SHRI G LAKSHMINARAYANA: SHRI TANGELLA UDAY SRINIVAS: Will the Minister of PLANNING be pleased to state: (a) whether the Government is aware of the shortage of dedicated human resources and trained teachers in Atal Tinkering Labs (ATLs) as highlighted in recent assessments and if so, the details thereof; (b) the details of the number of teacher training programmes conducted under the ATL ecosystem during the last three years and the number of teachers trained thereunder, State/UT-wise; (c) whether any minimum training or certification is prescribed for teachers managing ATLs and if so, the details thereof; (d) the details of the number of schools having ATLs without a designated ATL In-Charge or dedicated support staff, State/UT-wise along with the reasons therefor; (e) the details of funds allocated, released and utilised for ATLs during the last three years, State/UT-wise including grants for teacher capacity-building, recurring operational and maintenance expenses, procurement of consumables and replacement of equipment; (f) whether the Government considers the existing level of financial support adequate and if so, the details thereof; and (g) whether the Government proposes to strengthen human resource support for ATLs by creating dedicated posts, providing Page 1 of 6honorarium for ATL In-Charges/Assistants and enhancing financial support for recurring operational requirements and if so, the details and timeline thereof? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) No instance of shortage of human resources for ATLs has come to notice. (b) & (c) Any teacher managing Atal Tinkering Labs (ATLs) needs to undergo a mandatory ‘Unbox Tinkering’ training developed by Atal Innovation Mission (AIM). This training is designed to train ATL In- charge on hardware, electronics and design thinking concepts to effectively mentor ATL students. The State/ UT-wise number of teachers trained is placed at Annexure I. (d) No such instance of ATLs without a designated ATL In-charge or dedicated support staff has come to notice. (e) The details are placed at Annexure II. (f) & (g) Each ATL is sanctioned Grant-in-Aid of Rs. 20 lakhs, out of which Rs. 10 lakhs is sanctioned as Capital Expenditure and Rs. 10 lakhs as Operational Expenditure, over the period of five years. The Operational Expenditure also includes an amount up to Rs. 5, 000 per month as honorarium for ATL In-charge.
