categories, if any of candidates representing these categories is the applicant , to be nominated by the Vice- chancellor, if any of the above members or the selection committee do not belong to that category. (b) At least five members, including two experts, should constitute the quorum. (c) All the selection procedures of the selection committee shall be completed on the day of the selection committee meeting itself, wherein, minutes are recorded along with the scoring proforma and recommendation made on the basis of merit with the list of selected and waitlisted candidates/panel of names in order of merit, duly signed by all members of the selection committee. (d) The term of appointment of the college principal shall be FIVE years with eligibility for reappointment for one more term only after a similar selection committee process. V. Director, Deputy Director, Assistant Director of Physical Education & Sports, Librarian, Deputy Librarian and Assistant Librarian Selection Committees for the post of Directors, Deputy directors, Assistant directors of Physical Education & Sports, Librarians, deputy Librarians and Assistant Librarians shall be the same as that of Professor, Associate Professor and Assistant Professors respectively, except that the concerned expert in Physical Education and Sports or Sports Administration or Library, practicing8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Librarian/Physical Director, as the case may be, shall be associated with the Selection committee as one of the subject experts. VI. The composition of the selection committee for appointment of Registrar/ Finance Officer/ Controller of Examinations 1. Vice-Chancellor to be the chairperson of the Selection Committee 2. An academician who is the nominee of the Visitor/Chancellor 3. Three experts in the concerned subject/field, out of the list recommended by the Vice-Chancellor and approved by the Executive Council/ Syndicate 4. Dean of the Faculty 5.
