उपखंड (i) म,& भारत सरकार के कृिष एव ं ,कसान क-य ाण म%ं ालय (कृिष, सहका0रता और ,कसान क- याण
िवभाग) क(cid:2) अिधसूचना सं4य ाकं सा.का.िन. 10(अ), तारीख 1 जनवरी, 2019 7ारा (cid:24)कािशत ,कए गए थ,े िजसम&
ऐसे सभी :य ि; तय< स,े िजनके इससे (cid:24)भािवत होन े क(cid:2) संभावना थी, उस तारीख से, िजसको उस राजप% क(cid:2)

और उ; त (cid:24)ा(cid:25)प िनयम< के संबंध म& जनसाधारण स े (cid:24)ाHत आ"ेप या सुझाव पर क&Iीय सरकार 7ारा
िवचार कर िलया गया ह;ै
अत:, अब, क&Iीय सरकार, क(cid:2)टनाशी अिधिनयम, 1968 (1968 का 46) क(cid:2) धारा 36 7ारा (cid:24)दJ त
शि;त य< का (cid:24)योग करते Kए, क(cid:2)टनाशी िनयम, 1971 का और संशोधन करने के िलए िनLन िलिखत िनयम बनाती
ह,ै अथाMत् :--

िनयम
1. (1) इन िनयम< का संि"H त नाम क(cid:2)टनाशी (तीसरा संशोधन) िनयम, 2019 ह ै ।
(2) ये राजप% म& उनके (cid:24)काशन क(cid:2) तारीख को (cid:24)वृJत ह<ग े ।
परंतु यह ,क इन िनयम< के (cid:24)वृR होने क(cid:2) तारीख से पहले रिजSTीकरण के िविधमाUय (cid:24)माणप%< वाले सभी
Vि?, छह मास क(cid:2) अविध के भीतर, लेबल और पचY जो इन िनयम< के अनुसार संशोिधत ,कय े गये ह,Z के
अनुमोदन के िलए सिचवालय केUIीय क(cid:2)टनाशक बोडM और रिजSTीकरण सिमित के सम" आवेदन कर&ग े:
परंतु यह और ,क कोई भी Vि? इन िनयम< के (cid:24)वृR होने क(cid:2) तारीख से एक वषM क(cid:2) समािB के प\ात् कोई
ऐसे लेबल या पचY का उपयोग नहF करेगा जो इन िनयम< के अनुसार संशोिधत नहF ,कये गये ह ैँ:
परंतु यह भी ,क ऐस े लेबल या पचY लगे ,कसी क(cid:2)टाणुनाशक या इसका पैकेज जो इन िनयम< के अनुसार
संशोिधत नहF ,कए गए ह Z इन िनयम< के (cid:24)वृR होने क(cid:2) तारीख से दो वष_ क(cid:2) समािB के प\ात् िव‘याथ M
(cid:24)दaशMत िव‘य, िवत0रत या भंडा0रत नहF ,कया जाएगा ।
2. क(cid:2)टनाशी िनयम, 1971 (िजस ेइसम & इसके प\ात ् उ? िनयम कहा गया ह)ै के, िनयम 18, के उपिनयम (1) म&,
(क) खंड (ट) म&, शEद< “के Eयौरे” शEद का लोप ,कया जाएगा;
(ख) खंड (ड) म,& -
(i) आरcभकं पैरा म& “फसल” शEद के Sथान पर “फसल या अनुशंिसत अUय उपयोग” जहाँ भी लागू हो” शEद<
को रखा जाएगा;
(ग) खडं (ड) म,& -
(ii)उपखंड (i) के Sथान पर िनeिलिखत उपखंड रखा जाएगा, अथाMत ् :-
“(i) मौसम क(cid:2) सामाU य िS थित” :
(iii) उपखंड (ii) के Sथान पर िनeिलिखत उपखंड रखा जाएगा, अथाMत ् :-
“(ii) मृदा और जल, जहां भी लाग ूहो”:
(iv)उपखंड (vii) के Sथान पर िनeिलिखत उपखंड रखा जाएगा, अथाMत ् :-
“(vii) मा%ा (िजसके अंतगतM fाम सं,‘य संघटक िविनaमMित और लीटर म& तनुकरण भी ह)ै ”;
(घ) खंड (प) म&, शEद< “के अनुसार” के प\ात ् “(cid:24)ाथिमक पैक के िलए सुरि"त” या के अनसु ार शEद< को
अंतःSथािपत ,कया जाएगा;
3. उ? िनयम< के, िनयम 19 म&, उप-िनयम (1) के Sथान पर िनeिलिखत उप-िनयम रखा जाएगा, अथाMत:् -
