(क) िजसने ऐसे Fि से िववाह (cid:1)कया ह ैया िववाह क1 संिवदा क1 ह ैिजसका पित या िजसक1 प(cid:30) नी जीिवत ह ैया ;
(ख) िजसने अपने पित या अपनी प(cid:30) नी के जीिवत रहते %ए (cid:1)कसी अD य Fि से िववाह (cid:1)कया है,

कारण ह 5उDह ,लेखब2 करके तथा संघ लोक सेवा आयोग से परामश(cid:10), इन िनयम" के (cid:1)कसी उपबंध को (cid:1)कसी वग(cid:10) या (cid:29)वग(cid:10) के Fि य" क1 बाबत,
आदशे (cid:28)ारा िशिथल कर सकेगी।
6. ))))ााााववववििृृििृृ++++:- इन िनयम" क1 कोई बात, ऐसे आर8ण, आयु-सीमा म, छूट और अD य Pरयायत" पर (cid:29)भाव नहI डालेगी, िजनका केD Jीय

वेतन आयोग क1 िसफाPरश" के आधार पर िव’ ताPरत त(cid:30) ’ थानी *ेड
वेतन या वेतनमान म, क1 गई सेवा समझा जाएगा।
पोषक (cid:29)वग(cid:10) के ऐसे िवभागीय अिधकारी, जो (cid:29)ोD नित क1 सीधी पंि म,
ह,ै (cid:29)ितिनयुि या आमेलन पर िनयुि के िलए िवचार (cid:1)कए जाने के
पा) नहI ह"गे। इसी (cid:29)कार, (cid:29)ितिनयु. त d यि (cid:29)ोD नित (cid:28)ारा िनयुि
के िलए िवचार (cid:1)कए जाने के पा) नहI ह"गे।
((cid:29)ितिनयुि क1 अविध (आईएसटीसी), िजसके अंतग(cid:10)त केD Jीय सरकार
के उसी या (cid:1)कसी अD य संगठन या िवभाग म, इस िनयुि से ठीक पहले
धाPरत (cid:1)कसी अD य संवग(cid:10) ckg;~ पद पर (cid:29)ितिनयुि क1 अविध
(आईएसटीसी) शािमल ह,ै सामाD य Rप से पांच वष(cid:10) से अिधक नहI
होगी। (cid:29)ितिनयुि (आईएसटीसी) पर िनयुि के िलए अिधकतम आयु
सीमा आवेदन (cid:29)ा9 त करने क1 अंितम तारीख को 56 वष(cid:10) से अिधक नहI

(cid:1)कसी अिधकारी (cid:28)ारा 1 जनवरी, 2006 से पहले या उस तारीख से,
िजससे छठे केD Jीय वेतन आयोग क1 िसफाPरश" पर आधाPरत
पुनरीि8त वेतन संरचना का िव’ तार (cid:1)कया गया ह,ै िनयिमत आधार पर
क1 गई सेवा के िसवाय उस दशा के, जहां एक से अिधक पूव(cid:10)-पुनरीि8त
वेतनमान" को समान *ेड वेतन या वेतनमान सिहत एक ‘ेणी म, िवलय
कर (cid:1)दया गया है, और वहां यह लाभ केवल उस पद (पद") पर
िव’ ताPरत होगा, िजसके (िजनके) िलए *ेड वेतन या वेतनमान िबना
(cid:1)कसी उD नयन के साधारण (cid:29)ित’ थापन *ेड है, वेतन आयोग क1
िसफाPरश" पर आधाPरत िव’ ताPरत त(cid:30) ’ थानी *ेड वेतन या वेतनमान
पर क1 गई सेवा समझी जाएगी।

NOTIFICATION
New Delhi, the 31st March , 2014
G.S.R. 264 (E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President
hereby makes the following rules regulating the method of recruitment to the post of the Additional Director General and
Joint Director General, in the National Museum, in the Ministry of Culture, namely:-
1. Short title and commencement.–
(1) These rules may be called the National Museum (Additional Director General and Joint Director General),
Ministry of Culture Recruitment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, Classification and Pay Band or Grade Pay/ Pay Scale. – The number of post, its classification
and the Pay Band or Grade Pay / Pay Scale attached thereto shall be as specified in columns 1 to 4 of the Schedule I to V
annexed to these rules.
3. Method of recruitment, age limit, qualification, etc. – The method of recruitment, age limit, qualifications and
other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule annexed to these rules.
4. Disqualification. – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
provided that the Central Government; may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person
from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the
provisions of these rules with respect to any class or category of persons.
6. Savings. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the
orders issued by the Central Government from time to time in this regard.

case he or she is selected for appointment to the post
of same shall be deemed to have been filled by
promotion.
Note 1: Where Juniors who have completed their
qualifying or eligibility service are being considered
for promotion, their seniors would also be considered
provided they are not short of the requisite qualifying
or eligibility service by more than half of such
qualifying or eligibility service or two years,
whichever is less, and have successfully completed
their probation period for promotion to the next
higher grade alongwith their Juniors who have
already completed such qualifying or eligibility
service.
Note 2: For the purpose of computing minimum
qualifying service for promotion, the service rendered
on regular basis by an officer prior to 1.1.2006 the
date from which the revised pay structure based on
the sixth central pay commission recommendations
has been extended, shall be deemed to be the service
rendered in the corresponding grade pay or pay scale
extended based on the recommendations of the pay
commission.
The departmental officers in the feeder category who
are in the direct line of promotion will not be eligible
for consideration for appointment on Deputation or
absorption. Similarly, Deputationist shall not be
eligible for consideration for appointment by
promotion.
(Period of Deputation (ISTC) including period of
Deputation (ISTC) in another ex-cadre post held
immediately preceding this appointment in the same
or some other organization or department of the
Central Government shall ordinarily not to exceed
five years. The maximum age limit for appointment
by deputation (ISTC) shall be not exceeding 56 years
as on the closing date of receipt of applications).
Note: For the purpose of appointment on deputation
basis, the service rendered on regular basis by an
officer prior to 1.1.2006 the date from which the
revised pay structure based on the 6th CPC
recommendations has been extended, shall be deemed
to be the service rendered in the corresponding grade
pay or pay scale extended based on the
recommendations of the Pay Commission except
where there has been merger of more than one pre-
revised scale of pay into one Grade with a common
Grade Pay or Pay Scale, and where this benefit will
extend only for the Post (s) for which that Grade or
Pay Scale is the normal replacement Grade without
