Amendment to the Special Rules for the Tamil Nadu Handlooms Service

No. SRO B-56/2025.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following Amendment to the Special Rules for the Tamil Nadu
Handlooms Service, Section 34 in Volume II of the Tamil Nadu Service Manual, 2016.
SECTION 34 THE TAMIL NADU HANDLOOMS SERVICE.
1. Constitution.—The service shall consist of the following classes and categories of posts, namely:-
Class I
Category 1 Additional Director of Handlooms
Category 2 Joint Director of Handlooms
Category 3 Deputy Director of Handlooms
Category 4 Assistant Director of Handlooms
Class II
Category 1 Financial Advisor & Chief Accounts Officer
Cartegory 2 Accounts Officer
2. Appointment.—(a) Appointment to the categories specified in column (1) of the table below shall be made
by the methods of appointment specified in the corresponding entries in column (2) thereof :-

(b) Promotion to the categories of Additional Director, Joint Director and Deputy Director of Handlooms shall be
made on grounds of merit and ability, seniority being considered only where merit and ability are approximately equal.
(c) The proportion in which the vacancies in category 4 of Class I (Assistant Director of Handlooms) are to be
filled up by direct recruitment and recruitment by transfer shall be in the ratio 1:5 in the following cyclical order :-
(1) Direct recruitment
(2) Recruitment by transfer
(3) Recruitment by transfer
(4) Recruitment by transfer
(5) Recruitment by transfer
(6) Recruitment by transfer
(d) The crucial date on which the candidate shall possess the qualifications prescribed for appointment to a
category either by promotion or by recruitment by transfer for preparation of the annual panel for the purpose shall
be as follows:-

4. Qualification.—(a) No person shall be eligible for appointment to the posts and by the method specified in

Recruitment
5. Reservation of Appointments.— The provisions contained in Section 27 of the Tamil Nadu Government
Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) relating to rule of reservation shall apply to
the categories for which candidates are appointed by direct recruitment.
6. Age.—No person shall be eligible for appointment to the category of Assistant Director of Handlooms by
direct recruitment, if he has completed or will complete 30 years of age on the first day of July of the year in which
the recruitment is made.
7. Probation.—Every person appointed to the category of Assistant Director of Handlooms by direct recruitment
shall, from the date on which he joins duty, be on probation for a period of two years on duty within a continuous
period of three years.
Provided that every person appointed to category of Assistant Director of Handlooms by recruitment by transfer,
shall from the date on which he joins duty, be on probation for a period of one year on duty within a continuous
period of two years.
Explanation.— A probationer in the category of Assistant Director of Handlooms shall be entitled to count towards
his probation the period of service rendered by him in any institution under the administrative control of the Department
of Handlooms, if, but for such service, he would have continued to officiate as Assistant Director of Handlooms.
8. Tests and Examinations.—Every person appointed to the category of Assistant Director of Handlooms by
direct recruitment, shall, within a period of his probation pass the following tests and examinations conducted by the
Tamil Nadu Public Service Commission, if he has not already passed the same in any other capacity, namely :-
(i) Account Test for Subordinate Officers, Part I
(ii) The Tamil Nadu Government Office Manual Test
(iii) Departmental Test for Officers of the Co-operative Department:
(a). Co- operation
(b). Auditing
(c). Co- operative Credit and Banking
(d). Book keeping and

