The new series of GDP with base year 2022-23 to be released on 27 Feb 2026. The new series of CPI with base year 2024 to be released on 12 Feb 2026. The new series of IIP with Base Year 2022-23 to be released on 28 May 2026. Revamped website of MoSPI equipped with improved design, accessibility, thematic and interactive dashboards, improved search facility, and user experience with an AI enabled chatbot launched. GoIStats mobile app launched empowering every Indian to meaningfully engage with government data, strengthening citizen participation in building a Viksit Bharat.Legacy OCMS portal revamped and PAIMANA Web portal (Project Assessment, Infrastructure Monitoring and Analytics for Nation Building) launched on 25 Sep 2025 National Metadata Structure (NMDS 2.0) launched for the State and UT Governments with the objective of promoting a uniform reporting structure for referential metadata, along with a Metadata Portal MoSPI prepared draft 'Indian Statistical Institute (ISI) Bill, 2025' to elevate its institutional status by converting it from a registered society to a statutory body corporate and upscaling its governance framework, thereby aligning it with peer Institutions of National Importance (INIs) प्रव तथ: 24 DEC 2025 5:28PM by PIB Delhi The key initiatives/achievements of the Ministry of Statistics and Programme Implementation (MoSPI) during the year 2025 are as follows: A. National Sample Surveys a. Improvement in quality, frequency and timeliness of survey data National Sample Surveys (NSS) surveys are being conducted using Computer Assisted Personal Interviewing (CAPI). e-SIGMA platform with in-built validation checks, real-time data submission, agile CAPI, AI-enabled chatbots, multilingual interfaces, etc. have significantly improved the data quality and facilitated timely release of survey results. Sampling designs have been strengthened to enable monthly, quarterly and district-level estimates, enhancing the relevance of NSS data for local and national planning. These initiatives have led to reduction in time lag in release of survey data. Annual Survey Results are now released within 90-120 days; quarterly results within 45-60 days and monthly results within 15-30 days of completion of surveys. All survey data is being released as per the published Advance Release Calendar of MoSPI. Various reform initiatives have been undertaken during 2025 in the NSS. These include: i. Methodological improvements for enhanced frequency The sample design for PLFS and ASUSE have been modified for generation of monthly and quarterly estimates, which would facilitate expanded coverage and eliminating duplication of indicator coverage in Surveys and Administrative data. From April 2025, PLFS monthly, quarterly estimates (Urban & Rural) are being released and Quarterly ASUSE estimates are being released for the month of January 2025 onwards. MoSPI has introduced short duration surveys to cater immediate policy needs through its Comprehensive Modular Surveys (CMS). A web-based CAPEX survey has been introduced. ii. Enhanced granularity: Sub-State level estimates The sample design has been modified with district as the basic stratum and the sample size has been increased for generating district level estimates. Technical and survey infrastructure support is being provided to States for participation in NSO surveys and methodological study being undertaken forgeneration of Model based Sub-State level estimates. States are actively participating in PLFS, ASUSE, Domestic Tourism Expenditure Survey (DTES) and Health survey and 27 States have expressed willingness to participate in flagship NSO surveys for 2026-27. iii. Timely & quality survey data Various survey questionnaires have been shortened suitably to improve response quality and number of visits reduced to ease respondent burden. MoSPI has launched new surveys such as National Household Income Survey (NHIS), Construction, Annual Survey of Incorporated Services Sector Enterprises (ASISSE), Forward-Looking Survey on Private Sector CAPEX Investment Intentions, CMSs and updated regular surveys including modifications in PLFS, ASUSE, ASI schedules. Extensive user/stakeholder consultations are held to take feedback and improve upon the methodologies/coverage in the surveys. b. Release of survey results during 2025 During 2025, MoSPI released the results in respect of the following Surveys: a. Periodic Labour Force Survey (PLFS) Report on PLFS 2024 calendar year released on 28 April 2025. Eight Monthly Bulletins from April 2025 up to November 2025 were released. Three Quarterly Bulletins (October–December 2024, April–June 2025 and July–September 2025) were released. b. Annual Survey of Unincorporated Sector Enterprises (ASUSE) First Quarterly Bulletin on Unincorporated Sector Enterprises (QBUSE) for