अत: अब, केन्दर् ीय सरकार आधार (िवत् तीय और अन्य सहाियिकय(cid:7298), पर्सुिवधा(cid:7312) और सेवा(cid:7312) का लि(cid:7023)य त पिरदान) अिधिनयम,
2016 (2016 का 18) (िजसे इसके पश्च ात् अिधिनयम कहा गया ह)ै की धारा 7 के उपबंध(cid:7298) के अनुसरण म(cid:7286) िनम् निलिखत अिधसूिचत
करती ह,ै अथार्त—्

1. (1) स्क ीम के अधीन पर्सुिवधा(cid:7312) का उपभोग करने के इच्छ ुक िकसी (cid:7390)िक्त से यह अपेिक्षत ह ैिक वह आधार सख्ं य ांक के िलए
अिधकृत होने का सबूत पर्स् तुत कर(cid:7286) या आधार अिधपर्माणन पर्िकर्या पूरी कर(cid:7286)।
(2) स्क ीम के अधीन पर्सुिवधा(cid:7312) का उपभोग करने के इच्छ ुक व् यिक् त को, िजसके पास आधार संख्य ांक नह(cid:7277) ह ै या िजसने अभी
तक आधार के िलए नामांकन नह(cid:7277) कराया ह ैिकन् तु स् कीम(cid:7298) के अधीन पर्सुिवधाएं पर्ा(cid:7385) करने का इच्छ ुक ह ैउनसे 31 माच,र् 2017 तक आधार
नामांकन हते ु आवेदन करना अपेिक्षत ह,ै परन्त ु वह उक्त अिधिनयम की धारा 3 के उपबंध(cid:7298) के अनुसार आधार पर्ाप् त करने के िलए हकदार
ह ै और ऐसा (cid:7390)िक्त आधार नामांकन के िलए िकसी आधार नामांकन केन्दर् (केन्दर् (cid:7298) की सूची यूआईडीएआई की वेबसाइट
www.uidai.gov.in पर उपलब्ध ह)ै पर जा सकेगा।
(3) आधार (नामांकन और अ(cid:7378)तन) िविनयम, 2016 के िविनयम 12 के अनुसार मतर्ं ालय अपने ऐस े कायार्न्व यन अिभकरण(cid:7298) के
माध्य म स,े जो िकसी (cid:7390)िक्त से आधार दने े की अपेक्षा करता ह।ै ऐसे फायदागर्ािहय(cid:7298) के िलए िजनका आधार के िलए अभी तक नामांकन नह(cid:7277)
िकया गया ह,ै नामांकन सुिवधाए ं पर्स्थािपत करने की अपेक्षा की जाती ह ै और यिद संबंिधत ब् लाक या तालुक या तहसील म(cid:7286) आधार
नामांकन केन्दर् अविस्थ त नह(cid:7277) ह ै तो मंतर्ालय से उसके कायार्न्व यन अिभकरण(cid:7298) के माध् यम से यूआईडीएआई के िव(cid:7378)मान रिजस् टर्ार(cid:7298) के साथ
समन् वय करके सुिवधाजनक स् थान(cid:7298) पर नामांकन सुिवधाएं पर्दान करने या स्व यं रिजस्टर् ार, यूआईडीएआई बनकर आधार नामांकन
सुिवधाएं पर्दान करने की अपेक्षा होगी:
परन्त ु फायदागर्िहय(cid:7298) को आधार समनुदिे शत िकए जाने तक, स्क ीम के अधीन ऐसे व्य िक् त को िनम् निलिखत पहचान दस् तावेज(cid:7298) के
पर्स्त ुत िकए जाने के अधीन रहते हुए फायद ेपर्दान िकए जाएंगे, अथार्त्:—
(क) (i) यिद उसने नामांकन करा िलया ह ैतो उसकी आधार नामांकन पहचान िस् लप; या
(ii) पैरा 2 के उप-पैरा (ख) म(cid:7286) यथािविनिदष्र् ट, आधार नामांकन के िलए उसके (cid:7367)ारा िकए गए अनुरोध की पर्ित: और
(ख) (i) फोटो सिहत ब(cid:7289)क की पासबुक; या
(ii) भारत िनवार्चन आयोग (cid:7367)ारा जारी मतदाता पहचान काडर्; या
(iii) राशन काडर्; या
(iv) आयकर िवभाग (cid:7367)ारा जारी स् थायी खाता सं. (पेन) काडर्; या
(v) पासपोटर्; या
(vi) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीर अनज्ञु ापन पर्ािधकारी (cid:7367)ारा जारी चालन अनज्ञु ि(cid:7385) ;
या
(vii) िकसी राजपितर्त अिधकारी (cid:7367)ारा उसके शासकीय पतर् पर जारी कोई पहचान पर्माणपतर्, िजस पर फोटो
लगी हो; या
(viii) केन्दर् ीय सरकार (cid:7367)ारा यथा िविनिदष्र् ट कोई अन्य दस्त ावेज;
परंतु यह और िक उपरोक् त दस् तावेज(cid:7298) की जाँच उस पर्योजन के िलए िवभाग (cid:7367)ारा अिभिहत िकसी अिधकारी (cid:7367)ारा की जाएगी।
2. स्क ीम के अधीन फायदागर्ािहय(cid:7298) को सुिवधाजनक और िनबार्ध पर्सुिवधा पर्दान करने के िलए, मंतर्ालय अपने कायार्न्व यन
अिभकरण(cid:7298) के माध् यम से सभी व् यवस् थाएं करेगा िजनम(cid:7286) िनम्न िलिखत सिम् मिलत ह (cid:7289)अथार्त:—
