1. (1) इन िनयम(cid:7298) का संि(cid:6979)(cid:7009) त नाम वायुयान (सुर(cid:6979)ा) संशोधन िनयम, 2017 ह—ै
(2) ये राजप(cid:7074) म(cid:7286) उनके अंितम (cid:7079)काशन क(cid:7409) तारीख को (cid:7079)वृ(cid:7004) त ह(cid:7298)गे ।
2. वायुयान (सुर(cid:6979)ा) िनयम, 2011 म(cid:7286),--
(i) िनयम 26 के (cid:7021)थान पर, िन(cid:7388)िलिखत िनयम रखा जाएगा, अथा(cid:6981)त्:--
“26. (cid:7021)टाफ क(cid:7409) तैनाती—कोई वायुयान (cid:7079)चालक केवल उ(cid:7008)ह(cid:7277) का(cid:7414)मक(cid:7298) को सुर(cid:6979)ा कत(cid:6981)(cid:7390)(cid:7298) के िलए िनयु(cid:7334) करेगा जो उसके
पूण(cid:6981)कािलक कम(cid:6981)चारी ह(cid:7289) या जो (cid:7408)कसी अ(cid:7008)य अंतद(cid:7287)शीय एयरलाइन(cid:7298) के ऐसे पूण(cid:6981)कािलक कम(cid:6981)चा(cid:7407)रय(cid:7298), िजनके साथ ऐसे वायुयान
(cid:7079)चालक ने सुर(cid:6979)ा सेवा क(cid:7409) संिवदा क(cid:7409) ह,ै िजनका च(cid:7407)र(cid:7074) और पूव(cid:6981)वृ(cid:7275) का स(cid:7004)यापन (cid:7408)कया जा चुका ह ैऔर जो िज(cid:7008)ह(cid:7286) रा(cid:7398)ीय नागर
िवमानन सुर(cid:6979)ा काय(cid:6981)(cid:7059)म के अनुसार उिचत (cid:7079)िश(cid:6979)ण, चयन (cid:7079)(cid:7408)(cid:7059)या और (cid:7079)माणन के प(cid:7391)ात् िनयोिजत (cid:7408)कया गया ह ै।”;

(ii) िनयम 27 के (cid:7021)थान पर िन(cid:7388)िलिखत िनयम रखा जाएगा, अथा(cid:6981)त् :--
“27. वायुयान क(cid:7409) सुर(cid:6979)ा तलाशी:-- कोई वायुयान (cid:7079)चालक अपने वायुयान या (cid:7408)कसी अ(cid:7008)य अंतद(cid:7287)शीय एयरलाइन(cid:7298) के ऐसे
वायुयान, िजसके साथ ऐसे वायुयान (cid:7079)चालक ने सुर(cid:6979)ा सेवा के िलए संिवदा क(cid:7409) है, क(cid:7409) तलाशी करेगा
(क) सुर(cid:6979)ा िनब(cid:7304)िधत (cid:6979)े(cid:7074) म(cid:7286) ले जाने से पहले; और
(ख) अवरोहण के प(cid:7391)ात् याि(cid:7074)य(cid:7298) के (cid:7079)वेश कराने से पहले ।”;
(iii) िनयम 28 के (cid:7021)थान पर िन(cid:7388)िलिखत िनयम रखा जाएगा, अथा(cid:6981)त् :--
“28. वायुयान म(cid:7286) प(cid:7263)चं िनयं(cid:7074)ण:--
(1) वायुयान (cid:7079)चालक या कोई अ(cid:7008)य अंतद(cid:7287)शीय एयरलाइन जो ऐसे वायुयान (cid:7079)चालक के िलए सुर(cid:6979)ा सेवा क(cid:7409) संिवदा रखता ह,ै
वायुयान म(cid:7286) प(cid:7263)चं को िनयं(cid:7074)ण करेगा और (cid:7079)(cid:7021)थान के िलए सुर(cid:6979)ा जांच से िनगरानी बनाए रखेगा ।
(2) वायुयान (cid:7079)चालक या ऐसी कोई अ(cid:7008)य अंतदश(cid:7287) ीय एयरलाइन जो ऐसे वायुयान के िलए सुर(cid:6979)ा सेवा क(cid:7409) संिवदा रखता ह,ै--
(i) केिबन का दरवाजा बंद करके;
(ii) एयरो(cid:7081)ृिजज और अधर सी(cid:7408)ढ़य(cid:7298) को सुरि(cid:6979)त करके, वापस लाकर या पीछे करके; और
(iii) (cid:7021)प(cid:7397) सीलबंद (cid:7367)ार के साथ छेड़छाड़ करके,
गैर (cid:7079)चािलत वायुयान पर िनयं(cid:7074)ण रखेगा ।”;
(iv) िनयम 31 के (cid:7021)थान पर िन(cid:7388)िलिखत िनयम रखा जाएगा, अथा(cid:6981)त्:--
“31. धा(cid:7407)रत या(cid:7074)ी सामान का सुर(cid:6979)ा िनयं(cid:7074)ण:--वायुयान (cid:7079)चालक या वायुयान (cid:6979)(cid:7074)े (cid:7079)चालक या कोई अ(cid:7008)य अंतद(cid:7287)शनीय एयरलाइन
जो ऐसे वायुयान (cid:7079)चालक के िलए सुर(cid:6979)ा सेवा क(cid:7409) संिवदा रखता है धा(cid:7407)रत या(cid:7074)ी सामान क(cid:7409) (cid:7021)(cid:7059)(cid:7409)(cid:7410)नग और सुर(cid:6979)ा ऐसी रीित म(cid:7286) कर(cid:7286)गे
जो समय-समय पर महािनदशे क, नागर िवमानन सुर(cid:6979)ा (cid:7011)यूरो (बी सी ए स) (cid:7367)ारा िविन(cid:7416)द(cid:7397) क(cid:7409) जाए ।”;
(v) िनयम 32 के (cid:7021)थान पर िन(cid:7388)िलिखत िनयम रखा जाएगा, अथा(cid:6981)त्:--
