L.-33004/99 vlk/kj.k EXTRAORDINARY Hkkx II—[k.M 3—mi&[k.M (ii) PART II—Section 3—Sub-section (ii) izkf/dkj ls izdkf'kr PUBLISHED BY AUTHORITY la- 719] ubZ fnYyh] 'kqØokj] ekpZ 10] 2017@iQkYxqu 19] 1938 No. 719] NEW DELHI, FRIDAY, MARCH 10, 2017/PHALGUNA 19, 1938 कृिष एव ं िकसान कल्याण म(cid:7074)ं ालय (कृिष, सहकािरता एव ंिकसान कल्याण िवभाग) अिधसचू ना नई िदल्ली, 10 माचर्, 2017 का.आ. 800(अ).—जबिक, सेवा(cid:7312) अथवा लाभ(cid:7298) अथवा राजसहायता(cid:7312) की आपूित के िलए पहचान कागजात के रूप म(cid:7286) आधार के उपयोग से सरकार की आपूित (cid:7079)ि(cid:7059)या सरल होती ह,ै पारदिशता और दक्षता आती ह ै और सरल एवं िनरंतर रीित से लाभािथय(cid:7298) को उनके अिधकार (cid:7079)त् यक्ष रूप से (cid:7079)ाप् त होते ह (cid:7289) और आधार पहचान सािबत करने के िलए अनेक कागजात (cid:7079)स् तुत करने की आवश् यकता का िनराकरण करता ह।ै और जबिक समेिकत बागवानी िवकास िमशन म(cid:7286) 6 उप-योजनाएं नामत: राष् (cid:7069)ीय बागवानी िमशन (एनएचएम), पूव(cid:7299)त् तर और िहमालयी राज् य(cid:7298) हते ु बागवानी िमशन (एचएमएनईएच), राष् (cid:7069)ीय कृिष वािनकी और बांस िमशन (एनएबीएम), राष् (cid:7069)ीय बागवानी बोडर् (एनएचबी), नािरयल िवकास बोडर् (सीडीबी) और क(cid:7286)(cid:7076)ीय बागवानी संस् थान (सीआईएच), नागाल(cid:7289)ड ह (cid:7289) िजसम (cid:7286) स े राष्(cid:7069) ीय बागवानी िमशन और पवू (cid:7299)त्त र और िहमालयी राज् य(cid:7298) के िलए बागवानी िमशन क(cid:7286)(cid:7076)ीय (cid:7079)ायोिजत पिरयोजनाएं ह (cid:7289) और शेष योजनाएं क(cid:7286)(cid:7076)ीय (cid:7079)ायोिजत योजनाएं ह।(cid:7289) और जबिक राष् (cid:7069)ीय बागवानी बोडर्, नािरयल िवकास बोडर् और क(cid:7286)(cid:7076)ीय बागवानी संस्थ ान, नागाल(cid:7289)ड की क(cid:7286)(cid:7076)ीय क्षे(cid:7074) की उप-योजना(cid:7312) के मामले म(cid:7286) उपयुर्क् त िमशन के तहत राजसहायता भारत की संचयी िनिध से वहन की जाती ह (cid:7289) और राष् (cid:7069)ीय बागवानी िमशन और पूव(cid:7299)त् तर एवं िहमालयी राज् य(cid:7298) के िलए बागवानी िमशन की क(cid:7286)(cid:7076)ीय (cid:7079)ायोिजत योजना(cid:7312) के मामले म(cid:7286) उपयुर्क् त िमशन के तहत राजसहायता को भारत की संचयी िनिध से आंिशक रूप से वहन िकया जाता ह।ै 1350 GI/2017 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अब, इसिलए, आधार (िवत् तीय और अन् य राजसहायता(cid:7312), लाभ(cid:7298) और सेवा(cid:7312) की लिक्षत आपूित) अिधिनयम, 2016 (2016 का 18) (इसके पश् चात् किथत अिधिनयम के रूप म(cid:7286) संदिभत) की धारा 7 के (cid:7079)ावधान(cid:7298) के अनुसरण म(cid:7286) कृिष एवं िकसान कल् याण मं(cid:7074)ालय, कृिष, सहकािरता एवं िकसान कल् याण िवभाग म(cid:7286) केन् (cid:7076) सरकार एतn~(cid:7367)ारा िनम् निलिखत अिधसूिचत करती ह,(cid:7289) अथार्त्:- (1) समेिकत बागवानी िवकास िमशन की एनएचएम और एचएमएनइएच उप-योजना(cid:7312) के तहत राजसहायता (cid:7079)ाप् त करने के इच् छुक व् यिक् तय(cid:7298) को आधार संख्या (cid:7079)ा(cid:7385) होने का सा(cid:7023) य (cid:7079)स् तुत करना होगा अथवा पहचान सािबत करनी होगी अथवा ऐसे व् यिक्त , िजनको आधार संख् या (cid:7079)ाप् त नह(cid:7277) ह,ै वे आधार पंजीकरण के िलए आवेदन कर सकते ह;(cid:7289) बशत(cid:7287) िक यिद ऐसे व् यिक् त को आधार संख् या (cid:7079)ाप् त नह(cid:7277) ह ै तो ऐस े व् यिक् त को एमआईडीएच िमशन की उप-योजना के तहत राजसहायता (cid:7079)ाप् त करने के िलए वैकिल्पक अथवा व् यवहायर् पहचान (cid:7079)दान करनी चािहए। (2) ऐसे व् यिक् त, िजन् ह(cid:7298)ने अभी तक आधार म(cid:7286) पंजीकरण नह(cid:7277) कराया ह,ै वो उक् त िमशन की उप-योजना(cid:7312) के तहत राजसहायता (cid:7079)ाप् त करने के इच् छुक व् यिक् तय(cid:7298) को आधार पंजीकरण के आवेदन करना चािहए और यिद वह व् यिक् त उक् त अिधिनयम की धारा 3 के (cid:7079)ावधान(cid:7298) के तहत आधार (cid:7079)ाप् त करने का (cid:7079)ाप् त ह ै तो ऐसे व् यिक् तय(cid:7298) को आधार म(cid:7286) पंजीकरण हते ु आधार पंजीकरण क(cid:7286)(cid:7076) (www.uadai.gov.in पर उपलब् ध सूची) पर जा सकते ह।