“(1) (i) लेबल एक, दो या तीन पैनल का होगा और अUयथा किथत के िसवाय केवल अंfेजी और cहदं ी भाषाh
म & मु,Iत होगा । सभी लबे ल पैनल< का Uयूनतम आकार पैकेज के सLमुख लगे आकार के अनुसार होगा । शुi
अतं वSM त ुआधार पर तीन (cid:24)कार के लेबल ह<गे :-
(i) अित लघु पैकज - 1 fाम/िम.िल से 50 fाम/िम.िल.¹Hkkx IIµ[k.M 3(i)] Hkkjr dk jkti=k % vlk/kj.k 3
(ii) लघु पैकज - 51 fाम/िम.िल से 250 fाम/िम.िल
(iii) वृहद पैकज - > 250 fाम/िम.िल
लेबल पर िनeिलिखत जानकारी मु,Iत होगी :-
(क) क(cid:2)टनाशी का नाम (jांड नाम या Vापार िचUह का नाम िजसके अधीन क(cid:2)टनाशी िव‘य ,कया जा रहा ह)ै
jाडं नाम साधारण नाम से 1.5 गुणा आकार स े बड़े आकार का नहF होगा और पैनल के सLमुख के "े% के
20 (cid:24)ितशत स े kयादा नहF होना चािहए । jांड नाम बड़े अ"र< म& होगा;
(ख) साधारण नाम, रिजSTीकरण सिमित 7ारा यथा अनुमो,दत;
(ग) “उपयोग स े पहले पढ़े” िनदशl < को सभी पैकेज आकार< म& कम से कम अंfेजी और cहदं ी भाषा म& बड़े अ"र<
म & लेबल के शीषM पर (cid:24)मुख Sथान पर िलखा जाएगा । प0रिशmी म&, वृहद ्आकार पैक के िलए सभी "े%ीय
भाषाओँ म& जहाँ यह िव‘य के िलए (cid:24)Sतािवत ह;ै
(घ) उपयोग के िलए िनदशl , रीित और अनु(cid:24)योग का समय, फसल< क(cid:2) सूची या लिoयत "%े और नाशकजीव
का Vापक (cid:24)वग M िजस पर उपयोग के िलए वह रिजSTीकृत ह;ै
(ङ) मा%ा (िजसके अंतगतM fाम सं,‘य संघटक िविनaमMित ह ैऔर लीटर या "े% म& तनकु रण भी ह)ै ;
(च) रसायन का (cid:24)योजन लेबल पर उि-लिखत ,कया जाएगा, उदाहरण के िलए:-
( i ) कृिष उपयोग के िलए
(ii) नाशक जीव िनयं%ण सं,‘याh के िलए
(iii) घरेल ू उपयोग के िलए
(iv) लोक SवाSqय के िलए
(v) अUय (िविनrदmM );
(छ) क(cid:2)टनाशी के (cid:24)Jयेक अनु(cid:24)योग के प\ात् संभािवत पुनः(cid:24)योग क(cid:2) अविध रिजSTीकरण सिमित 7ारा यथा
अनुमो,दत;
(ज) सुर"ा पूवM सावधािनया ंरिजSTीकरण सिमित 7ारा यथाअनुमो,दत;
(झ) सू% क(cid:2) संरचना या क(cid:2)टनाशी;
(ञ) िवषा?(cid:2)करण के ल"ण और (cid:24)ाथिमक िच,कJस ा;
(ट) (cid:24)ितकारक कथन;
(ठ) िविनमातM ा का नाम;
(ड) आयातकता Mऔर पुनःपैककता M(जहाँ भी लागू हो);
(ढ) िवपणनकता;M

िलए लागू ह<ग े ।
(फ) सावधािनयां कथन,-
(i) लेबल और पचY पर जो अिभदR ह,ै उससे िभt अUय (cid:24)योजन म& उपयोग के िलए नहF;
(ii) पचY के िनदशl ानुसार उपयोग के प\ात् आuान को नm कर& ; और
(iii) रिजSTीकरण सिमित 7ारा यथा अनुमो,दत कोई अUय चेतावनी या सावधािनया ंकथन।
(ब) fाहक संपकM Eयौरे जैस ेकंपनी का नाम, ;य ू आर कोड, ई-मेल आई डी और fाहक संपकM सं4या ।
0टHपण-2 : (ब) के (cid:24)ावधान िविधक माप िवsान (पैकेज म& रखी वSतुए)ं िनयम, 2011 क(cid:2) प0रिशm म& रिजSTीकरण
सिमित 7ारा अनुमोदन के प\ात ् लेबल पर अित0रि? सूचना जोड़ी जा सकती ह ै।
Uयूनतम आकार के लेबल के सबं ंध म & लेबल के नीचे क(cid:2) ओर एक वग M स&टीमीटर से अUयून आकार के सभी