9. Training.— (a) Every person appointed to the post of Assistant Director of Handlooms by direct recruitment
shall, within the period of their probation:-
(i) Undergo Higher Diploma in Co-operative Management course not less than nine months in full time at
any of the Institute of Co-operative Management approved for the purpose from time to time by the Government and
pass all the tests conducted at the end of training. If they do not pass the tests within the training period, their second
and subsequent increments shall be stopped till they pass the tests, but such stoppage shall not have the effect of
postponing their future increments after they have passed the said tests.
(ii) Practical study of such Co-operative organization or Co-operative institution and the Subordinate Offices
under the control of Department of Handlooms for three months.
(b) A Probationer,while undergoing the training referred to in item (i) and (ii) of sub rule (a) shall be
entitled to draw pay on the minimum of the time scale applicable to the category on which he is borne. The period
of such training shall count for increment and probation.
(c) If for any reason whatsoever, including illness, a probationer, while undergoing the prescribed course
of training in a Co-operative Training Institute, either leaves the Institute without previous permission in writing to the
Principal or any other person in charge of the Institute or discontinues the course of training or absents himself from
the Institute on account of leave of any kind, including casual leave, on one or more occasions, for a total period
exceeding one-tenth of the total number of working days of the course of training, he shall not be allowed to re-join
the said course of training and shall be deemed to have been discharged from service with effect from the date of
such leaving the institute of the date on which he discontinues the course of training or the date on which his absence
exceeded the aforesaid one-tenth of the total number of working days as the case may be.
9A. Bonds.— Every person appointed as Assistant Director of Handlooms by direct recruitment shall, before
undergoing the course of training referred to in rule 9, execute a bond in the prescribed form with two sureties binding
himself.-
(i) to undergo the entire course of training;
(ii) to serve in the Handlooms Department for a period of not less than five years after completion of such
course of training;
(iii) (a) in case he fails to fulfill the conditions specified in clause (i) or in case his selection is cancelled
due to his fault or if he is discharged under sub-rule (c) of rule 9, to refund to the State Government the total amount
drawn by him as pay and allowances excluding travelling allowance, during such course of training plus the expenditure
incurred by the State Government, if any; and
(b) in case he fails to fulfill the condition specified in clause (ii), to refund to the State Government
the total amount drawn by him as pay and allowances excluding travelling allowance, during such course of training
plus the expenditure incurred by State Government, if any, in proportion to the period which fall short of the period of
service specified in clause (ii) above:
Provided that no refund under clause (iii) shall be made so long as such person continues to remain in the service
of the State Government and the liability for such refund shall cease when such person completes a total service of
five years under the State Government, after the completion of the course of training undergone by him.
10. Transfer and Posting.— Transfer and Posting of Assistant Director of Handlooms shall be made by the
Commissioner or Director of Handlooms. For all other categories in the service, postings and transfers shall be made
by the Government.
11. Savings.— Nothing contained in these rules shall adversely affect any person holding a post in any category
on the date on which these rules shall be deemed to have come into force.

No. SRO B-57/2025.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India, the Governor of Tamil Nadu hereby makes the following Amendment to the Special Rules for the
Tamil Nadu Handlooms Subordinate Service, Section 43 in Volume III of the Tamil Nadu Service Manual, 2016.120 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
SECTION 43 — THE TAMIL NADU HANDLOOMS SUBORDINATE SERVICE.
1. Constitution.—The service shall consist of the following categories, namely.—

Category 2 Senior Technical Assistant
Category 3 Handloom Officer
Category 4 Handloom Inspector
Category 5 Junior Technical Assistant
2. Appointment.—(a) Appointments to the several categories shall be made as follows:-

shall be made on grounds of merit and ability seniority being considered only where merit and ability are approximately
equal.
(c) The proportion in which the vacancies in category-4 (Handloom Inspector) are to be filled up by direct
recruitment and recruitment by transfer shall be in the ratio 1:4 in the following cyclical order, namely :-
(1) Direct recruitment

(b) The crucial date on which the candidate shall possess the qualifications prescribed for appointment to a
category either by promotion or by recruitment by transfer for preparation of annual panel for the purpose shall be as
follows:

9. Probation.—Every person appointed to any category by direct recruitment shall from the date on which he
joins duty, be on probation for a total period of two years on duty within a continuous period of three years and that
in the case recruitment by transfer, the period of probation shall be one year on duty within a continuous period of
two years.
10. Tests— Every person appointed to the category of Handloom Inspector and Junior Technical Assistant by
direct recruitment shall within the period of probation pass the Tamil Nadu Government Office Manual Test and the
Account Test for Subordinate Officers, Part I.
11. Training.— (a) Every person appointed to the post of either as Handloom Inspector or Junior Technical