the quarters January to March 2025 and April to June 2025 released in September 2025 followed by QBUSE for the quarter July - September 2025 released in November 2025. Report on Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2023-24 released in January 2025. c. Household Consumption Expenditure Survey (HCES) 2023–24 released in January 2025. d. Time Use Survey (TUS) 2024 released in March 2025. e. Bulletin on Forward-Looking Survey on Private Sector CAPEX released in April 2025. f. Technical Report of the first-ever Pilot Study on Annual Survey of Services Sector Enterprises, using GSTN frame, released in April 2025. g. Comprehensive Modular Survey (CMS): Telecom (Jan-Mar, 2025) released in May 2025. h. Nutritional Intake in India released in June 2025. a. Comprehensive Modular Surveys (CMS): Education (Apr-Jun, 2025) released in August 2025. j. Annual Survey of Industries (ASI) released in August 2025, followed by detailed publications and unit-level data in September 2025. The following surveys are in progress during 2025-2026: a. Periodic Labour Force Survey (PLFS) 2025 (Field Work ongoing) b. Household Social Consumption: Health: January-December 2025 (Field Work to be completed by 31.12.2025) c. ASUSE January-December 2025. (Field Work to be completed by 31.12.2025) d. Forward-Looking Survey on Private Corporate Sector CAPEX Investment Intentions: October- December 2025. (Field Work to be completed by 31.12.2025) e. Pilot Survey on Construction Activities in Unincorporated Sector Establishments and Households: July-December 2025 f. ASI 2024-25: October 2025-May 2026g. Domestic Tourism Expenditure Survey (DTES): July 2025-June 2026 h. National Household Travel Survey (NHTS): July 2025-June 2026 a. Urban Frame Survey 2022-2027, Agriculture Statistics & Price Collection. c. Engaging users and capacity building NSS, MoSPI continued its engagement with data users/stakeholders through Data User Conferences, Consultations, Brainstorming Sessions, National Seminar and Workshops, etc covering major surveys such as PLFS, HCES, ASUSE, CAPEX and TUS. Training programmes were also conducted to support State/UT participation in NSS surveys. Draft questionnaires of forthcoming surveys are placed in MoSPI’s website for getting comments/observation from the Ministries, researchers and other stakeholders. d. Celebration of 75 Years of National Sample Survey MoSPI commemorated 75 years of NSS through year-long activities across India. As a part of celebration, data user conferences, seminars, workshops, exhibitions, quizzes, storytelling events and awareness drives were conducted. The celebrations were inaugurated at Vigyan Bhawan, New Delhi (7 Feb 2025) and concluded with a Culmination Ceremony at Udaipur (18 Nov 2025). B. Advance Release Calendar for MoSPI The Advance Release Calendar of MoSPI has been published on MoSPI website by laying down the list of all the data releases/reports/publications of MoSPI scheduled during the year 2025-26. It includes planned dates for publishing/release of macro-economic indicators viz. GDP, IIP and CPI, Survey Reports viz. Periodic Labour Force Survey (PLFS), Household Consumer Expenditure Survey (HCES), Annual Survey of Industries (ASI), Annual Survey of Unincorporated Sector Enterprises (ASUSE), Time Use Survey (TUS) etc. and various publications/reports on socio-economic issues including Sustainable Development Goals (SDGs), Women and Men in India, Infrastructure Sector Performance, Project Monitoring. All data releases/reports/publication have been done by MoSPI as per the calendar till date. C. Stakeholder engagement and feedback mechanism As part of the initiative towards strengthening the National Statistical System, MoSPI continued its reform initiatives, which included continuous engagement and regular feedback from the data users and stakeholders, in order to improve data quality. Towards this, MoSPI organised a series of Data User Conferences with data users and stakeholders to take feedback from them and improve the statistical processes and products and promote effective utilization of official statistics and data for policymaking. MoSPI also organised workshops/ conferences/ brainstorming sessions with stakeholders: a. Consultation with Ministries/ Departments and other Stakeholders on estimation of Informal Sector in Gross Domestic Product held on 30 January 2025 in Tagore Chamber, SCOPE Convention Centr e, New Delhi b. Pre-Release Consultative Workshop on Base Revision of GDP, CPI and IIP Held in Mumbai on 26 Nov 2025 k. Pre-release Consultative Workshop on the Base Revision of GDP, CPI and IIP on 23 December 202 5 at Bharat Mandapam, New Delhi D. Base revision of GDP, CPI and IIP The process for base revision of its macro-economic indicators viz. CPI, IIP and GDP has now reached at an advanced