(1) स्कीम के अ धीन फायदा (cid:7079)ा(cid:7385) करने के िलए इच्छुक ऐसे िकसी (cid:7390) ि(cid:7397) से यह अपे िक्षत ह ै िक वह आधार संख्या के रखने का सबूत (cid:7079)स्तुत कर(cid:7286) या आधार (cid:7079)माण (cid:7079) ि(cid:7059)या पूरी कर(cid:7286)। (2) स्कीम के अधीन फायदा (cid:7079)ा(cid:7385) करने के िलए इच्छुक ऐसे िकसी (cid:7390) ि(cid:7397) को िजसके पास आधार संख्या नह(cid:7277) ह ै अथवा िजसने अभी तक आधार के िलए नामांकन नह(cid:7277) कराया ह,ै उस दशा म(cid:7286) वह उ(cid:7334) अ िधिनयम की धारा 3 के उपबंध(cid:7298) के अनुसार आधार (cid:7079)ा(cid:7385) करने का हकदार हो तो उससे (cid:7079) िशक्षण कायर्(cid:7059)म आरंभ होने से बीस िदन पहले आधार नामांकन हते ु आवेदन करने की अपेक्षा होगी, और ऐसे (cid:7390) ि(cid:7397) आधार नामांकन हते ु िकसी भी आधार नामांकन केन्(cid:7076) (सूची www.uidai.gov.in पर उपलब्ध ह)ै पर जा सकते ह।(cid:7289) (3) आधार (नामांकन और अ(cid:7378)तन) िविनयम, 2016 के िविनयम 12 के अनुसार, मं(cid:7074)ालय का अपनी कायार्न्वयन एज(cid:7286)सी के माध्यम से, यह अपे िक्षत ह ै िक वह ऐसे फायदा(cid:7061)ा िहय(cid:7298) के िलए िजन्ह(cid:7298)ने अभी तक आधार के िलए नामंकन नह(cid:7277) कराया ह ै उनके िलए आधार नामांकन सु िवधाएं (cid:7079)दान करने की (cid:7079)स्थापना कर(cid:7286) और उस दशा म (cid:7286) जहां ब्लॉक आथवा तालुका अथवा तहसील म(cid:7286) कोई आधार नामांकन केन्(cid:7076) अव िस्थत नह(cid:7277) ह ै तो, मं(cid:7074)ालय अपनी कायार्न्वयन एज(cid:7286)सी के माध्यम से यूआईडीएआई के िव(cid:7378)मान र िजस्(cid:7069)ार(cid:7298) के समन्वय से सु िवधाजनक स्थान(cid:7298) पर आधार नामांकन सु िवधाएं (cid:7079)दान करेगा; परंतु स्कीम के अधीन फायदा (cid:7079)ा(cid:7385) करने वाले (cid:7390) ि(cid:7397)य(cid:7298) को आधार समनुद िे शत िकए जाने तक िन(cid:7388) िल िखत दस्तावेज पेश करने के अधीन रहते हुए स्कीम के अधीन (cid:7079)सु िवधाएं दी जा सक(cid:7286)गी, अथार्त्-: (क) (i) यिद उसने आधार के िलए नामांकन करा िलया ह;ै तो आधार नामांकन की पहचान पच(cid:7278); या (ii) पैरा 2 के उप-पैरा (2) म(cid:7286) यथा िविन(cid:7416)दष्र् ट आधार नामांकन के िलए िकए गए अनुरोध की (cid:7079)ितिलिप; और (ख) ि न(cid:7388) िलिखत दस्तावेज(cid:7298) म(cid:7286) से कोई एक, अथार्त्:- (i) भारतीय िनवार्चन आयोग (cid:7367)ारा जारी मतदाता पहचान काडर् या ; (ii) मोटर यान अिधिनय, 1988 (1988 का 59) के अधीन अनुज्ञापन (cid:7079)ािधकारी (cid:7367)ारा जारी चालन अनुज्ञि(cid:7385); या (iii) राजपि(cid:7074)त अिधकारी या तहसीलदार (cid:7367)ारा उसके सरकारी प(cid:7074)-शीषर् पर जारी फोटो स िहत ऐसे (cid:7390) ि(cid:7334)य(cid:7298) का पहचान (cid:7079)माण-प(cid:7074) या ; (iv) आयकर िवभाग (cid:7367)ारा जारी स्थायी खाता संख्या काडर्; या (v) पासपोटर्; या (vi) राशन-काडर्; या (vii) फोटो स िहत ब(cid:7289)क पासबुक अथवा डाकघर पासबुक; या (viii) राज्य सरकार या संघ राज्य-क्षे(cid:7074) (cid:7367)ारा िविन(cid:7416)दर्ष् ट कोई अन् य दस् तावेज परंतु यह और भी िक उपयुर्(cid:7334) दस्तावेज(cid:7298) की जांच इस (cid:7079)योजनाथर् मं(cid:7074)ालय (cid:7367)ारा िव िश(cid:7397) रूप से अ िभिहत िकसी अिधकारी (cid:7367)ारा की जाएगी। 