NOTIFICATION WHEREAS, the Government vide letter No. UDD 703 MNY 2011, dated: 12.12.2011 has accorded approval to the Bruhat Bengaluru Mahanagara Palike to grant Development Rights Certificate (DRC) and procure land in the areas beyond the Bruhat Bengaluru Mahanagara Palike limits and coming within the Panchayat limits in respect of seven roads. WHEREAS, a proposal has been received from Chief Commissioner, Greater Bengaluru Authority to permit the Greater Bengaluru Development Authority to undertake the functions of the Planning Authority with regard to revalidation of the certificates and grant of utilisation certificates, for the DRCs/TDRs issued by the Bruhat Bengaluru Mahanagara Palike prior to the Karnataka Town and Country Planning (Amendment), Act 2015, for the development of seven roads as specified in the Government letter dated 12.12.2011, which are falling within the local planning area of Bengaluru Development Authority and coming within the Panchayat limits. WHEREAS, in accordance with the Greater Bengaluru Governance Act, Government, vide Notification-II No. UDD 515 MNJ 2025 (E), dated: 10.10.2025 has declared the local planning area for the Greater Bengaluru Area (excluding BMICAPA) under the Karnataka Town and Country Planning Act and has constituted Greater Bengaluru Authority (GBA) to be the planning authority for the Greater Bengaluru local planning area under said Act. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 2 And WHEREAS, the State Government intends to streamline the utilization of the Development Rights Certificates (DRCs) issued by the erstwhile Bruhat Bengaluru Mahanagara Palike. Now therefore, in exercise of powers conferred under sub-section (13) of section 14-B of the Karnataka Town and Country Planning Act, 1961 (Karnataka Act 11 of 1963), the State Government hereby notifies that the Development Rights Certificates (DRC) issued by the erstwhile Bruhat Bengaluru Mahanagara Palike prior to the Karnataka Town and Country Planning (Amendment), Act 2015, for the development of seven roads as specified in the Government letter dated 12.12.2011, which are falling within the local planning area of Bengaluru Development Authority and coming within the Panchayat limits, may be permitted to be utilized only within the local planning area of Greater Bengaluru, as per the prevalent law. The utilisation certificate for such DRC/TDR shall be issued by the Greater Bengaluru Authority. NOW FURTHER THEREFORE, it is directed that the Greater Bengaluru Authority shall verify the veracity of such Development Rights Certificates issued, transferred and utilised and maintain in the prescribed in form-XI under Rule-9 of the Karnataka Town and Country Planning (Benefit of Development Rights), Rules 2016.