stage. Discussion papers have been placed in public domain and workshops held for taking feedback from users and various stakeholders. i. Base year revision for GDP An Advisory Committee on National Accounts Statistics (ACNAS) and 5 domain-specific sub- committees have been constituted by MoSPI and 30+ sub-committee meetings and 4 ACNAS meetings have been held. MoSPI has engaged with various Ministries /Departments, wherever input-data dependencies exist. Key improvement areas include Integration of administrative data (GST, PFMS, e-Vahan), other datasets and latest survey data Improved methods for corporate activity classification Shift from single deflation to double deflation & volume/single extrapolation Development of robust sub-national estimates The new series of GDP with base year 2022-23 would be released on 27 February 2026. ii. Base year revision for CPI MoSPI constituted an Expert Group (EG) with domain experts of whcih 11 meetings have been held. Stakeholder consultations with experts/ professional forecasters/ banking & financial institutions including RBI, IMF have been undertaken. Key Improvement areas include: Enhanced coverage - markets, towns and items Adoption of Classification of Individual Consumption by Purpose (COICOP) 2018 for standard classification Refinement in index compilation methodology including housing & PDS Inclusion of new data sources - online platforms, administrative data More granular data dissemination including State wise item indices The new series CPI with base year 2024 would be released on 12 February 2026. iii. Base year revision for IIP Technical Advisory Committee for base year revision of IIP (TAC-IIP) have been constituted and eight meetings held. Continuous engagement and consultations have been held with industry associations and data-source Ministries/Departments. Key Improvement areas include: Updated Item basket and weights Expanded coverage with greater granularity Provision for substitution of closed/ non-reporting factories Seasonal adjustment and Chain-based Indices under reviewThe new series of IIP with Base Year 2022-23 would be released on 28 May 2026. Other important reform initiatives include: Local Govt Directory code linked with PFMS –better regional allocation of central government expenditure Automation of operational workflows and centralized data management system Reduction in timeline of release of monthly IIP from 42 days to 28 days from April 2025 Item level IIP and CPI data available E. Data visualization and dissemination The initiatives undertaken by MoSPI towards data visualization and dissemination has positioned MoSPI as a leader in the digital transformation of official statistics and provides a future-ready digital and AI ecosystem for official statistics. These steps strengthen national and global collaboration frameworks, enables secure, interoperable, and scalable data systems and improve accessibility and user experience for data users. a. On 25 Sep 2025, MoSPI launched its revamped website equipped with improved design, accessibility, thematic and interactive dashboards, improved search facility, and user experience with an AI enabled chatbot. Hindi Version of the website has also been launched. About 2.72 lakh visitors have been recorded on the new website since its launch. b. MoSPI also launched the GOIStats mobile app in June 2025. The GoIStats mobile application represents NSO's vision of creating an all-encompassing data ecosystem where every stakeholder can seamlessly access official data on the go. The application features an interactive "Key Trends" dashboard showcasing important socio-economic indicators with dynamic visualizations of critical metrics including GDP, inflation, employment data. Users gain direct access to NSO's database through the "Products" section, featuring one-click CSV downloads. Advanced filtering and search capabilities with comprehensive metadata, and mobile-optimized data tables are also available for seamless viewing. GoIStats empowers every Indian to meaningfully engage with government data, strengthening citizen participation in building a Viksit Bharat. As on date, there have been 14,948 downloads on app with an average review of 4.8. c. e-Sankhyiki portal which was launched in 2024, has now been enhanced with 18 statistical products for better discovery and data management. A standard API Manual has been prepared for use by Ministries/Departments to enable federated data exchange via APIs for ingestion in eSankhyiki. d. Enhanced Microdata Portal has also been launched in collaboration with the World Bank. 88 lakh hits have been recorded on microdata portal since January 2025. e. New websites of National Statistical Commission (NSC) and National Statistical Systems Training Academy (NSSTA), Data Innovation Lab