उपधारा (1) क’ अपे(cid:15)ानुसार भारतीय खा(cid:11) सुर(cid:15)ा और मानक (cid:28)ािधकरण क’ अिधसूचना फा. सं. मानक/एम एंड
एमपी/अिधसूचना(02)/एफएसएसएआई-2016, तारीख 22 फरवरी, 2018, /ारा भारत के राजप1 असाधारण, भाग III, खंड 4, म 2
(cid:28)कािशत (cid:4)कया गया था िजसम2 उन 6ि7य8 से िजनके उससे (cid:28)भािवत होने क’ संभावना थी, उस तारीख से िजसको उ7 अिधसूचना वाले
राजप1 क’ (cid:28)ितयाँ जनता को उपल<ध करा दी गयी थी, तीस (cid:4)दन क’ अविध क’ समाि= के पूव> आ(cid:15)ेप और सुझाव आमंि1त (cid:4)कए गए थे;
और उ7 राजप1 क’ (cid:28)ितयाँ जनता को 7 माच>, 2018, को उपल<ध करा दी गई थी;
और भारतीय खा(cid:11) सुर(cid:15)ा और मानक (cid:28)ािधकरण /ारा उ7 (cid:28)ा(cid:29)प िविनयम8 के संबंध म2 जनता से (cid:28)ा= आ(cid:15)ेप8 और सुझाव8 पर
िवचार कर िलया गया ह;ै
अतः अब भारतीय खा(cid:11) सुर(cid:15)ा और मानक (cid:28)ािधकरण, उ7 अिधिनयम क’ धारा 92 क’ उप-धारा (2) के खंड (ड.) /ारा (cid:28)दD
शि7य8 का (cid:28)योग करते Eए, खा(cid:11) सुर(cid:15)ा और मानक (खा(cid:11) उ(cid:21) पाद मानक और खा(cid:11) सहयो(cid:26)य) िविनयम, 2011 का और संशोधन करने
के िलए िनGिलिखत िविनयम बनाता ह,ै अथा>त्:—

1. (1) इन िवनयम8 का संि(cid:15)Kत नाम खा(cid:11) सुर(cid:15)ा और मानक (खा(cid:11) उ(cid:21) पाद मानक और खा(cid:11) सहयो(cid:26)य) तेरहवा ं संशोधन
िविनयम, 2018 ह।ै
(2) ये िविनयम राजप1 म2 उनके अंितम (cid:28)काशन क’ तारीख को (cid:28)वृD ह8गे।

यह मानक उप-िविनयम क’ मद 1 म2 यथापWरभािषत दYु ध (cid:28)ोटीन साO Zण पर लागू होता ह।ै *
1111.... ििििववववववववररररणणणण:::: दYुध (cid:28)ोटीन साOZ ण एक िमि[त दYु ध (cid:28)ोटीन ह ै जो अपने दधू (cid:28)ोटीन साम\ी पर िनभ>र करता ह ैिजसम2 ]हे (cid:28)ोटीन
और केसीन अपने मूल ^प् म2 दYु ध के समान अनुपात म2 होता ह।ै दYु ध (cid:28)ोटीन साOZ ण सामाO यत: उपयु7 (cid:28)(cid:4)_या के /ारा
उ(cid:21)प ा(cid:4)दत (cid:4)कया जाता ह ै जो (cid:4)क लैPटोज और घुलनशील खिनज8 क’ बड़ी मा1ा को दYु ध (cid:28)ोटीन को बनाए रखते Eए सुखाने के
पRच ात हटाती ह।ै

Wर7 Uथान को आंकड़ ेसे भरा जाएगा, जो क’ (cid:28)ोटीन साम\ी के उ(cid:21)पाद को दशा>एगा।
(ख) लेबल पर दYुध (cid:28)ोटीन सामा\ी को भार अनुसार (cid:28)ितशत घोिषत (cid:4)कया जाएगा।

(क) “कोलोUeम" का अथ> गाय या भmस के Uतन \ंिथय8 से (cid:28)ा= लैिPटयल nाव से या उसके संयोजन से ह ैजो (cid:4)क (cid:28)सव के तीन से
पांच (cid:4)दन बाद तक और दधू के उ(cid:21)पादन से पहले (cid:28)ा= होता ह,ै िजसमे आम तौर पर वसा, (cid:28)ोटीन, काबoहाइpेट, िवटािमन, खिनज
और बायोएिPटव घटक8 (जैसे इSयुनोYलोबुिलन और लैPटोफेWरन) पाए जाते है।
(ख) "कोलोUeम-आधाWरत उ(cid:21)पाद" का अथ> उन (cid:28)संUकृत उ(cid:21)पाद8 से ह ैजो (cid:4)क कोलोUeम के (cid:28)संUकरण या ऐसे संसािधत उ(cid:21)पाद8 के
(cid:28)संU करण के पWरणामUव(cid:29)प उ(cid:21)पs होते ह:m

