L.-33004/99 सी.जी.-डी.एल.-अ.-24072020-220662 xxxGIDHxxx CG-DL-E-24072020-220662 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 2140] नई दिल्ली, िुक्रवार, िलु ाई 24, 2020/श्रावण 2, 1942 No. 2140] NEW DELHI, FRIDAY, JULY 24, 2020/SRAVANA 2, 1942 नवीन और नवीकरणीय ऊिा ामत्रं ालय अजधसचू ना नई दिल्ली, 23 िुलाई, 2020 का.आ. 2425 (अ).—यतः केन्द्र सरकार ने अनुसूची म ें सजममजलत छः उत्पािों हते ु दिनांक 05 जसतमबर, 2017 के का.आ. 2920 (अ) के तहत ‘सौर प्रकािवोल्टीय, प्रणाजलयााँ, उपकरण और घटक वस्ट्तुएं (अजनवाय ा पंिीकरण की आवश्यकता) आििे , 2017’ िारी दकया था जिसके प्रभावी होने की तारीख 5 जसतमबर, 2018 थी । और यतः भारतीय मानक ब्यूरो (बीआईएस) सजहत जवजभन्न जहतधारकों के साथ जवचार-जवमि ा के उपरान्द्त उक्त आिेि के प्रभावी होन े की तारीख पहल े अथाात ् 16 अप्रलै , 2018 कर िी गई जिसे का.आ. स.ं 1602(अ) के तहत दिनांक 16 अप्रैल, 2018 को अजधसूजचत भारत के रािपत्र म ें प्रकाजित और 30 िून, 2018 तक प्रभावी आििे के साथ अनबु द्ध अनुसूची म ें क्रम स.ं 1-3 के उत्पािों के जलए जवजनमााता द्वारा स्ट्वतः प्रमाणन िने े की िता पर दिनांक 30 मई, 2018 को भारत के रािपत्र म ें संिोजधत का.आ. 2183(अ) के तहत प्रकाजित दकया गया था। 2. और यतः उद्योगों ने आिेि के अनुपालन के जलए और अजधक समय मांगा तथा िबदक इससे संबंजधत मुद्दों पर संबंजधत जहतधारकों के साथ चचा ा की गई, स्ट्व-प्रमाणन को 13.07.2018 को भारत के रािपत्र म ें प्रकाजित का.आ.3449(अ) के माध्यम स े 04 जसतमबर, 2018 तक बढा दिया गया, जिसे बाि म ें 12 जसतमबर, 2018 को भारत के रािपत्र म ें प्रकाजित का.आ. स.ं 4787(अ) के तहत आििे म ें सचू ीबद्ध सभी उत्पािों के जलए 20 जसतमबर, 2018 तक बढा दिया गया, और इससे बाि म ें अनुसूची म ें प्रत्येक उत्पािों के समक्ष उजल्लजखत कायाान्द्वयन की जतजथयों के साथ सभी मिों के जलए दिनांक 12.10.2018 के का.आ. 5259(अ) के तहत 01 िनवरी, 2019 कर दिया गया। एसपीवी मॉड्यूल के मामल े 3264 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] म,ें स्ट्व प्रमाणन की जतजथ को दिनांक 13.02.2019 को भारत के रािपत्र म ें प्रकाजित का.आ. स.ं 861(अ) के तहत 01.01.2019 स े बढाकर 31.03.2019 दकया गया था, िो इस ित ा पर था दक ऐसे जनमाता ाओं/जवकासकर्त्ााओं न े अपन े एसपीवी मॉड्यूल दिनांक 31.10.2018 स े पूवा परीक्षण प्रयोगिालाओं को प्रस्ट्तुत कर दिए हों। इन्द्वटारों (मि 4-5) के जलए स्ट्व-प्रमाणन को भारत के रािपत्र म ें दिनांक 04.01.2019 को प्रकाजित का.आ. 46(अ) के तहत आगे छह माह के जलए अथाात् 30 िून, 2019 तक बढाया गया, जिसे दिनांक 03 िुलाई, 2019 को भारत के रािपत्र म ें प्रकाजित का.आ. स.ं 2320(अ) के तहत 30.09.2019 तक बढाया गया था और इसके अलावा, 22 अक्तूबर, 2019 को भारत के रािपत्र म ें प्रकाजित का.आ. स.ं 3790(अ) के तहत 31.12.2019 तक और इसके बाि आग े दिनांक 13.01.2020 को भारत के रािपत्र म ें प्रकाजित का.आ. स.ं 178(अ) के तहत दिनांक 30.06.2020 तक बढाया गया था। 3. और यतः कोजवड 19 लॉकडाउन व्यवधान के चलत े उद्योग न े अनुपालन के जलए और समय की मांग की, इसजलए इन्द्वटारों (मि 4-5) के जलए स्ट्व-प्रमाणन 30.06.2020 स े 31.12.2020 तक बढाया िाता ह ै बिते दक ऐसे जनमााताओं के पास इन मिों के जलए इस आिेि म ें जवजनर्िष्टा आईएस [मि स.ं 4 के जलए आईएस 16221 (पाट-ा 2):2015/आईईसी 62109-2:2011 तथा मि स.