Portal, Internship Portal, Metadata Portal have also been launched. f. MoSPI signed 15 MoUs with various institutions also developed a repository 12 new AI use cases under the Data Innovation Lab with two use cases in production. g. MoSPI organsied a series of hackathons for enhancing awareness about its data amongst students and researchers. F. Publication on Social Sector Statistics G. Publication on Social Sector Statistics During 2025, MoSPI released the following publications on Social Sector Statistics.a. EnviStats India 2025: Environment Statistics (5 June 2025) MoSPI released the 8th in the series of the publication titled “EnviStats India 2025: Environment Statistics” in alignment with the Framework for the Development of Environment Statistics (FDES) 2013 prescribed by UNSD for compilation of environment statistics and provides information on the six fundamental components namely (i) Environmental Conditions and Quality; (ii) Environmental Resources and their use; (iii) Residuals (iv) Extreme Events and Disasters; (v) Human Settlements and Environmental Health; and (vi) Environment Protection, Management and Engagement. b. Women and Men in India 2024 (5 Apr 2025) MoSPI released the 26th issue of its publication titled “Women and Men in India 2024: Selected Indicators and Data” during 2025. The publication is a comprehensive and insightful document that attempts to bring a holistic view of the situation of women and men in India and provides data on a wide range of topics such as Population, Education, Health, Participation in Economy, Participation in Decision making etc. among others. It provides data disaggregated by gender, urban-rural divide, and geographical region, which helps to understand the disparities that exist between different groups of women and men. c. “Environmental Accounting on Forest- 2025 (25 Sep 2025) MoSPI compiled and released 8th consecutive issue of the environment accounts related publication titled “Environmental Accounting on Forest - 2025” in September 2025. This report represents the first dedicated publication on forest accounting, compiled with the objective of presenting comprehensive information on forest accounts at both the national and state levels and presents a compilation of comprehensive and integrated accounts on forests, aligned with global practices under the SEEA. It acknowledges forests as critical to both environmental sustainability and economic development by quantifying their extent, condition, and services at national and state levels. The report is presented in two volumes: Volume I outlines the methodology and national-level data for various forest ecosystem accounts, covering Physical Asset Account, Extent Account, Condition Account, and Service Account. It provides insights into how forest resources are changing over time (decadal change to the extent possible) and how their services can be measured and valued. Volume II presents state and Union Territory (UT)-level data, focusing on decadal changes in forest assets, extent, condition, and services. This volume also includes coverage of work carried out in several states and UTs through a detailed literature review. d. Children in India 2025 (25 Sep 2025) MoSPI released the 4th issue of the publication titled “Children in India 2025” in September 2025 covering status of children in India. MoSPI has been releasing an ad-hoc publication titled "Children in India" since 2008. This fourth issue provides a comprehensive and detailed analysis of the well-being of children in the country. By examining various dimensions such as education, health, nutrition, child protection, etc., the publication offers valuable insights and data to inform evidence-based policies and interventions aimed at improving the lives of children and ensuring their rights and well-being are upheld. The data presented in the publication are compiled based on the secondary data, sourced from various Ministries, Departments, and Organizations of the Government of India. e. Ocean Ecosystem Accounts in India – A Framework, (22 Jan 2025) In January 2025, MoSPI released the report Ocean Ecosystem Accounts in India – A Framework, which serves as a foundational document for compiling ocean-related data and addressing critical aspects such as ocean ecosystem extent, condition, assets and services, identification of data sources, and linkages with the Sustainable Development Goals (SDGs) and other government initiatives.f. Sustainable Development Goals (SDGs) (29 June 2025) Endorsing India’s commitment to implement the Sustainable Development Goals (SDGs) while responding to national priorities, MoSPI has developed the National Indicator Framework (NIF) for SDGs in alignment of Global Indicator Framework (GIF), in consultation with concerned Ministries/ Departments, UN Agencies