F.No. Stds/M&MP/Notification(02)/FSSAI-2016.—Whereas the draft of the Food Safety and Standards (Food
Products Standards and Food Additives) Amendment Regulations, 2018, were published as required by the sub-section
(1) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), vide notification of the Food Safety and
Standards Authority of India number, F.No. Stds/M&MP/Notification(02)/FSSAI-2016, dated the 22nd February,
2018, in the Gazette of India, Extraordinary, Part III, section 4, inviting objections and suggestions from the persons
likely to be affected thereby, before the expiry of the period of thirty days from the date on which the copy of the Official
Gazette containing the said notification were made available to the public;¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7
And whereas copies of the said Gazette were made available to the public on the 7th March, 2018;
And whereas objections and suggestions received from the public in respect of the said draft regulations have
been considered by the Food Safety and Standards Authority of India;
Now, therefore, in exercise of the powers conferred by clause (e) of sub-section (2) of section 92 of the said Act,
the Food Safety and Standards Authority of India hereby makes the following regulations further to amend the Food
Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, namely:-
Regulations
1. (1) These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives)
Thirteenth Amendment Regulations, 2018.
(2) They shall come into force from the date of their publication in the Official Gazette.
In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, in regulation
2.1 relating to “DAIRY PRODUCTS AND ANALOGUES”, after sub-regulation 2.1.20 relating to “Edible Lactose”, the
following sub-regulations shall be inserted, namely:-
“2.1.21 Milk Protein Concentrate: This Standard applies to Milk Protein Concentrate as defined in item 1 of this sub-
regulation. ∗
1. Description: Milk Protein Concentrates are complex milk proteins that contain both casein and whey
protein in their native form in the same and similar ratio as milk depending upon their milk protein
contents, which are generally manufactured by suitable processes that remove the majority of lactose and
soluble minerals while retaining milk protein, followed by drying.
2. Essential Composition and Quality Factors.-
(a) Raw Materials.-
Milk, skimmed milk, cream and water
(b) Composition.-
The product shall conform to the compositional specifications provided in the table below:

Appendix ‘B’.
5. Labelling.-
(a) The name of the food shall be ‘Milk Protein Concentrate’. The name of the product may be
supplemented by the designation “MPC __”, the blank being filled with the figure, indicating the protein
content of the product.
(b) The milk protein content shall be declared on the label as a percentage by mass.
2.1.22 Whey Protein Concentrate: This Standard applies to Whey Protein Concentrate as defined in item 1 of this

1. Description.-
Whey protein concentrate means a product obtained by removing non-protein constituents from whey by
means of physical separation techniques such as precipitation, filtration, dialysis and other relevant techniques,
followed by drying.
2. Essential Composition and Quality Factors.-
(a) Raw Materials.-

(b) Composition.-
The product shall conform to the compositional specifications provided in the table below:

5. Labelling.-
(a) The name of the food shall be ‘Whey Protein Concentrate’.
(b) The milk protein content shall be declared on the label as a percentage by mass.
2.1.23 Standard for Cow or Buffalo Colostrum and Colostrum products: This Standard applies to colostrum and

colostrum products as defined in item 1 of this sub-regulation.
1. Description.-
(a) “Colostrum” means the lacteal secretion from the mammary glands of cow or buffalo or a combination
thereof obtained upto three to five days of parturition and preceding the production of milk, which
typically contains fat, proteins, carbohydrates, vitamins, minerals and bioactive components (such as
immunoglobulins and lactoferrin).
(b) “Colostrum-based products” means processed products resulting from the processing of colostrum or
from further processing of such processed products
(c) “Colostrum powder” is a colostrum-based product obtained by the drying of colostrum by suitable
methods while retaining the essential characteristics of colostrum.
2. Essential composition and quality factors.-
(I) Colostrum
(a) Composition.-

4. Hygiene: The product shall conform to the microbiological requirements specified for milk powder in
Appendix ‘B’.
5. Labelling.
(a) The name of the products covered by sub- item (a) of item 1 shall be “colostrum”.
(b) The name of the products covered by sub- item (b) of item 1 shall be “colostrum powder”.”.
