का. आ. संख्याक 2927 (अ) द्वारा िो भारत के रािपत्र, असाधारण, भाग II, खंड 3, उपखडं (ii) में प्रकाजित की गई
थी, भारत सरकार के पूव व सजचव, श्रीमती रजमम वमाव को मैससव ईस्ट्टनव कोल फील्डस जलजमटेड के खलु ी कास्ट्ट खिान,
रािमहल, झारखंड राज्य के जिला गोड्डा म ें हुई बडी िर्ु वटना के कारणों और पररजस्ट्थजतयों की िांच पडताल करन े
और तीन माह की अवजध के भीतर अथावत् 12 नवम्बर, 2019 तक िांच ररपोटव प्रस्ट्तुत करने के जलए जनयुक्त दकया
गया था;
और उक्त िांच न्यायालय को सौंपे गए कायों को परू ा करने तथा ररपोट व प्रस्ट्ततु करने की अवजध तारीख
13 नवंबर, 2019 की अजधसूचना संख्या का.आ. 4081(अ.) के द्वारा तीन माह की अजतररक्त अवजध के जलए अथावत,
12 फरवरी, 2020 तक बढाई गई थी;
और तीन माह की बढाई गई अवजध 12 फरवरी, 2020 को समाप्त हो िाएगी;
और पूवोक्त अवजध के िौरान िांच न्यायालय ने अपनी िांच म ें काफी प्रगजत की ह ै और िांच की कायववाही
के िौरान प्रस्ट्ततु गवाहों औऱ अनेक िस्ट्तावेिों की िांच करन ेके जलए अब भी और अजधक समय अपेजित ह;ै
और अवजध को बढाना आवमयक हो गया ह ै जिसमें िांच की िानी ह,ै तथा अजतररक्त सुरिा उपायों
या उपचारात्मक उपायों, जसफाररि यदि कोई हो, को दकया िाना ह ैऔर ररपोट वको प्रस्ट्तुत दकया िाना ह;ै
अत:, अब केन्रीय सरकार, इस अवजध को 13 फरवरी, 2020 से 12 मई, 2020 तक तीन महीने के जलए
या उस दिन या उस तारीख जिसको िांच ररपोट व प्रस्ट्तुत की िानी ह,ै इनम ें स े िो भी पहल े हो, बढाती ह ै तथा

NOTIFICATION
New Delhi, the 17th February, 2020
S.O. 740(E).—Whereas the Government of India in the Ministry of Labour and Employment
vide their notification number S.O. 2927(E), dated 13th August, 2019 published in the Gazette of
India, Extraordinary, Part II, Section 3, Sub-section (ii) appointed Smt. Rashmi Verma, Former
Secretary to the Government of India to go into causes and circumstances of the major accident which
occurred on 29th December, 2016 at Rajmahal Opencast Mines of M/s. Eastern Coal Fields Limited in
District Godda of Jharkhand State and to make recommendations, if any, for further safety steps or
remedial measures required to be taken, ought to be held and present a report within a period of three
months, i.e., upto 12th November, 2019;
And whereas to accomplish the tasks assigned to the said Court of Inquiry and to submit a
report the duration was extended for a further period of three months, i.e., upto 12th February, 2020
vide notification number S.O. 4081(E) dated the 13th November, 2019;
And whereas the extended period of three months will be coming to an end on 12th February,
2020;
And whereas during the aforesaid period the Court of Inquiry made a considerable progress in
its enquiry and still require further more time to examine the witnesses and several documents
submitted during the course of inquiry;
And whereas it has become necessary to extend the period with in which the inquiry is to be
conducted, and, recommendations, if any, for further safety steps or remedial measures is to be made
and report presented;
Now, therefore, the Central Government do hereby extend the duration for a further period of
three months from 13th February, 2020 to 12th May, 2020 or till the day or date on which the report of
the inquiry is submitted, whichever is earlier and no further extension will be granted beyond
12th May, 2020 and the enquiry is to be completed within the said period. Accordingly, the period of
appointment of Chairperson Smt. Rashmi Verma, Former Secretary to the Government of India to
conduct the inquiry, and, to make recommendations, if any, for further safety steps or remedial
measures and present the report and the period of Shri Akhter Javed Usmanee, representative of Hind
Mazdoor Sabha and Shri Rabindra Sharma, Ex-Chief Inspector of Mines and DGMS, as assessors is
also extended for a further period of three months from 13th February, 2020 to 12th May, 2020 or till
the day or date on which the report of the inquiry is submitted, whichever is earlier.