and other stakeholders, to facilitate monitoring of the 17 SDGs at national level. The framework is dynamic in nature and is reviewed and refined every year. On the occasion of 19th Statistics Day, on 29 June 2025, MoSPI released the following publications on Sustainable Development Goals (SDGs): Sustainable Development Goals – National Indicator Framework Progress Report, 2025 Data Snapshot on Sustainable Development Goals – National Indicator Framework, Progress Report, 2025 Sustainable Development Goals – National Indicator Framework, 2025 G. Initiatives towards strengthening Statistical Coordination with States/UTs MoSPI coordinates with Centre and State-level statistical agencies and aids production of statistics meaningful both at State and National level. It implements the Support for Statistical Strengthening (SSS) scheme which is a sub-scheme of Capacity Development (CD) scheme of MoSPI. During 2025, the following initiatives were undertaken: a. Conference of State Government Ministers MoSPI organized ‘Conference of State Government Ministers’ with the theme “Strengthening of Statistical Systems”, on 5 April 2025 at Vigyan Bhawan, New Delhi. More than 31 States/ UTs participated in the conference. Hon’ble Ministers from 10 State Governments and senior level Officers from all other States/ UTs participated in the conference, along with senior officers from NITI Aayog, MeiTY & MoSPI. The conference emphasized on pivotal role of States in strengthening the National Statistical System with a common call for collective co-operation in data collection & participation in MoSPI’s surveys with uniform methodology/procedures; focusing on new administrative datasets available with States/UTs to fill data gaps; generating sub-State level estimates for GDP IIP, CPI & monitoring of SDGs at sub- national levels; collaborate with NSSTA for capacity building of State’s Statistical personnels; use of Data Innovation Lab for promoting, innovation & research, etc. b. Conference of Central and State Statistical Organizations (CoCSSO) MoSPI organized the 29th CoCSSO with the theme ‘Strengthening Local Level Governance’ from 25-26 September, 2025 at Chandigarh. More than 30 States/ UTs Departments; Central Ministries/ Departments; Experts from national organizations viz. IASRI, ICAR, ISI & International organizations viz. WB, UN] and other stakeholders participated in the Conference. The conference served as a platform for senior officers/ experts from both Central and State Governments to exchange views and strategies aimed at enhancing India’s statistical systems, deepening Centre-State collaboration, and advancing evidence-based governance practices. CoCSSO underlined importance of strengthening and enhancing capacities of the Directorates of Economics and Statistics (DES) across States as key national objective H. Infrastructure Project Monitoring a. Launch of PAIMANA (Project Assessment, Infrastructure Monitoring and Analytics for Nation Building) web-portalAs part of the its mandate to monitor infrastructure project and performance monitoring, MoSPI is monitoring of 1700+ central sector projects worth Rs. 150 crore and above spanning across 15 infrastructure sectors including Road, Transport & Highways, Railways, Coal, Petroleum, Power, and others. The legacy OCMS portal was revamped and PAIMANA Web portal (Project Assessment, Infrastructure Monitoring and Analytics for Nation Building) was officially launched on 25 September 2025, replacing erstwhile OCMS, contributing significantly towards strengthening of the mandated monitoring of Central Sector Infrastructure Projects worth Rs.150 crore & above. The launch of PAIMANA involved accomplishment of a range of intrinsic activities in coordination with DPIIT, DEA and all stakeholder Line Ministries/ Departments including project mapping, data sanitization, API integration of MIS of Ministry of Petroleum & Natural Gas (MoPNG), and Ministry of Coal with the IIG-PMG-OCMS. The PAIMANA portal was enabled to generate data intensive dashboards to support apex-level monitoring, and one-click web-generated monthly Flash reports, contributing to data accuracy and operational efficiency. Onboarding of new projects and new Stakeholder Ministries/ Departments onto PAIMANA is underway. The Ministry of Labour & Employment and the Department of Sports have been successfully onboarded as new stakeholders. Quality insights/comments for around 70 infrastructure projects are successfully submitted extending facilitation to the appraisal & approval committees such as Public Investment Board (PIB), Expanded Board for Railways (EBR) and Delegated Investment Board (DIB) etc. b. Capacity Building Programmes on project management in collaboration with reputed national institutions To strengthen the technical and managerial