“32. धा(cid:7407)रत सामान क(cid:7409) पहचान और पुन(cid:7414)मलाप:-- वायुयान (cid:7079)चालक या कोई अ(cid:7008)य अंतदश(cid:7287) नीय एयरलाइन जो ऐसे वायुयान
(cid:7079)चालक के िलए सुर(cid:6979)ा सेवा क(cid:7409) संिवदा रखता ह ैधा(cid:7407)रत सामान क(cid:7409) पहचान और पुन(cid:7414)मलाप ऐसी रीित म(cid:7286) करेगा जो समय-समय पर
महािनदशे क, नागर िवमानन सुर(cid:6979)ा (cid:7011)यूरो (बी सी ए स) (cid:7367)ारा िलिखत म(cid:7286) आदशे (cid:7367)ारा िविन(cid:7416)द(cid:7397) क(cid:7409) जाए ।”;
(vi) िनयम 33 के (cid:7021)थान पर िन(cid:7388)िलिखत िनयम रखा जाएगा, अथा(cid:6981)त्:--
“33. अंत(cid:7407)रत या(cid:7074)ी सामान:-- वायुयान (cid:7079)चालक या कोई अ(cid:7008)य अंतदश(cid:7287) नीय एयरलाइन जो ऐसे वायुयान (cid:7079)चालक के िलए सुर(cid:6979)ा सेवा
क(cid:7409) संिवदा रखता है अंत(cid:7407)रत धा(cid:7407)रत या(cid:7074)ी सामान को वायुयान म(cid:7286) लाए जाने से पहले (cid:7021)(cid:7059)(cid:7409)(cid:7410)नग करेगा :
परंतु उ(cid:7370)व के िब(cid:7008)द ु पर (cid:7021)(cid:7059)(cid:7409)न (cid:7408)कया गया धा(cid:7407)रत या(cid:7074)ी सामान और उ(cid:7370)व वायुयान (cid:7079)चालन (cid:6979)े(cid:7074) से अंत(cid:7407)रत वायुयान (cid:6979)े(cid:7074) म(cid:7286)
(cid:7079)(cid:7021)थान करने वाले वायुयान तक प(cid:7391)ा(cid:7004)वत(cid:7278) संरि(cid:6979)त (cid:7079)(cid:7272)प अ(cid:7079)ािधकृत ह(cid:7021)त(cid:6979)ेप (cid:7021)(cid:7059)(cid:7409)(cid:7410)नग के अ(cid:7007)यधीन नह(cid:7277) होगा ।” ;
(vi) िनयम 39 के (cid:7021)थान पर िन(cid:7388)िलिखत िनयम रखा जाएगा, अथा(cid:6981)त्:--
“39. साथ ले जाए गए कु(cid:7407)रयर थैल(cid:7298) क(cid:7409) पहचान या पुन(cid:7414)मलाप:-- साथ ले जाए गए कु(cid:7407)रयर थैल(cid:7298) क(cid:7409) पहचान या पुन(cid:7414)मलाप ऐसे
वायुयान (cid:7079)चालक या (cid:7408)कसी ऐसे अ(cid:7008)य अंतदश(cid:7287) ीय एयरलाइन जो ऐसे वायुयान (cid:7079)चालक के िलए सुर(cid:6979)ा सेवा क(cid:7409) संिवदा रखता ह,ै
(cid:7367)ारा ऐसी रीित म(cid:7286) क(cid:7409) जाएगी जो समय-समय पर महािनदेशक, नागर िवमानन सुर(cid:6979)ा (cid:7011)यूरो (बी सी ए स) (cid:7367)ारा िविन(cid:7416)द(cid:7397) क(cid:7409)

NOTIFICATION
New Delhi, the 11th January, 2017
G.S.R. 37(E). ––Whereas, the following draft of certain rules to amend the Aircraft (Security) Rules, 2011 which
the Central Government proposes to make in exercise of the powers conferred by section 4, read with section 5 of the
Aircraft Act, 1934 (22 of 1934) is hereby published as required by section 14 of the said Act, for the information of all
persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration
after the expiry of a period of thirty days from the date on which the Gazette of India in which this notification is
published, is made available to the public;
And whereas, any objection or suggestion which may be received from any person with respect to the said draft
rules before the expiry of the aforesaid period, shall be considered by the Central Government;
And whereas, any person desirous of making any suggestions or objections with respect to the said draft rules may
forward the same, within the period so specified, to the Director General, Bureau of Civil Aviation Security (BCAS), A-
wing, 1st – 3rd Floors, Janpath Bhawan, Janpath, New Delhi-110001 [email: ddpol.bcas@nic.in].
DRAFT RULES
1. (1) These Rules may be called the Aircraft (Security) Amendment Rules, 2017.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Aircraft (Security) Rules, 2011,-
(i)(cid:32) for rule 26, the following rule shall be substituted, namely:-