2. इस स्कीम के अधीन सु िवधाजनक और बाधार िहत (cid:7079)सु िवधाएं उपलब्ध कराने के िलए मं(cid:7074)ालय अपनी कायार्न्वयन एज(cid:7286)सी के माध्यम से िन(cid:7388) िल िखत स िहत सभी अपे िक्षत (cid:7390)वस्थाएं करेगा, अथार्त्:- (1) स्कीम के अधीन फायदा (cid:7079)ा(cid:7385) करने के िलए आधार की अपेक्षा के (cid:7079) ित फायदा(cid:7061)ा िहय(cid:7298) को जागरूक बनाने के िलए उन्ह (cid:7286) मी िडया तथा (cid:7390)ि(cid:7397)क सूचनाएं दने े के माध्यम से (cid:7390)ापक (cid:7079)चार िकया जाएगा, और य िद उन्ह(cid:7298)ने¹Hkkx IIμ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 3 पहले से नामांकन नह(cid:7277) कराया ह ै तो (cid:7079) िशक्षण कायर्(cid:7059)म िजसके िलए उन्ह (cid:7286) नाम िन(cid:7416)दर्(cid:7397) अथवा चय िनत िकया गया हो, उसके आरम्भ होने से बीस िदन पूवर् उन्ह (cid:7286) उनके क्षे(cid:7074)(cid:7298) म(cid:7286) उपलब्ध नजदीकी आधार नामांकन केन्(cid:7076)(cid:7298) पर अपना नामांकन करवाने की सलाह दी जा सकेगी तथा उन्ह (cid:7286)स्थानीय िव(cid:7378)मान नामांकन केन्(cid:7076)(cid:7298) की सूची उपलब्ध करायी जाएगी। (2) य िद इस स्कीम के अधीन फायदा(cid:7061)ही अपने आसपास म(cid:7286) जैसे ब्लॉक अथवा तालुका या तहसील म(cid:7286) नामांकन क(cid:7286)(cid:7076)(cid:7298) की अनुपलब्धता के कारण नामांकन नह(cid:7277) करा पाते ह,(cid:7289) तो यह मं(cid:7074)ालय अपनी कायार्न्वयन एज(cid:7286)सी के माध्यम से सुगम स्थान(cid:7298) पर आधार नामांकन सु िवधाएं उपल्बध कराएगी तथा फायदा(cid:7061)ही इस मं(cid:7074)ालय के अ िभिहत अ िधका िरय(cid:7298) या कायार्न्वयन एज(cid:7286)सी अथवा इस (cid:7079)योजन हते ु (cid:7079)दान िकए गए वेबपोटर्ल के माध्यम से पैरा 1 के उप-पैरा (3) के (cid:7079) थम परंतुक म(cid:7286) यथा िव िन (cid:7416)दर्(cid:7397) अपना नाम, पता, मोबाइल नं. तथा अन्य िववरण दके र अपने नामांकन हते ु आवेदन र िजस्टर करा सकते ह।(cid:7289) 3. यह अ िधसूचना असम, मेघालय तथा जम्मू-कश्मीर राज्य(cid:7298) को छोड़कर सभी राज्य(cid:7298) तथा संघ राज्यक्षे(cid:7074) (cid:7079)शासन(cid:7298) म(cid:7286) राजप(cid:7074) म(cid:7286) इसके (cid:7079)काशन की तारीख से लागू (cid:7079)भावी।। [फा. सं. क्यू-12019/1/2017-इएसए(एनएलआई] राजीव अरोड़ा, संयु(cid:7334) स िचव MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 28th July, 2017 S.O. 2892(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Ministry of Labour and Employment (hereinafter referred to as the Ministry) in the Government of India is giving grants to V.V. Giri National Labour Institute, Noida for organising training and education programmes on labour issues for different segments of the society (hereinafter referred to as the Scheme); And whereas, participants under the training and education programmes organised by the V.V. Giri National Labour Institute, Noida (hereinafter referred to as the Implementing Agency) includes (i) Labour Administrators and other officials of the Central and State Governments, (ii) Officials of the Public and Private Sector Industries, (iii) Trade Union Leaders and Organisers of the organised and unorganised sectors, (iv) Researchers, (v) Trainers, (vi) Field Workers, and (vii) other persons who are concerned with labour issues (hereinafter referred to as the trainees):- And whereas, who are given reimbursement of their travelling allowance bills as per their entitlements on approved rate and the Scheme also provides for grant-in-aid for payment of honorarium and conveyance to the guest faculties who deliver lectures in the training programmes; (Hereinafter, the trainees and the guest faculties together are referred to as the beneficiaries under the Scheme; and re-imbursement of travelling allowance of the trainees