(i) Higher Diploma in Co-operative Management / Diploma in Handloom Co-operative Management /
Diploma in Co-operative Management in correspondence mode at any of the Institute of
Co-operative Management approved for the purpose from time to time by the Government (i.e.) Natesan Institute of
Co-operative Management (NICM), Tamil Nadu Co-operative Union(TCU), etc., If any under the Government institutions
and pass all the tests conducted at the end of training, If they do not pass the tests within the training period, their
second and subsequent increments shall be stopped till they pass the tests, but such stoppage shall not have the
effect of postponing their future increments after they pass the said tests.
(b) The pay to probationary Handloom Inspector and Junior Technical Assistant appointed by direct recruitment
while undergoing the training shall be the minimum of the time scales of pay fixed for the categories. The period of
training shall count for increment.
Provided that they shall be entitled to travelling allowance as on transfer for their journeys “To and Fro” the
place of training in accordance with the provisions contained in the Tamil Nadu Travelling Allowance Rules.
(c) Those appointed as Handloom Inspector by recruitment by transfer shall undergo Diploma in Handloom
Co-operative Management / Diploma in Co-operative Management training in correspondence mode at any of the
Institute of Co-operative Management (i.e.,) Natesan Institute of Co-operative Management (NICM), Tamil Nadu
Co-oparative Union(TCU), etc., If any under the Government institutions approved for the purpose from time to time
by the Government and pass all the tests conducted at the end of training:
Provided that they shall be entitled to travelling allowance as on transfer for their journeys “To and Fro” the
place of training in accordance with the provisions contained in the Tamil Nadu Travelling Allowance Rules.

No. SRO B-58/2025.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following Special Rules for the Tamil Nadu Textiles Service, which
shall form part as Section 61 in Volume II of the Tamil Nadu Services Manual 2016.
SECTION 61 THE TAMIL NADU TEXTILES SERVICE.
1. Constitution.—The service shall consist of the following classes and categories of posts namely:-

(d) The crucial date on which the candidate shall possess the qualifications prescribed for the category by
promotion and by recruitment by transfer for the purpose of preparation of the annual list of approved candidates for
appointment to the said post shall be as follows:

4. Qualification.—(a) No person shall be eligible for appointment to the posts and by the method specified in

5. Reservation of appointments.— The provisions contained in Section 27 of the Tamil Nadu Government
Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) relating to rule of reservation shall apply to
category 4 when appointment to it is made by direct recruitment.
6. Age.—No person shall be eligible for appointment to the category of Assistant Director of Textiles by direct
recruitment, if he has completed or will complete 30 years of age on the first day of July of the year in which the
recruitment is made.
7. Probation.—Every person appointed to the category of Assistant Director of Textiles by direct recruitment shall,
from the date on which he joins duty, be on probation for a period of two years on duty within a continuous period
of three years.
Provided that every person appointed to category of Assistant Director of Textiles by recruitment by transfer, shall
from the date on which he joins duty, be on probation for a period of one year on duty within a continuous period of
two years.
Explanation.— A probationer in the category of Assistant Director of Textiles shall be entitled to count towards his
probation the period of service rendered by him in any institution, under the administrative control of the Department
of Textiles, if, but for such service, he would have continued to officiate as Assistant Director of Textiles.
8. Tests and Examinations.—Every person appointed to the category of Assistant Director of Textiles by direct
recruitment, shall, within a period of his probation pass the following tests and examinations conducted by the
Tamil Nadu Public Service Commission, if he has not already passed the same in any other capacity, namely:-
(i) Account Test for Subordinate Officers, Part I
(ii) The Tamil Nadu Government Office Manual Test
(iii) Departmental Test for Officers of the Co-operative Department:
(a) Co- operation
(b) Auditing
(c) Co- operative Credit and Banking
(d) Book keeping and
(e) Co–operative Management and Administration.
9. Training.— (a) Every person appointed to the posts of Assistant Director of Textiles by direct recruitment shall,
within the period of his probation: -
(i) Undergo Higher Diploma in Co-operative Management course not less than nine months in full time at
any of the Institute of Co-operative Management approved for the purpose from time to time by the Government and
pass all the tests conducted at the end of training. If they do not pass the tests within the training period, their second
and subsequent increments shall be stopped till they pass the tests, but such stoppage shall not have the effect of
postponing their future increments after they have passed the said tests.
(ii) Will be attached to a Co-operative Spinning Mill to gain hands-on training for the period of not less than
two Months. After completing the Hands-on training and costing practices at the Mills, they have to undergo Training/Dec. 3, 2025] TAMIL NADU GOVERNMENT GAZETTE 127
Workshop conducted by the South India Textile Research Association (SITRA), Coimbatore, for the period of one
month. After completing the SITRA training, they will take the examination conducted by it. The total training period
will be three months.
(b) A probationer, while undergoing the training referred to in item (i) and (ii) of sub-rule (a), shall be entitled
to draw the minimum of the time scale of pay applicable to the category on which he is borne. The period of such
training shall count for increment and probation.
(c) If for any reason whatsoever, including illness, a probationer, while undergoing the prescribed course of training
in a Co-operative Training Institute, either leaves the Institute without previous permission in writing, the Principal or
any other person in charge of the Institute or discontinues the course of training or absents himself from the Institute
on account of leave of any kind, including casual leave, on one or more occasions, for a total period exceeding one-
tenth of the total number of working days of the course of training, he shall not be allowed to re-join the said course
of training and shall be deemed to have been discharged from service with effect from the date of such leaving the
Institute or the date on which he discontinues the course of training or the date on which his absence exceeded the
one-tenth above of the total number of working days of training as the case may be.
9A. Bonds.— Every person appointed as Assistant Director of Textiles by direct recruitment shall, before undergoing
the course of training referred to in rule 9, execute a bond in the prescribed form with two sureties binding himself.-
(i) to undergo the entire course of training;
(ii) to serve in the Textiles Department for a period of not less than five years after completion of such
course of training;
(iii) (a) in case he fails to fulfil the conditions specified in clause (i) or in case his selection is cancelled
due to his fault or if he is discharged under sub-rule (c) of rule 9, to refund to the State Government the total amount
drawn by him as pay and allowances excluding travelling allowance, during such course of training plus the expenditure
incurred by the State Government, if any; and
(b) in case he fails to fulfil the condition specified in clause (ii), to refund to the State Government
the total amount drawn by him as pay and allowances excluding travelling allowance, during such course of training
plus the expenditure incurred by State Government, if any, in proportion to the period which fall short of the period of
service specified in clause (ii) above:
Provided that no refund under clause (iii) shall be made so long as such person continues to remain in the service
of the State Government and the liability for such refund shall cease when such person completes a total service of
five years under the State Government, after the completion of the course of training undergone by him.
10. Transfer and Posting.— Transfer and Posting of Assistant Director of Textiles shall be made by the Commissioner
or Director of Textiles. For all other categories in this service, Transfer and Posting shall be made by the Government.
11. Savings.— Nothing contained in these rules shall adversely affect any person holding any post on the date
on which these rules shall be deemed to have come into force.

