Framing of Special Rules for the Tamil Nadu Hindu Religious and Charitable Endowments Engineering Service

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of
Tamil Nadu, hereby makes the following Special Rules for the Tamil Nadu Hindu Religious and Charitable Endowments
Engineering Service, which shall form part as Section 58 in Volume II of the Tamil Nadu Services Manual, 2016:-
Rules
1. Constitution.- The service shall consist of the following categories of posts, namely:-
Category 1. Chief Engineer.
Category 2. Superintending Engineer.
Category 3. Executive Engineer (Civil).
Category 4. Executive Engineer (Electrical).
Category 5. Assistant Executive Engineer (Civil).
Category 6. Assistant Executive Engineer (Electrical).
Category 7. Assistant Engineer (Civil).
Category 8. Assistant Engineer (Electrical).
2. Appointment.- Appointment to the posts specified in column (1) of the table below shall be made by the
methods specified in the corresponding entries in column (2) thereof:-

Assistant Engineer (Civil)
(ii) By recruitment by transfer from among the holders of the post
of Draughting Officer in the Tamil Nadu Hindu Religious and
Charitable Endowments Engineering Subordinate Service:
Provided that the post shall be filled up by direct recruitment and
by recruitment by transfer in the ratio of 3:2.
Category 8 By Direct recuritment
Assistant Engineer (Electrical)
Provided that if no qualified and suitable candidate is available for appointment to any category by any of the
methods mentioned above, such vacancy shall be filled up by deputation on tenure basis from the candidate holding
equivalent post in any other departments of State Government, having necessary qualification and experience in
construction works:
Provided further that only persons professing Hindu Religion, as required under Section 10 of the Tamil Nadu
Hindu Religious and Charitable Endowments Act, 1959 (Tamil Nadu Act 22 of 1959), shall be eligible for appointment
to the service by the method of recruitments mentioned above and also by deputation.
3. Appointing authority.- The appointing authority for all the posts shall be the Government.
4. Qualification.- No person shall be eligible for appointment to the category specified in column (1) of the table
below by the method specified in the corresponding entries in column (2) of the said table, unless he possesses the
qualification specified in the corresponding entries in column (3) thereof:-

preference shall be given to candidates who hold

Architecture and Sculpture, Mamallapuram, secondly
to candidates who hold a degree in Bachelor of
Fine Arts in Traditional Sculpture awarded by the
Government College of Architecture and Sculpture,
Mamallapuram.
(ii) By recruitment by transfer Must have rendered service as a Draughting Officer
for a period of not less than ten years in the
Tamil Nadu Hindu Religious and Charitable
Endowments Engineering Subordinate Service.
Assistant Engineer (Electrical) By direct recruitment Must possess Bachelor of Engineering degree
in Electrical Engineering or Electronics and
Communication Engineering or Electrical and
Electronics Engineering or Bachelor of Technology
degree in Electrical Engineering or Electronics
and Communication Engineering or Electrical and
Electronics Engineering or its equivalent awarded
by an institute recognized by the All India Council
for Technical Education:
5.Reservation of appointment.- The provisions contained in Section 27 of the Tamil Nadu Government Servants
(Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply to the categories for which candidate are
appointed by direct recruitment.
6. Probation. - (1) Every person appointed to a category by direct recruitment shall, from the date on which he
joins duty, be on probation for a total period of two years on duty within a continuous period of three years:
Provided that the person appointed to a category by recruitment by transfer shall from the date on which he joins
duty, be on probation for a total period of one year on duty within a continuous period of two years.
(2) The Commissioner of Hindu Religious and Charitable Endowments Department shall be the authority competent
to declare the satisfactory completion of probation of a probationer, where no relaxation of rule is involved. He shall
also be competent to extend the period of probation upto five years, in case of failure to pass the prescribed tests.
7. Test.- Every person appointed to a category by direct recruitment, shall pass the following tests within the
period of their probation:-
(a) The Account Test for Public Works Department Officers and Subordinates.
(b) The Tamil Nadu Hindu Religious and Charitable Endowments Act & Rules.
8. Preparation of annual list of approved candidates and crucial date.-The list of approved candidates for
appointment to the posts by promotion and by recruitment by transfer shall be prepared annually by the appointing
authority and the crucial date on which the candidates should have acquired the prescribed qualifications shall be the
first July of every year.
9. Method of direct recruitment.- Appointment by direct recruitment to categories 7 and 8 shall be made from the
list of approved candidates drawn up by the Tamil Nadu Public Service Commission. The list of approved candidates
for each of the categories 7 and 8 shall be drawn up separately.
10. Unit of operation.- For the purpose of appointment, transfers and postings to all the categories, the entire
State shall be the unit.
11. Postings and transfers.- All Posting and transfer of the member of service shall be made by the appointing
authority.

Rules
1. Constitution.- The service shall consist of the following categories of posts, namely:-
Category 1. Senior Draughting Officer.
Category 2. Draughting Officer.
Category 3. Junior Draughting Officer.
2. Appointment.- Appointment to the posts specified in column (1) of the table below shall be made by the
methods specified in the corresponding entries in column (2) thereof:-

and Charitable Endowments Department.
4. Qualification.- No person shall be eligible for appointment to the category specified in column (1) of the table
below by the method specified in the corresponding entries in column (2) of the said table, unless he possesses the
qualifications specified in the corresponding entries in column (3) thereof:-

Architecture and Sculpture, Mamallapuram, secondly to
candidates who hold a degree in Bachelor of
Fine Arts in Traditional Sculpture awarded by the
Government College of Architecture and Sculpture,

5. Reservation of appointment.- The provisions contained in Section 27 of the Tamil Nadu Government Servants
(Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to the post of Junior
Draughting Officer, by direct recruitment.
6. Probation.- (1) Every person appointed to a category by direct recruitment shall, from the date on which he
joins duty be on probation for a total period of two years on duty within a continuous period of three years.
(2) The Commissioner of Hindu Religious and Charitable Endowments Department shall be the authority
competent to declare the satisfactory completion of probation of a probationer appointed by direct recruitment, where
