NOTIFICATION
New Delhi, the 28th October, 2013
No. Medical Council of India 34(41)/2013-Med.— In exercise of powers conferred by Section 33 of
the Indian Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction
of the Central Government hereby makes the following regulations to further amend the “Establishment of
Medical College Regulations, 1999” namely:-
1. (i) These regulations may be called the “Establishment of Medical College Regulations,
(Amendment), 2013”.
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. In the “Establishment of Medical College Regulations, 1999”, further amended till 01.10.2012, the
following additions / modifications / deletions / substitutions, shall be as indicated therein:-
3. The Definition of “Appropriate Government’ notified vide Gazette Notification dated 01.10.2012, the
following shall substitute with the following:
“appropriate Government” means in respect of establishment/instrumentalities/ agencies/undertaking under
the control of Central Government, the Central Government, and in all other cases, the State / Union
Territory Government”.
4. In the clause 2(2) under the heading “QUALIFYING CRITERIA”, the last paragraph “the above
relaxation shall not be available to a person seeking permission to establish a medical college in the
District in above states where two or more medical colleges are already in existence” is deleted.
5. In Clause 2(5) under the heading “QUALIFYING CRITERIA”, the following shall substitute the last para-
graph:-
“Provided that an appropriate Government shall be permitted to allow the utilization of the facilities of
a hospital owned and managed by it for establishing a Medical College by a person / agency by

are as per the relevant minimum standards requirement, Regulations.