capabilities of project implementers and monitoring officials, MoSPI organised trainings/workshops and specialized programmes on project management in collaboration with reputed national institutions. During 2025, three operational level training programmes at IIM Lucknow and IIM Mumbai were organized where 89 officers/officials from various line Ministries/Depts (M/Ds) including PSUs related to infrastructure sectors participated. One Strategic Training was conducted at IIM, Kozhikode, where 19 officers from line M/Ds including PSUs and State Governments have participated. I. Data harmonization initiatives In alignment with national and international best practices, many initiatives have been undertaken by MoSPI during 2025, towards data harmonization. These efforts aim to improve data quality, transparency, metadata management, and standardization across government systems enhancing public welfare and developmental goals. Under its data harmonization initiatives aimed at building a cohesive and integrated National Statistical System, the following measures/activities have been undertaken a. In June 2025, MoSPI circulated National Metadata Structure (NMDS 2.0) among the State and UT Governments with the objective of promoting a uniform reporting structure for referential metadata, in line with that followed by Central Ministries/Departments. Through NMDS 2.0, States/UTs are encouraged to disseminate datasets generated through censuses, surveys, administrative records, and other sources in NMDS 2.0–compliant, machine-readable formats, wherever feasible. This initiative aligns with the Whole-of-Society Approach to Official Statistics, which seeks to bring a wider range of stakeholders and administrative datasets into the official statistical domain, thereby ensuring the completeness, consistency, comparability, and interoperability of national metadata holdings. MoSPI has also developed a Metadata Web Portal (MWP) to create a comprehensive metadata repository that supports the cataloguing of datasets and their regular updating. These harmonization efforts are intended to enhance interoperability across datasets. All Ministries and Departments, are encouraged to actively use the platform for populating NMDS-compliant metadata corresponding to the datasets they generate and disseminate in the public domain.b. Statistical Quality Assessment Framework (SQAF) has been introduced to serve as a benchmark for assessing statistical products and processes. It has been circulated to Ministries /Departments and State/UT Governments and encouraged them to evaluate all their statistical outputs against the standards. c. Operational Guidelines for management of official statistics across the data lifecycle issued by MoSPI will guide Ministries/ Departments/ States/UTs/organisations for managing statistical products and institutional processes across all phases of data production. d. MoSPl has circulated a revised list of unique identifiers in April 2025 to Ministry/Departments with a request to integrate at least one of listed unique identifiers in the data sets maintained by them. e. To support consistency across datasets, a consolidated repository of 10 national and 87 international classification standards has been compiled and circulated to all Ministries/Departments. Ministries and Departments have been advised to align their data systems with these standards for better comparability and sectoral coherence. f. An institutional mechanism for reconciliation of divergent datasets has been established. Central Ministries/Departments/Organizations and State/UT Departments/ Organizations may make references relating to data/definitional divergences to NSO, MoSPI for resolution. In this context, definition of Kutcha/ Pucca housing structure being used in various surveys has been harmonised this year with the approval of National Statistical Commission. g. MoSPI brings out data, reports and publications, schedule of which has been laid down in an Advance Release Calendar published in the website. Ministries/ Departments/States/ UTs have been requested to prepare their respective Advance Release Calendars (ARCs) for the statistical products/surveys to be published by November every year. J. Capacity building initiatives MoSPI has adopted a wide range of human resource reforms to strengthen capability development, professional growth and operational efficiency. The initiatives support a forward-looking statistical system that is technically sound, research oriented and globally aligned. These reforms contribute to improved service delivery and sustained institutional performance across the Ministry to strengthen the Statistical System. a. Revision of ISS Probationary Training Model The probationary training of Indian Statistical Service officers now follows a