(cid:7289) (3) आधार (नामांकन और अ(cid:7378)तन) िविनयमन, 2016 के िविनयमन 12 के अनुसार उक् त िमशन के तहत उपयुर्क् त उप-योजना(cid:7312) के िलए कायार्न् वयक एज(cid:7286)सी यह सुिनिश् चत कर(cid:7286) िक उनके ऐसे लाभाथ(cid:7278) िजनका आधार पंजीकरण नह(cid:7277) हुआ ह,ै को यूआईडीएआई के परामशर् से यूआईडीएआई रिजस् (cid:7069)ार की भूिमका म(cid:7286) पंजीकरण की सुिवधा (cid:7079)दान करने अथवा सुिवधाजनक स् थान(cid:7298) पर पंजीकरण क(cid:7286)(cid:7076) स् थािपत करने अथवा रिजस् (cid:7069)ार के सहयोग से उिचत माध् यम से ऐसे लाभािथय(cid:7298) को पंजीकृत करवाएं। बशत(cid:7288) िक व् यिक् त को आधार िमलने तक उक् त िमशन उपयुर्क् त उप-योजना(cid:7312) के तहत राजसहायता िनम्न िलिखत दस् तावेज (cid:7079)स् तुत करने की शतर् पर ऐसे अभ्य ािथय(cid:7298) को (cid:7079)दान की जाएगी, अथार्त:- (क) (i) फोटो पहचान प(cid:7074) जैसे – वोटर आईडी काडर्, (cid:7071)ाईिवग लाइस(cid:7286)स, पैन काडर्, राशन काडर्, पासपोटर्, िकसान फोटो पासबुक और राज् य सरकार (cid:7367)ारा जारी िकया गया पहचान प(cid:7074), फोटो के साथ ब(cid:7289)क पासबुक; या (ii) संबंिधत राज् य सरकार (cid:7367)ारा पहचान के िलए अिधसूिचत कोई अन् य फोटो पहचान प(cid:7074) और (ख) आधार नामाकंन पच(cid:7278) यिद लाभाथ(cid:7278) ने आधार के िलए नामाकंन िदया ह ै अथवा लाभाथ(cid:7278) (cid:7367)ारा पैरा-2 म(cid:7286) िनधार्िरत आधार नामांकन के िलए िकए गए अनुरोध की (cid:7079)ित। 2. (1) लाभािथय(cid:7298) को उक् त िमशन की उपयुर्क् त उप-स् कीम(cid:7298) के तहत सुिवधाजनक व बाधामुक् त सिब् सडी (cid:7079)दान करने के िलए फील् ड नटे वकर् के माध् यम से कायार्न् वयक एज(cid:7286)िसयां िनम् निलिखत व्य वस् था(cid:7312) सिहत सभी आवश् यक व् यवस् थाएं कर(cid:7286)गी अथार्त् : (2) उक् त िमशन की उपयुर्क् त उप-स् कीम(cid:7298) के तहत सिब् सडी (cid:7079)ाप् त करने के िलए आधार की आवश् यकता के बारे म(cid:7286) आवेदक(cid:7298) अथवा िकसान(cid:7298) को जागरूक बनाने के िलए फील् ड अिधकािरय(cid:7298) के माध् यम से मीिडया और वैयिक् तक सूचना(cid:7312) के माध् यम से व् यापक (cid:7079)चार िकया जाएगा और उन् ह (cid:7286) ब् लॉक अथवा तहसील अथवा तालुका म(cid:7286) उपलब् ध नजदीकी नामांकन क(cid:7286)(cid:7076)(cid:7298) पर अपना नामांकन करवाने के िलए सलाह दी जाए। स् थानीय उपलब् ध नामांकन क(cid:7286)(cid:7076)(cid:7298) की सूची उन् ह (cid:7286)उपलब् ध कराई जानी चािहए।¹Hkkx IIμ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 3 (3) ब् लॉक अथवा तहसील अथवा तालुका म(cid:7286) नामांकन क(cid:7286)(cid:7076)(cid:7298) की अनुपलब् धता के कारण लाभाथ(cid:7278) (cid:7367)ारा नामांकन न करवा पाने के मामले म(cid:7286), कायार्न् वयक एज(cid:7286)िसय(cid:7298) से सुिवधाजनक स् थान(cid:7298) पर नामांकन सुिवधाएं सृिजत करना अपेिक्षत होता ह।ै आवेदक(cid:7298) अथवा लाभािथय(cid:7298) से उनके वेब पोटर्ल पर अन् य ब् यौरो जैसे पता, मोबाइल नम् बर के साथ अपना नाम दके र नामांकन के िलए अनुरोध को पंजीकृत कराने के िलए अनुरोध िकया जा सकता ह।ै (4) यह अिधसूचना सभी राज् य(cid:7298) और संघ राज् य क्षे(cid:7074)(cid:7298) म(cid:7286) इसके (cid:7079)काशन के पश् चात 1 अ(cid:7079)ैल, 2017 से लागू होगी। [फा. सं. 18-3/2016-एमआईडीएच (एनएचएम)] डॉ. पी. शकील अहमद, संयुक् त सिचव MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture, Cooperation and Farmers Welfare) NOTIFICATION New Delhi, the 10th March, 2017 S.O. 800(E).—Whereas the use of Aadhaar as identity document for the delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas the Mission for Integrated Development of Horticulture has six sub-schemes, namely, the National Horticulture Mission (NHM), Horticulture Mission for North East & Himalayan States (HMNEH), National Agro- forestry & Bamboo Mission (NABM), National Horticulture Board (NHB), Coconut Development Board (CDB), and the Central Institute for Horticulture (CIH), Nagaland, out of which the National Horticulture Mission, and the Horticulture Mission for North East and Himalayan States are centrally sponsored schemes and the rest of the schemes are central sector schemes; And whereas, in case of central sector sub-schemes of National Horticulture Board, Coconut Development Board and the Central Institute for