अतः, अब, भारतीय खा(cid:14) सुर(cid:18)ा और मानक %ािधकरण, उD अिधिनयम क’ धारा 16 के साथ प,ठत धारा 92 क’ उपधारा
(2) के खंड (ङ) @ारा %दO शिDय$ का %योग करत े Qए, खा(cid:14) सुर(cid:18)ा और मानक (खा(cid:14) उ(cid:20)पाद मानक और खा(cid:14) सहयो(cid:25)य)
िविनयम, 2011 का और संशोधन करन ेके िलए िनRिलिखत िविनयम बनाता ह,ै अथात6 ्:-

1. (1) इन िविनयम$ का संि(cid:18)H नाम खा(cid:14) सुर(cid:18)ा और मानक (खा(cid:14) उ(cid:20)पाद मानक और खा(cid:14) सहयो(cid:25)य) चौथा संशोधन
िविनयम, 2019 ह ै।
(2) य ेराजप. मB %काशन क’ तारीख को %वृ(cid:20)त ह$ग े।
2. खा(cid:14) सुर(cid:18)ा और मानक (खा(cid:14) उ(cid:20)प ाद मानक और खा(cid:14) सहयो(cid:25) य) िविनयम, 2011 के िविनयम 2.10, के,-
(क) कॉफ’ से संबंिधत उप-िविनयम 2.10.2 म,B-
(i) “कॉफ’ (हरी, अप,रWकृत या अभुनी)” से संबंिधत खंड 1 के पXात िनRिलिखत खंड को अंत: *थािपत (cid:4)कया जाएगा,
अथा6त:-
“1अ. िवकैफ’िनत – भनु ी और िपसी कॉफ’
1अ.1 िवकैफ’िनत कॉफ’ से कौ(cid:4)फया अरेिबका, कौ(cid:4)फया िलब,े रका, कौ(cid:4)फया ए(cid:9)ससले सा अथवा कौ(cid:4)फया कनेफोरा
(रोबु*टा) के सूखे बीज अथवा िछलके उतरे (म] य फल िभिO और अतं : फल िभिO) और फिलय$ स ेसम^ कैफ’न
िनकालने के िलए िवकैफ’िनत बीज अिभ%ते ह।ै िवकैफ’नीकरण हरी फिलय$ को भनू ने स ेपहले (cid:4)कया जाता ह।ै
1अ.2 भुनी िवकैफ’िनत कॉफ’ से अिभ%ेत वह अ_ छी %कार साफ क’ गई ^ीन कॉफ’ है, िजसे िवकैफ’िनत करके भूरा
रंग आने तक भूना गया हो और उसक’ ला(cid:18)िणक सुगंध बन गई हो।

NOTIFICATION
New Delhi, the 30th October, 2019
F.No. Stds/SP (Water & Beverages)/Notification(5) FSSAI-2018.—Whereas a draft of certain regulations,
further to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, were
published as required by sub-section (1) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), vide
notification of the Government of India, in the Ministry of Health and Family Welfare (the Food Safety and Standards6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
Authority of India) number F.No. Stds/SP(Water & Beverages)/Notification(5) FSSAI-2018, dated the 16th November,
2018, in the Gazette of India, Extraordinary, Part III, Section 4, inviting objections and suggestions from the persons
likely to be affected thereby, before the expiry of the period of thirty days from the date on which the copies of the
Official Gazette containing the said notification were made available to the public;
And whereas the copies of the said Gazette were made available to the public on the 20th November, 2018;
And whereas the objections and suggestions received from the public in respect of the said draft regulations have been
considered by the Food Safety and Standards Authority of India;
Now, therefore, in exercise of the powers conferred by clause (e) of sub-section (2) of section 92 read with section 16 of
the said Act, the Food Safety and Standards Authority of India hereby makes the following regulations further to amend
the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, namely:-
Regulations
1. (1) These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives)
fourth Amendment Regulations, 2019.
(2)They shall come into force on the date of their publication in the Official Gazette.
2. In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, in regulation
2.10,-
(a) in sub-regulation 2.10.2 relating to Coffee,-
(i) after clause 1 relating to “Coffee (green raw or unroasted)” the following clause shall be inserted, namely:-
“1A. DECAFFEINATED ROASTED AND GROUND COFFEE
1A.1 Decaffeinated Coffee means, the dried seeds of Coffea arabica, Coffea liberica, Coffea excelsa or
Coffea canephora (Robusta) or with their husks (mesocarp and endocarp) removed and decaffeinated to
remove nearly all the caffeine from the beans. Decaffeination is carried out while the beans are in green
form, before they are roasted.
1A.2 Roasted decaffeinated coffee means properly cleaned green coffee which has been decaffeinated,
roasted to a brown colour and has developed its characteristic aroma.
1A.3 Ground decaffeinated coffee means the powdered products obtained from 'roasted decaffeinated
coffee' only and shall be free from husk.
1A.4 It shall be free from artificial colouring, flavouring, facing, extraneous matter or glazing substances
and shall be in dry and fresh condition, free from rancid or obnoxious flavours. It shall conform to the
following standards on dry weight basis, namely: -
(i) Moisture, percent by mass, max 5.0
(ii) Total Ash, percent by mass 3.0 to 6.0

(ii) after clause 2 relating to “Soluble Coffee Powder” the following clause shall be inserted, namely:-
“2A. DECAFFEINATED SOLUBLE COFFEE POWDER
2A.1 Decaffeinated soluble coffee powder means coffee powder obtained from freshly roasted and ground
pure coffee beans from which most of the caffeine has been removed. The product shall be in the form of a
free flowing powder or shall be in the agglomerated form (granules) having colour, taste and flavour
characteristic of coffee. It shall be free from impurities and shall not contain chicory or any other added

2A.2 Decaffeinated Soluble Coffee powder or granules shall conform to the following standards on dry
weight basis, namely: -
(i) Moisture, percent by mass, Max 4.0
(ii) Total Ash percent by mass, Max 12.0
(iii) Caffeine (Anhydrous,) percent by mass, Max 0. 3
(iv) Solubility in boiling water Dissolves in 30 seconds with
moderate stirring
(v) Solubility in cold water at 16+/- 2˚C Dissolve in 3 minutes with
moderate stirring”;
(b) in sub-regulation 2.10.8 relating to “Packaged Drinking Water (other than Mineral Water)”, in Table 3, relating
to “General parameters concerning substances undesirable in excessive amounts”, for Sr. nos. 15 and 16, and
the entries relating thereto, the following shall be substituted, namely:-