“26. Deployment of staff. – An aircraft operator shall engage only those personnel for security duties, who are
his whole-time employees or the whole-time employees of any other domestic airlines with whom such aircraft
operator has entered into a contract for security service, whose character and antecedents have been verified
and who are employed after proper training, selection procedure and certification in accordance with national
civil aviation security programme.”;
(ii)(cid:32) for rule 27, the following rule shall be substituted, namely:-
“27. Security search of aircraft. – An aircraft operator shall carry out the search of his aircraft or aircraft of any
other domestic airlines with whom such aircraft operator has entered into a contract for security service
(a) before taking it to security restricted area; and
(b) before boarding of passengers after disembarkation.”;
(iii)(cid:32)for rule 28, the following rule shall be substituted, namely:-
“28. Access control to aircraft. –
(1) The aircraft operator or any other domestic airlines having contract for security service for such aircraft
operator shall control access to aircraft and maintain surveillance from the security check to the departure.
(2) The aircraft operator or any other domestic airlines having contract for security service for such aircraft
operator shall control the non-operational aircraft by keeping,-
(i) cabin doors closed;
(ii) aerobridges and ventral stairs secured, withdrawn or retracted ; and
(iii) tamper evident sealed doors.”;
(iv)(cid:32) for rule 31, the following rule shall be substituted, namely:-
“31. Security control for hold baggage. – The aircraft operator or the aerodrome operator or any other domestic
airlines having contract for security service for such aircraft operator shall screen and protect the hold baggage
in such a manner as may be specified by the Director General, Bureau of Civil Aviation Security (BCAS) from
time to time.”;
(v)(cid:32) for rule 32, the following rule shall be substituted, namely:-
“32. Identification and reconciliation of hold baggage. – An aircraft operator or any other domestic airlines
having contract for security service for such aircraft operator shall carry out the identification and reconciliation
of hold baggage in such manner as may be specified by the Director General, Bureau of Civil Aviation Security

(vi)(cid:32) for rule 33, the following rule shall be substituted, namely:-
“33. Transfer baggage. – The aircraft operator or any other domestic airlines having contract for security service
for such aircraft operator shall screen the transfer hold baggage before loading into an aircraft:
Provided that the hold baggage screened at the point of origin and subsequently protected from
unauthorised interference from the originating aerodrome to the departing aircraft at the transfer aerodrome shall
not be subject to screening.”;
(vii)(cid:32) for rule 39, the following rule shall be substituted, namely:-
“39. Identification or reconciliation of accompanied courier bags.–The identification or reconciliation of
accompanied courier bag shall be made by the aircraft operator or any other domestic airlines having contract
for security service for such aircraft operator in such manner as may be specified by the Director General,
Bureau of Civil Aviation Security (BCAS) from time to time.”.
