Minimum test weight (not less than 46 kghl)
Hullless and broken kernels (not more than 5%)
Uric acid (not more than 100 mg per kg)
Ergot (0.05 per cent. mm max 2)
Food additives, contaminants, toxins and residues, food hygiene and labelling.
In subregulation 2.4.10, clause 1 is substituted, defining "PASTA PRODUCTS" and specifying permissible ingredients, additives, and standards:
Ingredients include suji, maida, rice flour, groundnut flour, tapioca flour, edible soy flour, or flour of any other cereal referred to in subregulation 2.4.
It may contain milk powder, fruit and vegetables and products thereof or their extracts; edible common salt, nutritive sweeteners, meat and products thereof; fish and products thereof; eggs and products thereof; spices, condiments and herbs including their extracts; vitamins and minerals; edible fats and oils; yeast extract, yeast and product thereof; hydrolysed plant protein and soy sauce powder.
It may contain food additives specified in Appendix A appended to these regulations.
Must be free from dirt, insects larvae, impurities or any other extraneous matter.
Moisture content should not be more than 12.5%.
Ash insoluble in dilute HCl should not be more than 0.1% on dry basis.

NOTIFICATION
New Delhi, the 31st January, 2017
F. No. Stds/O&F/Notification(1)/FSSAI-2016.—Whereas the draft of the Food Safety and
Standards (Food Product Standards and Food Additives) Amendment Regulations, 2016, were published as
required under sub- section (1) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), vide
notification of the Food Safety and Standards Authority of India number F. No. Stds/O&F/ notification(1)/
FSSAI-2016, dated the 4th July, 2016 in the Gazette of India, Extraordinary, Part III, Section 4, inviting
objections and suggestions from the persons likely to be affected thereby, before the expiry of the period of¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5
thirty days from the date on which the copies of the Gazette containing the said notification were made
available to the public;
And whereas copies of the said Gazette were made available to the public on 12th July, 2016;
And whereas objections and suggestions received from the public in respect of the said draft
regulations have been considered by the Food Safety and Standards Authority of India;
Now, therefore, in exercise of the powers conferred by clause (e) of sub-section (2) of section 92 of
the Food Safety and Standards Act, 2006, the Food Safety and Standards Authority of India hereby makes
the following regulations further to amend the Food Safety and Standards (Food Product Standards and Food
Additives) Regulations, 2011, namely:-
Regulations
1.(cid:32) Short title and commencement.—(1) These regulations may be called the Food Safety and Standards
(Food Products Standards and Food Additives) first Amendment Regulations, 2017.
(2) They shall come into force on the date of final publication in the Official Gazette.
2.(cid:32) In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011,-
(a)(cid:32) in regulation 1.2, in sub-regulation 18, in item (iv), after the words “citric acid”, the words “and any
suitable food grade enzyme” shall be inserted;
(b)(cid:32) in regulation 2.2
(i) in sub-regulation 2.2.1, in clause 1, the portion starting with the words “Further, if the oil is
obtained” and ending with the words “Hexane more than 5.00 ppm” shall be omitted;
(ii)(cid:32) in sub-regulation 2.2.2,
(A)(cid:32) in the opening paragraph, for the words “vegetable fat”, the words “vegetable
fat/oil” shall be substituted;
(B)(cid:32) clause (vi) shall be omitted;
(c)(cid:32) in regulation 2.4,-(i) in sub-regulation 2.4.6, after clause 16, the following clause shall be inserted,
namely:-
“17. OATS
(1) Oats shall be dried mature grains of Avena sativa or Avena byzantina. It shall be sound, clean,
wholesome, and free from toxic seeds, live insects and visible mold. It shall also confirm to the
following standards, namely:-
(i) Moisture Not more than 14.0 per cent. by
weight
(ii) Foreign matter(Extraneous matter) Not more than 1 per cent. by weight
of which not more than 0.25 per cent.

not more than 0.10 per cent. by
weight shall be impurities of animal
origin.
(iii) Other edible grains (grains other than Not more than 3 per cent. by weight.

(v) Weevilled grains (weevilled grains Not more than 2 per cent. by count
include weevil infested grains and insect count out of which not more than 0.5
bored (which may be partially or wholly per cent. by count shall be insect
bored by insects) bored.
(vi) Minimum test weight (weight of hundred Not less than 46 kg/hl
litre volume of oats expressed as
kilograms per hectolitre (kg/hl).
(vii) Hull-less and broken kernels Not more than 5 per cent. by weight.
(viii) Uric acid Not more than 100 mg per kg.
(ix) Ergot Sclerotium of the fungus Claviceps
purpurea 0.05 per cent. m/m max
(2) Food Additives
The product shall contain food additives specified in Appendix A appended to these regulations.
(3) Contaminants, Toxins and Residues
The product contaminants, toxin and residues shall be in accordance with the Food Safety and
Standards (Contaminants, Toxins and Residues) Regulations, 2011.
(4) Food Hygiene
(a) The product shall be prepared and handled in accordance with the guidelines provided in
Schedule 4 of the Food Safety and Standards (Licensing and Registration of Food Businesses)
Regulations, 2011.
(b) The product shall conform to the microbiological requirement specified in Appendix B to these
regulations.
(5)(cid:32) Labelling
The product shall be labelled in accordance with the Food Safety and Standards (Packaging and
Labelling) Regulations, 2011.
(6) Method of Sampling and Analysis
The method of sampling and analysis shall be in accordance with the FSSAI Manual of Method of
Analysis of Food.”;
(ii) in sub-regulation 2.4.10, for clause 1, the following clause shall be substituted, namely-
“1. PASTA PRODUCTS: means the product obtained from one or a combination of ingredients
including suji, maida, rice flour, groundnut flour, tapioca flour, edible soy flour or flour of any other
cereal referred to in sub-regulation 2.4 by kneading the dough and extending it or by any other process.
It may contain one or more of the following ingredients either singly or in combination:
milk powder, fruit and vegetables and products thereof or their extracts; edible common salt, nutritive
sweeteners, meat and products thereof; fish and products thereof; eggs and products thereof; spices,
condiments and herbs including their extracts; vitamins and minerals; edible fats and oils; yeast extract,
yeast and product thereof; hydrolysed plant protein and soy sauce powder.
It may contain food additives specified in Appendix A appended to these regulations. It shall be free
from dirt, insect’s larvae and impurities or any other extraneous matter.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7
It shall conform to the following standards:-
Moisture Not more than 12.5 per cent.
Ash insoluble in dilute HCl Not more than 0.1 per cent.”.