Horticulture, Nagaland, subsidy under aforesaid Mission is the expenditure wholly incurred from the consolidated fund of India and in case of centrally sponsored schemes of National Horticulture Mission, Horticulture Mission for North East and Himalayan States subsidy under the aforesaid Mission is the expenditure partly incurred from the consolidated fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmer’s Welfare hereby notifies the following, namely:- (1) Individuals desirous of availing the subsidy under NHM and HMNEH of Mission for Integrated Development of Horticulture are hereby required to furnish proof of possession of Aadhaar or undergo authentification or in the case of an individual to whom no Aadhaar number has been assigned, such individual may make a request for enrolment; Provided that if an Aadhaar number is not assigned to such individual, the individual shall be offered alternate and viable means of identification for delivery of subsidy under the aforesaid sub-schemes of MIDH Mission. (2) An individual desirous of availing subsidy under the aforesaid sub-schemes of the said Mission who is not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment, if he is entitled to obtain Aadhaar under the provisions of section 3 of the said Act, and such individual may visit any Aadhar enrolment center (list available at www.uadai.gov.in) to get enrolled for Aadhaar. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations 2016, Implementing agencies for the aforesaid sub-schemes under the said Mission shall ensure enrolment of its beneficiaries who are yet to be enrolled, through appropriate measures, including co-ordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment facilitates by becoming UIDAI Registrar themselves in consultation with UIDAI; Provided that till the time Aadhaar is assigned to an individual, subsidy under the aforesaid sub-schemes of the said Mission shall be given to such individual subject to the production of the following documents, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (a) (i) Photo identity cards such as, voter ID card, driving license, PAN card, Ration card, Passport, Kisan photo passbook, and identity card issued by the State Government, Bank passbook with photograph etc; or (ii) Any other photo identity cards notified for identification by the concerned state government and (b) Aadhaar Enrolment slip, if he has enrolled for Aadhaar or a copy of request made for Aadhaar enrolment as specified in paragraph 2. 2. (1) In order to provide convenient and hassle-free subsidy under the aforesaid sub-schemes of the said Mission to the beneficiaries, the implementing agencies through their field network shall make all required arrangements including the following, namely;- (2) Wide publicity through media and individual notices through field officers shall be given to applicants or beneficiaries to make them aware of the requirement of Aadhaar to receive the subsidy under the aforesaid sub- schemes of the said Mission and in case they are not enrolled, they may be enrolled at the nearest enrolment centers available in their Blocks or Tehsils or Taluka. The list of locally available enrolment centers shall be made available to them. (3) In case beneficiaries are not able to enroll due to non-availability of enrolment centers in the Blocks / Tehsils / Taluka, the implementing agencies are required to create enrolment facilities at convenient locations and the applicants or beneficiaries may be requested to register their request, preferably on the web portal, for enrollment by giving their names with other details such as address, mobile number, etc. (4) This notification shall come into effect from first day of April 2017 after its publication in all States and Union Territories.
