(1) These rules may be called the National Research Laboratory for Conservation of Cultural Property, Director General, General Central Services (Group ‘A’- Gazetted) Recruitment (Amendment) Rules, 2014. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Schedule to the National Research Laboratory for Conservation of Cultural Property, Director General, General Central Services (Group ‘A’- Gazetted) Recruitment Rules, 2014,— (a) in column 11, for the entries, the following shall be substituted, namely:- “Deputation (including short term contract): Officers of the Central Government or the State Governments or Union Territories or Public Sector Undertakings or Universities or recognised research institutions or statutory and autonomous organisations: (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with three years service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-4 Rs, 37400— 67000/- plus Grade Pay of Rs, 8700/- in the parent cadre or department; and (b) possessing the following educational qualifications and experience as under:- Essential: (i) | Master’s degree in Chemical/ Physical/ Biological/ Environmental/ Earth Sciences or Bachelor's degree in Engineering or Technology with specialisation in Metallurgy or Material Science from a recognised University; and (ii) fifteen years experience in practical or research / teaching in the field of conservation of cultural property like stones, metals, ceramics, textiles, wood, manuscripts, bone and ivory, paintings, sculptures;4 THE GAZETTE OF INDIA : EXTRAORDINARY, [Part II-—SEC. 3(i)] (iii) having experience of conducting and guiding research in the field of conservation of antiques and art objects (proof of having published books, articles and monographs relating to conservation aspects to be furnished); and (iv) having experience of planning, setting up and administering a conservation laboratory. Desirable: a Doctorate degree in Conservation from a recognised University; (ii) knowledge of editing and publishing technical journals; (iii) study or working experience in the developed conservation laboratories in foreign countries; (iv) knowledge of foreign languages other than English like French, Italian, German or Russian; and (v) Post-graduate Diploma or Degree in Management from a recognised University. Note I: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not exceed five years. Note 2: The maximum age limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of receipt of applications. , Note 3: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the Ist January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to. be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation. Contract: Persons possessing the educational qualifications and experience as specified in item (b) above for appointment by deputation. Note 1: The maximum age limit for appointment on contract basis shall not exceed sixty-seven years as on the closing date for receipt of applications, Note 2: Appointment on contract basis shall be for a period of three years and may be extended subject to satisfactory performance and maximum age limit of seventy years. Note 3: In case of appointment on contract basis, the terms and conditions of service of the incumbent shall be as applicable to Group-‘A’ officer of the Central Government holding analogous post.”; (b) in column 12, for the entries, the following shall be substituted, namely:- “The Search-cum-Selection Committee consisting of:- 1, Cabinet Secretary ; - Chairman;, 2. Principal Secretary to the Prime Minister - Member; 3. Secretary, Department of Personnel and Training - Member; 4. Secretary, Culture - Member;[art es 3(1)] ON BUSTA: FAUT 5. Three experts drawn from one or more of the fields of Conservation or Chemistry or Bio- Chemistry or Physics or Geology or Botany or Zoology or Material Science or Metallurgy to be nominated by the Prime Minister from amongst five experts recommended by the Ministry of Culture - Members. Note: The Search-cum-Selection Committee shall adopt such flexible procedure as it deems fit for seeking out and considering names of persons of outstanding ability in the respective field.” (F.No. 8-20/2010-M.1I] K.