and payment of honorarium and conveyance charges to the guest faculties, together are referred to as the benefits under the Scheme). And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government in the Ministry of Labour and Employment notifies the following, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 1. (1) An individual desirous of receiving the benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) An individual desirous of receiving the benefits under the Scheme, who does not possess the Aadhaar number or who has not yet enrolled for Aadhaar, shall be required to make an application for Aadhaar enrolment before twenty days from commencement of the training programme, in case he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act, and such individuals may visit any Aadhaar Enrolment Centre (list available at (www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI: Provided that till the time Aadhaar is assigned to the individual, benefit under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:- (a) (i) If he or she has enrolled for Aadhaar, his or her Aadhaar Enrolment ID slip; or (ii) A copy of the request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and (b) any one of the following documents, namely:- (i) Voter Identity Card issued by the Election Commission of India; or (ii) Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (iii) Certificate of identity having photo of such individual issued by a Gazetted Officer or a Tehsildar on an Official Letter Head; or (iv) Permanent Account Number (PAN) Card issued by the Income Tax Department; or (v) Passport; or (vi) Ration Card; or (vii) Bank Passbook or Post Office Passbook with photo; or (viii) Any other document specified by Ministry or Union Territory: Provided further that the above documents shall be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the scheme, the Ministry through its Implementing Agency shall make all the required arrangements including the following, namely:- (1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar to receive the benefit under the Scheme and, in case they are not enrolled, they may be advised to get themselves enrolled at the nearest Aadhaar Enrolment Centre available in their areas before twenty days from the commencement of the training programme for which they have been nominated or selected and the list of locally available enrolment centres shall be made available to them. (2) in case, the beneficiaries under the Scheme are not able to enroll due to non-availability of enrolment centres within their vicinity such as in the Block or Taluka or Tehsil, the Ministry through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations and beneficiaries may register their requests for enrolment by giving their names, address, mobile number and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the¹Hkkx IIμ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 5 designated officials of the Ministry or the Implementing Agency or through the web portal provided for the purpose. 3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union Territory Administrations except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