focused fifty-two-week classroom programme followed by field postings. The programme ensures competency-based learning through project work, dedicated mentoring and completion of mandatory iGOT pre-boarding modules. New subject areas like administrative statistics, geospatial applications, data governance and cyber security etc. have been included. b. Supply to Demand Driven Capacity Building MoSPI has identified skill gaps and prioritized learning needs through Statistical Training needs Assessment (STA) Survey. A tailored training strategy and advance training calendar, not only addresses current competencies requirements but also fosters a culture of continuous learning. Domain-specific programmes have been included on emerging areas including machine learning, Python programming, modern survey techniques and advanced data systems. Officers are now required to complete relevant digital modules before classroom sessions to ensure optimal preparedness. c. Converge Training Programmes with Mission Karmayogi All officers are encouraged to use the government-wide Karmayogi platform. A balanced approach to digital and physical training has been adopted. Select Karmayogi iGOT modules completion are mandatory. Officers have been advised to dedicate one hour per week to e-learning. 8,115 MoSPIemployees onboarded; with 78,029 total enrolments and 56,350+ courses completed on iGOT. d. Comprehensive Training modules for SSS officers MoSPI has institutionalized structured induction programme for newly recruited JSOs as well as orientation programme introduced for newly promoted officers from JSOs to SSOs of the Subordinate Statistical Service. e. Training Support for State Statistical System National Statistical Systems Training Academy (NSSTA) sponsored Training of Trainers programmes for State/UTs officers were organised on specialized topics related to Official Statistics as well as customised training programmes based on demands from States/UTs also organised on-site and off-site locations. f. International Training and Global Partnerships NSSTA also conducted joint programmes with organisations such as UN–SIAP, UNSD, UNFPA, the World Bank etc. including workshop on data ethics, governance and quality, followed by a national workshop, an international programme on data needs for sustainable development in partnership with ISEC, ISI and the ITEC, MEA, an international training programme for Caribbean NSOs of several countries and provide opportunity to share best practices was recently concluded. NSSTA is now empanelled as one of the partner institutes in the ITEC scheme of MEA to organise one-week and two- week international training programmes. g. Role-Based Training and Inclusion Across Cadres Training is now extended beyond ISS and SSS to support all functional groups within the Ministry. Programmes have been organised for CSS, CSSS and CSCS officers to strengthen administrative and coordination functions, for administrative officers of the Field Operations Division, for officers handling digital governance platforms such as LIMBS, RTI and CPGRAMS and also orientation programmes for Lateral entrants of the Ministry to ensure their smooth integration and functional alignment. h. Fostering Research Culture Research culture has been promoted through financial and non-financial incentives to the contributors. Officers are encouraged to contribute papers to Sarvekshana- a Journal of NSO. Access to international academic resources has expanded through the ONOS e-journal archive. During 2025 so far, 85 training programmes have been conducted by NSSTA with more than 1000 participants. A total of 100 training programmes have been conducted (including online programmes) with around 4000 participants. K. Draft ISI Bill, 2025 MoSPI has prepared a draft ‘The Indian Statistical Institute Bill, 2025’ to elevate its institutional status by converting it from a registered society to a statutory body corporate and upscaling its governance framework, thereby aligning it with peer Institutions of National Importance (INIs). Once enacted, the Bill shall replace the Indian Statistical Institute Act, 1959. The draft Bill is founded upon following guiding principles: (a) Excellence: promoting academic rigour, global competitiveness, and innovation; (b) Effective Governance: establishing clear institutional structures, streamlining decision-making, and upholding integrity in leadership and administration; (c) Autonomy: granting the Institute greater decision-making powers in its day-to-day functioning and planning;(d) Accountability: ensuring transparency, oversight, and responsiveness to stakeholders. The Bill has been prepared after preliminary consultation with the stakeholders and by following the well- established and proven model of peer INIs such as IITs/ IIMs and