(क) (cid:7390)िक्तगत आवेदक(cid:7298) या फायदागर्िहय(cid:7298) को स् कीम के अधीन पर्सुिवधाएं पर्ा(cid:7385) करने हते ु आधार की आवश्य कता के पर्ित
जागरूक बनाने के िलए मीिडया और (cid:7390)िक्तगत सूचना(cid:7312) के माध्यम से (cid:7390)ापक पर्चार िकया जाएगा और उन्ह (cid:7286) अपने क्षेतर्(cid:7298) म(cid:7286)
उपलब् ध िनकटतम आधार नामांकन केन्दर् (cid:7298) पर आधार के िलए 31 माचर् 2017 तक स्व यं को नामांिकत करवाने के िलए सलाह दी
जाएगी, यिद उनका पहले से नामांकन नह(cid:7277) िकया गया ह।ै उन्ह (cid:7286) स्थ ानीय रूप से उपलब् ध नामांकन केन्दर् (cid:7298) की सूची भी उपलब् ध
कराई जाएगी। (सूची www.uidai.gov.in पर उपलब्ध ह)ै
(ख) यिद फायदागर्ाही, ब् लाक या तहसील या तालुक म(cid:7286) नामांकन केन्दर् उपलब्ध न होने के कारण आधार के िलए नामांकन
कराने म(cid:7286) असमथ र् ह (cid:7289) तो मंतर्ालय से उसके कायार्न्व यन अिभकरण(cid:7298) के माध्यम से सुिवधाजनक अवस् थान(cid:7298) पर आधार के िलए
नामांकन सुिवधाएं सृिजत करने की अपेक्षा की जाती ह ै और फायदागर्ािहय(cid:7298) से अनुरोध िकया जा सकेगा िक वे कायार्न्व यन
अिभकरण(cid:7298) के सम् बंिधत अिधकारी के साथ या इस पर्योजनाथर् उपलब् ध वेब पोटर्ल के माध्य म से अपना नाम, पता, मोबाइल नंबर
और पैरा 1 के उप-पैरा (3) के परंतुक म(cid:7286) यथािविनिदष्र् ट अन् य ब् यौरे दके र आधार के िलए नामांकन हते ुअपने अनुरोध को रिजस् टर

NOTIFICATION
New Delhi, the 12th May, 2017
S.O. 1532(E).––Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries
to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing
multiple documents to prove one’s identity;
And whereas, the Ministry of Tourism in the Government of India (hereinafter referred to as the Ministry) is
administering multiple short duration training programmes (hereinafter referred to as the Scheme) of six days to six
months duration for creation of employable skills amongst the youth (hereinafter referred to as the beneficiaries) with the
basic objective to reduce the skill gap, and to train and up-grade manpower (hereinafter referred to as the benefits) in
order to capitalise on the vast tourism potential of the country both in urban as well as rural areas;
And whereas, the aforesaid Scheme is offered through the Ministry’s own Institutes, State Institutes of Hotel
Management, Food Craft Institutes, Indian Institute of Tourism and Travel Management (IITTM), National Institute of
Tourism and Hospitality Management (NITHM), Hyderabad, India Tourism Development Corporation (ITDC), Kerala
Institute of Tourism and Travel Studies (KITTS), Indian Railway Catering and Tourism Corporation Limited (IRCTC),
Classified hotels, State Tourism Development Corporations (STDCs) and other designated implementing agencies
(hereinafter referred to as the Implementing Agencies);
And whereas, the aforesaid Scheme offered through the Implementing Agencies involve expenditure incurred
from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central
Government hereby notifies the following, namely:–
1. (1) Any individual desirous of availing the benefits under the Scheme is hereby required to furnish proof of
possession of Aadhaar or undergo Aadhaar authentication.