जाएगा।
(ii) लेबल पर अंfेजी और cहदं ी भाषाh म& अिमट Sयाही से अUयथा किथत के िसवाय नीचे िविहत ,कए गए आकार
से अUयून फ<ट आकार म& Sपm vप से मु,Iत होगा:-

(ख) वृहद ् आकार के लेबल पर िनयम 19 के उपिनयम 1 के खंड (i) क(cid:2) सभी अंतवSM तुए ं अिमट Sयाही स े मु,Iत

(iv) (क) थैिलय<, पैकेजोँ या अuान< के मामले जहा ं ये लघु ह ै (51 और 250 fाम/िम.िल. के बीच के आकार के

(1) jांड नाम;
(2) साधारण नाम;
(3) िविनमाMता का नाम और पता;
(4) आयाितत और पुनःपैwकंग (जो भी लागू हो);

NOTIFICATION
New Delhi, the 11th October, 2019
G.S.R .782(E).— Whereas the draft rules further to amend the Insecticides Rules, 1971, was published, as
required by section 36 of the Insecticides Act, 1968 (46 of 1968) vide notification of the Government of India in the
Ministry of Agriculture and Farmers Welfare (Department of Agriculture, Co-operation and Farmers Welfare)
number G.S.R. 10 (E), dated the 1st January, 2019, in the Gazette of India, Extraordinary, Part-II, Section-3,
Sub-section (i), inviting objections or suggestions from all persons likely to be affected thereby, before the expiry
of a period of thirty days from the date on which the copies of the Gazette of India in which the said notification
was published were made available to the public;
And whereas, copies of the said notification were made available to the public on 4th January, 2019;
And whereas, objections or suggestions received from the public on the said draft rules have been considered by the
Central Government;12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Now, therefore, in exercise of the powers conferred by section 36 of the Insecticides Act, 1968 (46 of 1968),
the Central Government hereby makes the following rules further to amend the Insecticides Rules, 1971, namely :—
RULES
1. (1) These rules may be called the Insecticides (Third Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette:
Provided that all persons with valid certificates of registration granted before the date of coming into
force of these rules shall, within a period of six months from this date, apply to the Secretariat,
Central Insecticides Board and Registration Committee, for the approval of labels and leaflets that
have been amended in accordance with these rules:
Provided further that no person shall use a label or leaflet that has not been amended in accordance
with these rules after the expiry of one year from the date of coming into force of these rules:
Provided also that no insecticide or its package bearing a label or leaflet that has not been amended in
accordance with these rules shall be distributed, sold, exhibited for sale or stocked, after the expiry of
two years from the date of coming into force of these rules.
2. In the Insecticides Rules, 1971 (hereinafter referred as the said rules) in rule 18, in sub rule (l),
(a) in clause (k), the word “detailed” shall be omitted;
(b) in clause (m),—
(i) in the opening paragraph for the word “ crop” the words “ crop or recommended other use, whichever
is applicable” shall be substituted;
(c) In clause (m),-
(ii) for sub-clause (i), the following sub-clause shall be substituted, namely:-—
“ (i) weather conditions in general”;
(iii) for sub-clause (ii), the following sub-clause shall be substituted, namely:—
“ (ii) soil and water, wherever applicable”;
(iv) for sub-clause (vii), the following sub-clause shall be substituted, namely:—
(v) “ (vii) dosage (include gram active ingredient formulation and dilution in litres )”;
(d) in clause (u), after the words “shall be” the words “secured to primary pack or” shall be inserted;
3. In the said rules, in rule 19, for sub-rule (1), the following sub-rule shall be substituted, namely:—
“(1) (i) The label shall have either one, two or three panels and shall be printed only in English and Hindi languages
unless stated otherwise. The minimum size of all the label panels shall be according to the size affixed on the face of the
package. There shall be three types of labels depending on the net content:
I. Ultra small package-1gm or ml to 50 gm or ml
II. Small package-51 gm or ml to 250 gm or ml
III. Big package->250 gm or ml
The following information shall be printed on the label:—
(a) name of insecticide (brand name or trade name under which the insecticide is sold). The brand name shall not be
of bigger size than 1.5 times size of common name and it should occupy not more than 20% of area of the face of the
panel. The brand name shall be in bold;
(b) common name as approved by Registration Committee;¹Hkkx IIµ[k.M 3(i)] Hkkjr dk jkti=k % vlk/kj.k 13
(c) instructions to “Read Leaflet Before Use” shall be placed on the top of the label in bold, in a prominent place at
least in English and Hindi languages in all package sizes. In addition, for big pack size in all such regional languages
where it is proposed for sale;
(d) directions for use, manner and time of application, list of crops or target area and broad category of pests on
which it is registered to apply;
(e) dosage (include gram active ingredient, formulation and dilution in litres and area);
(f) purpose of the chemical shall be mentioned on the label, for example:—
(i) for Agricultural Use
(ii) for Pest Control Operators
(iii) for House Hold Use
(iv) for Public Health
(v) others(specify);
(g) optimal re-entry period after each application of insecticide as approved by the Registration Committee;
(h) safety precautions as approved by Registration Committee;
(i) composition of the formulation or insecticides;
(j) symptoms of poisoning and first aid;
(k) antidote statement;
(l) name of the manufacturer;
(m) imported and re-packed by (wherever applicable);
(n) marketed by;
(o) registration number of the insecticide;
(p) manufacturing license number;
(q) batch number;
(r) manufacturing date ;
(s) expiry date;
(t) Maximum Retail Price (MRP) Inclusive of all taxes;
(u) net content weight or volume (in metric system);
Note I: The provisions of the Legal Metrology (Packaged Commodities) Rules 2011 shall be applicable for
sub-clauses (s), (t) and (u).
(v) cautionary statement ,—
(i) Not to be used for any purpose other than those subscribed on label and leaflets;
(ii) Destroy the container after use as directed on leaflet;and
(iii) Any other warning or cautionary statement as approved by Registration Committee;
(w) Customer care details such as Company’s name, QR Code, e-mail id and customer care numbers.
Note II: The provisions of (w) are in addition to the Legal Metrology (Packaged Commodities) Rule, 2011.
Additional information can be added to the Label after approval by the Registration Committee.
All relevant safety pictograms (refer picture I in the THIRD SCHEDULE) of size not less than one square centimetre
at the bottom of the label in respect of labels of minimum size. Pictograms shall be proportionately bigger in respect of
labels of bigger size at the bottom of the right side panel. They shall be printed only once on the label. For ultra small and
small labels the pictograms on the primary pack shall be printed on primary or the secondary pack.
(ii) The label shall be printed legibly with indelible ink in English and Hindi languages unless stated otherwise in the

