(1) इस स्कीम के अधीन फायद े (cid:7079)ा(cid:7385) करने के हकदार (cid:7390) ि(cid:7397) से अपेिक्षत ह ै िक वह आधार संख्या धारण करने का सा(cid:7023)य (cid:7079)स्तुत करे या आधार अिध(cid:7079)माणन कराए। 5383 GI/2017 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) इस स्कीम के अधीन फायद े(cid:7079)ा(cid:7385) करने के इच्छुक ऐसे (cid:7390) ि(cid:7397) को, िजसके पास आधार संख्या नह(cid:7277) ह ैया िजसने अभी तक आधार के िलए नामांकन नह(cid:7277) कराया ह,ै परन्तु स्कीम के अधीन फायद े पाने का इच्छुक ह ै से अपेिक्षत होगा िक वह (cid:7079) िशक्षण कायर्(cid:7059)म(cid:7298) की समा ि(cid:7385) से पहले, िजसके िलए उसे ना म िन(cid:7416)दर्(cid:7397) िकया गया ह,ै आधार नामांकन हते ु आवेदन करना होगा, परन्तु वह उ(cid:7334) अिधिनयम की धारा के 3 उपबंध के अनुसार आधार (cid:7079)ा(cid:7385) करने के हकदार ह(cid:7298) तथा ऐसे (cid:7390)ि(cid:7334) आधार के िलए नामांकन कराने के िलए िकसी भी आधार नामांकन केन्(cid:7076) को सूची यूआईडीएआई की वेबसाइट (www.uidai.gov.in) पर उपलब्ध ह ैका दौरा कर सक(cid:7286)गे। (3) आधार (नामांकनऔर अ(cid:7373)यतन) िविनयम, 2016 के िविनयम, 12 के अनुसान, मं(cid:7074)ालय से इसकी कायार्न्वयन एज(cid:7286)सी के माध्यम से अपेिक्षत ह ै िक यह अब तक आधार के िलए नामांकन नह(cid:7277) करा चुके फायद(cid:7061)ा िहय(cid:7298) के िलए तथा संबंिधत ब्लॉक या तालुका या तहसील म(cid:7286) कोई आधार नामांकन केन्(cid:7076) अविस्थत न होने के मामले म(cid:7286) आधार नामांकन सुिवधाएं (cid:7079)दान करे, मं(cid:7074)ालय अपनी कायार्न्वयन एज(cid:7286)सी के माध्यम से यूआईडीएआई के िव(cid:7378)मान रिजस्(cid:7069)ार(cid:7298) के समन्वय करके या स्वयं यूआईडीएआई रिजस्(cid:7069)ार बनकर सुिवधाजनक स्थान(cid:7298) पर आधार नामांकन सुिवधाएं (cid:7079)दान करेगा। परन् तु, ऐसे (cid:7390) ि(cid:7397) को आधार संख्याक िनयत िकए जाने तक, इस स्कीम के अधीन फायद े ऐसे (cid:7390) ि(cid:7397) का िन(cid:7388)िलिखत दस्तावेज(cid:7298) को (cid:7079)स्तुत िकएज जाने के अध्यधीन रहते हुए दी जाएगी, अथार्त् पेश करने के शतार्धीन िदए जाएंगे, नामत् : :— (क) (i) यिद वह नािमत हो, तो उसने आधार के िलए नामांकन की पहचान कर िलया ह ैतो उसके आधार पर नामांकन की पहचान पच(cid:7278) या (ii) पैरा 2 के उप-पैरा (2) म(cid:7286) यथािविनिदष् ट अनुसार आधार नामांकन के िलए उनके (cid:7367)ारा िकए गए अनुरोध की (cid:7079)ित और ; (ख) िन(cid:7388) िलिखत म(cid:7286) से कोई दस्तावेज अथार्त्:— (i) भारत के चुनाव आयोग (cid:7367)ारा जारी मतदाता पहचान प(cid:7074); या (ii) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन (cid:7079)ािधकारी (cid:7367)ारा जारी-चालन अनुज्ञि(cid:7385) या (iii) ि कसी तहसीलदार या िकसी राजप ि(cid:7074)त अ िधकारी (cid:7367)ारा इसके शासकीय प(cid:7074) पर जारी, ऐसे सदस्य के फोटो स िहत, पहचान (cid:7079)माण प(cid:7074); या (iv) आयकर िवभाग (cid:7367)ारा जारी स्थायी खाता संख्या काडर्; या (v) पासपोटर्; या (vi) राशन काडर्; या (vii) ब(cid:7289)क पासबुक या डाकघर फोटो स िहत पासबुक, या (viii) मं(cid:7074)ालय (cid:7367)ारा िविन(cid:7416)द(cid:7397)र् िकया गया कोई अन्य दस्तावेज; परन्तु उपयुर्(cid:7334) दस्तावेज(cid:7298) की जांच इस (cid:7079)योजनाथर् मं(cid:7074)ालय (cid:7367)ारा िवशेष रूप से नामोि(cid:7374)(cid:7397) िकसी अिधकारी (cid:7367)ारा की जाएंगी। 2. इस स्कीम के अधीन फायद(cid:7061)े ा िहय(cid:7298) को सु िवधाजनक और बाधा र िहत फायद े के िलए मं(cid:7074)ालय अपनी कायार्न्वयन एज(cid:7286)सी के माध्यम से सभी अपे िक्षत (cid:7390)वस्थाएं करेगा िजसके अंतगर्त िन(cid:7388) िल िखत भी ह,(cid:7289) अथार्त्:— (1) इस स्कीम के अधीन फायदा(cid:7061)ाही को मी िडया तथा (cid:7390) ि(cid:7334)गत सूचना(cid:7312) के माध्यम से (cid:7390)ापक (cid:7079)सार करके लाभा िथर्य(cid:7298) को आधार की अपेक्षा के बारे म(cid:7286) जानकारी दी जाएगी और उन्ह (cid:7286) यह सलाह दी जा सकेगी िक वे अपने क्षे(cid:7074)(cid:7298) म(cid:7286) उपलब्ध नजदीकी नामांकन केन्(cid:7076)(cid:7298) पर जाकर, (cid:7079) िशक्षण कायर्(cid:7059)म(cid:7298), िजनके िलए उनके नाम िनिद(cid:7397) या चयन िकया गया ह,ै की समा ि(cid:7385) से पहले अपना नामांकन करवाएं और स्थानीय रुप से उपलब्ध नामांकन केन्(cid:7076)(cid:7298) की सूची उनके उपलब्ध करायी जाएगी। (2) फायदा(cid:7061)ा िहय(cid:7298) के आस-पास जैसे ब्लॉक या तालुका या तहसील म(cid:7286) नामांकन केन्(cid:7076) उपलब्ध न होने के कारण नामांकन म(cid:7286) असहाय होने की दशा म(cid:7286) मं(cid:7074)ालय अपनी कायार्न्वयन एज(cid:7286)सी के माध्यम से इस स्कीम के ि(cid:7059)यान्वयन के (cid:7079)भारी िवभाग से सु िवधाएं उपलब्ध करेगा और फायदा(cid:7061)ा िहय(cid:7298) से अपने पते, मोबाइल नंबर जैसे अन्य ब्यौर(cid:7298) के¹Hkkx IIμ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 3 साथ अपने नाम(cid:7298) को पैरा 1 के उप-पैरा (3) के (cid:7079)थम परन्तुक म(cid:7286) िविनिद(cid:7397) अन्य ब्यौर(cid:7298) के साथ मं(cid:7074)ालय (cid:7367)ारा िवशेष रूप से नाम िनिद(cid:7397) संबं िधत पदधा िरय(cid:7298) या कायार्न्वयन एज(cid:7286)सी या इस योजना के िलए उपलब्ध वेब पोटर्ल पर अपने अनुरोध को र िजस्टर कर सक(cid:7286)गे। 