New Delhi, the 30th April, 2014
G.S.R. 305(E).—In exercise of the powers conferred by the proviso to article 309 of the
Constitution, the President hereby makes the following rules to amend the Farm Machinery Training and
Testing Institute (Department of Agriculture and Cooperation), Group ‘A’ and Group ‘B’ Gazetted Post
Recruitment Rules, 2009, namely:—
1. (1) These rules may be called the Farm Machinery Training and Testing Institute
(Department of Agriculture and Cooperation) Group ‘A’ and Group ‘B’ Gazetted Post
Recruitment (Amendment) Rules, 2014;
(2) They shall be deemed to have come into force with effect from 16th March, 2009, i.e. the
date of publication of the Farm Machinery Training and Testing Institute (Department
of Agriculture and Cooperation) Group ‘A’ and Group ‘B’ Gazetted Post Recruitment
Rules, 2009, in the Official Gazette.
2. In the opening portion of the Farm Machinery Training and Testing Institute (Department of
Agriculture and Cooperation), Group ‘A’ and Group ‘B’ Gazetted Post Recruitment Rules, 2009 (hereinafter
referred to as the said rules), for the portion beginning with the words “and in supersession of” and ending
with the brackets and words “(Department of Agriculture and Cooperation), namely”, the following shall be
substituted, namely:—
“and in supersession of the –
(i) Farm Machinery Training and Testing Institutes (Department of Agriculture and Cooperation),
Group ‘A’ and Group ‘B’ (Gazetted) Posts Recruitment Rules, 1990, in so far as they relate to
the posts of Director, Chief Instructor/Regional Coordinator/Senior Training Officer, Senior
Test Engineer, Assistant Engineer (Testing), Assistant Engineer (Series Testing), Senior
Instructor, Assistant Engineer (Workshop), Administrative Officer;
(ii) Department of Agriculture and Cooperation Deputy Commissioner (Machinery) Recruitment
Rules, 1991;
(iii) Department of Agriculture and Cooperation Assistant Commissioner (Machinery) Recruitment

except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules regulating the method of recruitment to the Group ‘A’ and Group ‘B’ posts in the
Ministry of Agriculture (Department of Agriculture and Cooperation), Farm Machinery Training and
Testing Institutes, namely:—”
3. In the said rules, in the Schedule:
(i) against serial number 1, relating to the post of Director, under column 1, for the word
“Director”, the words “Director or Deputy Commissioner”, shall be substituted;
(ii) against serial number 2, relating to the post of Senior Agricultural Engineer, under column
1, for the words “Senior Agricultural Engineer”, the words “Senior Agricultural
Engineer or Assistant Commissioner”, shall be substituted;
(iii) against serial number 3, relating to the post of Agricultural Engineer, under column 1, for
the words “Agricultural Engineer”, the words “Agricultural Engineer or Assistant
Agricultural Engineer”, shall be substituted;
(iv) against serial number 3, relating to the post of Agricultural Engineer, under column 2, for
figures and brackets “13* (2009)”, the figures and brackets “15* (2009)” shall be
substituted;
(v) against serial number 5 relating to the post of Senior Technical Assistant, under column 2,
for figures and brackets “17* (2009)”, the figures and brackets “16* (2009)” shall be
substituted.

as the 2009 rules), the Farm Machinery Training and Testing Institutes (Department of Agriculture and
Cooperation), Group ‘A’ and Group ‘B’ (Gazetted) Posts Recruitment Rules, 1990 (hereinafter to be
referred as the 1990 rules) were to be superseded in part only for the posts for which the 2009 rules were
being made but inadvertently, the 1990 rules which related to various other posts were also superseded in
whole and certain other rules i.e.,—
i) Department of Agriculture and Cooperation Deputy Commissioner (Machinery) Recruitment
Rules, 1991;
ii) Department of Agriculture and Cooperation Assistant Commissioner (Machinery) Recruitment
Rules, 1986;
iii) Department of Agriculture and Cooperation, Assistant Agricultural Engineer and Assistant
Engineer Recruitment Rules, 1986;
iv) Ministry of Food & Agriculture (Recruitment to Technical Non-Gazetted Class II and III
posts) Rules 1959, in so far as they relate to the post of Senior Technical Assistant
(Agricultural Machinery);
v) Central Farm Machinery Training and Testing Institute, Budni (Department of Agriculture and
Cooperation) Group ‘B’ (Non-Gazetted) Posts Recruitment Rules, 2002, in so far as they relate
to the post of Senior Technical Assistant;
vi) Department of Agriculture and Cooperation, Tractor Training Centre, Hissar, (Technical
Assistant) Recruitment Rules, 1981;
vii) Northern Region Farm Machinery Training & Testing Institute, Hissar (Department of
Agriculture and Cooperation) Instructor Recruitment Rules, 1987;
viii) Southern Region Farm Machinery Training & Testing Institute, Garladinne, Anantpur (Andhra
Pradesh), Technical Assistant Recruitment Rules, 1986;
ix) Southern Region Farm Machinery Training & Testing Institute, Garladinne, Anantpur (Andhra
Pradesh), Instructor Group ‘B’ Recruitment Rules, 1996,
which were also required to be superseded were not superseded inadvertently and due to these
reasons, the Farm Machinery Training and Testing Institute (Department of Agriculture and Cooperation)
Group ‘A’ and Group ‘B’ Gazetted Post Recruitment (Amendment) Rules, 2014 are being given
retrospective effect with effect from the publication of the 2009 rules, in the Official Gazette, i.e. the
16th March, 2009 and by giving such retrospective operation, the interest of no one would be adversely
affected.