ं 5 के जलए आईएस 16169 2014/आईईसी 62116:2008] के अनरूु प वैध आईईसी हो और अन्द्तरााष्ट्रीय परीक्षण प्रयोगिालाओं स े परीक्षण ररपोट ा हो तादक आिेि का सुचारु दक्रयान्द्वयन हो सके। [फा. स.ं 223/140/2017-आर एंड डी (गुणवर्त्ा जनयंत्रण)] डॉ. बी.एस. नगे ी, सलाहकार/वैज्ञाजनक ‘िी’, एमएनआरई MINISTRY OF NEW AND RENEWABLE ENERGY NOTIFICATION New Delhi, the 23rd July, 2020 S. O. 2425(E).—Whereas the Central Government had issued “Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017”vide S.O. 2920(E) dated 5 September 2017 for six products included in the Schedule with the date of coming into force with effect from 5th September 2018. And whereas, after having discussions with the various stakeholders including the Bureau of Indian Standards (BIS), the date of coming into force of the said Order was advanced to 16th April 2018 on the condition of self-certification by manufacturers for products at Sl. No. 1-3 in the schedule annexed to the order applicable till 30th June, 2018 published in Gazette of India notified on 16th April, 2018 vide S.O. 1602(E), which was revised vide S.O. 2183 (E) published in Gazette of India on 30.05.2018. 2. And whereas, the industry had sought more time for compliance to the order and whereas the issues involved were discussed with related stakeholders, the self-certification was extended to 4th September, 2018 vide S.O. 3449 (E) published in Gazette of India on 13.07.2018, which was further extended to 20th September 2018 for all products listed in the order vide S.O. No. 4787(E) published in Gazette of India on 12th September 2018, and further to 1st January 2019 vide S.O. 5259(E) dated 12.10.2018 for all items with dates of implementation indicated against each product in the schedule. In the case of SPV Module, the date of self-certification was extended from 1.01.2019 to 31.03.2019 vide S.O. No. 861 (E) published in Gazette of India on 13.02.2019 subject to the condition that such manufacturers /developers had submitted their SPV Modules to test laboratories before 31.10.2018. The self-certification for inverters (items 4-5) was extended by six months i.e. up to 30.6.2019 vide S.O. 46 (E) published in Gazette of India on 4.01.2019, which was further extended to 30.09.2019 vide S.O. 2320(E) published in Gazette of India on 3.7.2019, and further to 31.12.2019 vide S.O.3790(E) published in Gazette of India on 22.10.2019, and further to 30.06.2020 vide S.O.178 (E) published in Gazette of India on 13.1.2020. 3. And whereas, due to COVID 19 lockdown disruption the industry sought more time for compliance, the self- certification for inverters (items 4-5) stands extended from 30.6.2020 to 31.12.2020 subject to the condition that such manufacturers have valid IEC certificates corresponding to IS (IS 16221(Part 2):2015/IEC 62109-2:2011 for item No 4 and IS 16169:2014/IEC 62116:2008 for item No. 5) specified in the said order for these items and test reports from international test labs, for smooth implementation of the order.