3. यह अ िधसूचना असम, मेघालय और जम्मू कश्मीर राज्य(cid:7298) को छोड़कर, सभी राज्य(cid:7298) संघ राज्य क्षे(cid:7074)(cid:7298) म(cid:7286) राजप(cid:7074) (cid:7079)काशन की तारीख से (cid:7079)वृ(cid:7275) होगी। [सं. जैड-20025/48/2016-ईएसए (डब्ल्यूई)] हीरा लाल साम िरया, अपर स िचव MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 22nd August, 2017 S.O. 2824(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Ministry of Labour and Employment (hereinafter referred to as the Ministry) in the Government of India provides Grants-in-Aid to Dattopant Thengadi National Board for Workers Education and Development, for organising ‘Training and Education programmes on Workers Education in organised, unorganised and rural sectors’ (hereinafter referred to as the Scheme); And whereas, under the aforesaid Scheme, Grants-in-Aid given to Dattopant Thengadi National Board for Workers Education and Development (hereinafter referred to as the Implementing Agency) are used for training and education programmes for the workers in the adult age group of 18 to 40 years who are engaged in various activities related to the unorganised or rural sectors (hereinafter referred to as the beneficiaries); And whereas, the beneficiaries under the Scheme are paid per-diem allowances and boarding charges after completion of the training programmes in lieu of the loss of wages for a day as per the extant Scheme guidelines (hereinafter referred to as the benefits); And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government in the Ministry of Labour and Employment hereby notifies the following, namely:— 1. (1) An Individual eligible for availing benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) An individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or who has not yet enrolled for Aadhaar, shall be required to make an application for Aadhaar enrolment before completion of the training programmes for which he or she has been nominated, in case he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre list available at (www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its Implementing Agency is required to offer Aadhaar enrolment facilities for the Beneficiaries who are not enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming itself UIDAI Registrar:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Provided that till the time Aadhaar is assigned to the individuals, Benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely:— (a) (i) if he or she has enrolled for Aadhaar, his or her Aadhaar Enrolment ID slip; or (ii) a copy of the request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and (b) Any of the following documents namely:— (i) Voter Identity Card issued by the Election Commission of India: or (ii) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (iii) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (iv) Permanent Account Number (PAN) Card issued by the Income Tax Department; or (v) Passport; or (vi) Ration Card; or (vii) Bank Passbook or Post office Passbook with Photo; or (viii) Any other document as specified by the Ministry: Provided further that the above documents shall be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits under the Scheme to the beneficiaries, the Ministry through its Implementing Agency shall make all the required arrangements including the following, namely:— (1) Wide publicity through media, and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest enrolment centre available in their areas before completion of the training programmes for which they have been nominated or selected and the list of locally available enrolment centres shall be made available to them. (2) In case, the beneficiaries are not able to enroll due to non-availability of enrollment centres in the vicinity such as in the Block or Taluka or Tehsil, the Ministry through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the concerned officials specifically designated by the Ministry or the Implementing Agency or through the web portal provide for the purpose. 3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union Territories Administrations except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