(iii) (a) The ultra small or small packages shall also be packed in a secondary pack whose label shall be printed with
indelible ink displaying all contents of clause (i) of sub-rule (1) of rule 19.
(b) The label of the big package shall be printed with indelible ink displaying all contents of clause (i) of sub-rule (1) of
rule 19. The big package may also be packed in a secondary pack.
(iv) (a) In case where the sachets, packets or containers are small (for sizes between 51 and 250 gm or ml) the following
details shall be printed with indelible ink on primary package, namely:-
1. brand name;
2. common name;
3. name and address of the manufacturer ;
4. imported and re-packed by (wherever applicable);
5. antidote;
6. registration number;
7. manufacturer’s license number;
8. batch number;
9. manufacturing date;
10. expiry date;
11. maximum retail price (MRP inclusive of all taxes, in rupees);
12. net content weight or volume (in metric system); and
13. customer care details.
(b) In case where the sachets, packets or containers are ultra-small (for sizes between 1 and 50 gm or ml) the following
details shall be printed with indelible ink on primary package, namely:-
1. brand name;
2. common name;
3. name and address of the manufacturer;
4. imported and re-packed by (wherever applicable);
5. antidote;
6. registration number;
7. manufacturer’s license number;
8. batch number;
9. manufacturing date;
10. expiry date;
11. net content weight or volume (in metric system); and
12. maximum retail price (MRP inclusive of all taxes, in rupees).
(v) The model labels (one panel, two panel and three panel) shall be as per the pictures II, III, IV and V given in the
THIRD SCHEDULE .

(5) In the said rules, in rule 19, for sub-rule (7), the following sub-rule shall be substituted, namely:-
“(7) The label shall be printed at least in English and Hindi languages unless stated otherwise. The leaflets
attached to the package containing insecticides shall be printed in Hindi, English and such regional languages in use in
the areas where the said packages are likely to be stocked, sold or distributed”.