it has been customized, wherever necessary, considering the specialized nature of the ISI. The ISI Bill 2025 is envisaged to enable ISI to emerge as a globally recognised centre of excellence in statistical and allied disciplines. The proposed legislation intends to enhance institutional autonomy and accountability and also strengthen its capacity to deliver world-class education, research, and policy support. In the draft Bill, the coverage of “statistical sciences” has been expanded keeping in view development of global trends and flexibility has been provided to include other related disciplines as may be specified by regulations. The Centres have also been given governance flexibility and academic autonomy. These steps are envisaged to expand teaching and research activities as well as courses, students and faculty at ISI. After receipt of public comments, a revised draft ‘The Indian Statistical Institute Bill, 2025’ has been placed on Ministry’s website on 28 Nov 2025 for further pre-legislative consultation. Timeline seeking public comments has now been extended up to 5 Jan 2026. AX. Members of Parliament Local Area Development Scheme (MPLADS) The fund flow system in MPLAD Scheme administered by this Ministry was revised and new MPLADS Guidelines and web-solution in the form of eSAKSHI Portal was launched in Feb 2023. Mobile app for various stakeholders were launched in 2024. The scheme has further transitioned from Model 2 to Model 1A-TSA(Hybrid) w.e.f April 2025 as per instructions of the Department of Expenditure. Under this model, PMU-MPLADS has opened a single account with the Reserve Bank of India (RBI) under the Hybrid TSA Model 1A. The demands raised by implementing agencies on the eSAKSHI portal during the day are consolidated and payments are made to the vendors through PFMS on a daily basis. Further, the domain name of MPLADS-eSAKSHI portal was changed to www.mplads.mospi.gov.in from the earlier www.mplads.sbi. To support effective implementation and monitoring of the Scheme, focused capacity-building initiatives have been undertaken; including One national level workshop in Delhi for the personal staff of hon’ble MPs aimed at familiarizing them with procedural aspects and recent system changes. Three Zonal workshops covering the North, South and West Zones with the objective of further familiarizing them with New fund flow procedure and to address PFMS related issues Joint Review Meetings every month with selected States/UTs A number of state-specific webinars/VCs regularly on need-basis. Statistics Day Celebrations, 2025 Statistics Day 2025 was celebrated on 29 June 2025 with a focus on the theme “75 Years of National Sample Survey”, marking the significant contribution of the National Sample Survey in providing reliable and timely statistical data that supports evidence-based decision-making and governance in India. To commemorate 75 years of the National Sample Survey (NSS), a commemorative coin of NSS and a customized Stamp, symbolizing the enduring 75 years of legacy of the NSS had been released. N. Key outreach activities of MoSPI for creating public awareness MoSPI’s communication on creating awareness about its activities to the citizens, calls upon them to be a part of the process, participate in the surveys and contribute to nation building. The messages are framed in simple language, have clarity and focus on big picture. The radio jingles/videos prepared show NSO’senumerators and supervisors, whom citizens can trust with their information, thereby building a relationship of trust and confidence. To bring clarity on processes and methodologies adopted by the Ministry in preparation of its products/data and specifically for the Base Year Revision Exercise being undertaken by the Ministry for GDP, IIP and CPI, a multi-pronged Media Plan has been prepared, which has a combination of print advertisements, digital media, outdoor campaign, episodic series and also discussion papers/op-eds on MoSPI’s website, for researchers and data users to see and understand the process followed by us transparently and reach out for feedback and improvements. MoSPI has institutionalized sharing of various data releases/communications through group mails to data-users like policy-makers, researchers, industry-bodies, journalists, etc. on data releases, discussion papers, policy papers etc. and also engage with academic and research institutes for easy access to MoSPI’s data and promote analysis of data for informed policy interventions. MoSPI has enhanced its user engagement through quiz, Do You Know posts on social media, conducted data-visualization hackathons for students and researcher and video-making competition on data products of the Ministry in collaboration with MyGov to bring awareness amongst the students and researchers.