(2) An individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number
or, has not yet enrolled for Aadhaar, but desirous of availing the benefits under the Schemes is hereby required to make
application for Aadhaar enrolment by 31/03/2017, provided he or she is entitled to obtain Aadhaar as per section 3 of the
said Act and such individuals may visit any Aadhaar enrolment centre (list available at www.uidai.gov.in) to get enrolled
for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its
Implementing Agencies which requires an Individual to furnish Aadhaar is required to offer Aadhaar enrolment facilities
for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the
vicinity such as in the Block or Taluka or Tehsil, the Ministry through its Implementing Agency is required to provide
Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by Ministry
itself becoming UIDAI registrar:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such
individuals, subject to the production of the following documents, namely:—
(a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or
(ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (b) of paragraph
2; and
(b) (i) Bank passbook with photograph; or (ii) Voter identity card issued by the Election Commission of India;
or (iii) Ration Card; or (iv) Permanent Account Number (PAN) Card; or (v) Passport; or (vi) Driving license
issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vii) Certificate of
identity having photo of such member issued by a Gazetted Officer on an official letter head; or (viii) Any other

Provided further that the above documents shall be checked by an officer specifically designated by the Ministry
for that purpose.
2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Ministry
through its Implementing Agencies shall make all the required arrangements including the following, namely:—
(a) Wide publicity through media and individual notices to be given to applicants or beneficiaries to make them
aware of the requirement of Aadhaar to receive benefits under the Schemes and they may be advised to get
themselves enrolled at the nearest enrolment centre available in their areas by 31/03/2017 in case they are not
yet enrolled. The list of locally available enrolment centres (list available at www.uidai.gov.in) shall be made
available to them.
(b) In case, the beneficiaries are not able to enroll due to non-availability of enrollment centres in the near vicinity
such as in the Block or Taluka or Tehsil, the Ministry through its Implementing Agencies is required to create
Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their
requests for Aadhaar enrolment by giving their names, address, mobile number and other details as specified in
the first proviso to sub-paragraph (3) of paragraph 1, with the concerned officials specifically designated by the
Ministry or through the web portal provide for the purpose.
3. This Notification shall come into effect from the date of its publication in the Official Gazette in all States and
Union territories except the States of Assam, Meghalaya and Jammu and Kashmir.