No. SRO B-59/2025.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following Special Rules for the Tamil Nadu Textiles Subordinate
Service, which shall form part as Section 65 in Volume III of the Tamil Nadu Services Manual 2016.
SECTION 65 - THE TAMIL NADU TEXTILES SUBORDINATE SERVICE.
1. Constitution.—The service shall consist of the following categories, namely.—
Category 1 Textile Control Officer
Category 2 Senior Technical Assistant
Category 3 Textile Officer
Category 4 Textile Inspector

2. Appointment.—(a) Appointments to the several categories shall be made as follows:-

9. Probation.—Every person appointed to any category by direct recruitment shall from the date on which he
joins duty, be on probation for a total period of two years on duty within a continuous period of three years and that
in the case of recruitment by transfer, the period of probation shall be one year on duty within a continuous period of
two years.
10. Tests— Every person appointed to the category of Textile Inspector and Junior Technical Assistant by direct
recruitment shall within the period of probation pass the Tamil Nadu Government Office Manual Test and the Account
Test for Subordinate Officers, Part I.
11. Training.— (a) Every person appointed to the post of either as Textile Inspector or Junior Technical Assistant
by appointment by direct recruitment with in the period of probation shall undergo the following training:-
(i) Higher Diploma in Co-operative Management / Diploma in Co-operative Management in correspondence
mode at any of the Institute of Co-operative Management approved for the purpose from time to time by the Government
(i.e.) Natesan Institute of Co-operative Management (NICM), Tamil Nadu Co-operative Union (TCU), etc., If any under
the Government Institutions and pass all the tests conducted at the end of training, within the period of probation.
If they do not pass the tests within the training period, their second and subsequent increments shall be stopped till
they pass the tests, but such stoppage shall not have the effect of postponing their future increments after they pass
the said tests.
(ii) undergo a basic training course on Office Procedure, Drafting, Basic Computer Knowledge and
e-governance training for one month at Anna Institute of Management, Chennai.
(iii) Undergo a basic training course on Skill Development, Technical Textile training for one month at
Anna University, Chennai (or) Sardar Vallabhbhai Patel International School of Textiles and Management, Coimbatore.
(b) The pay to probationary Textile Inspector and Junior Technical Assistant appointed by direct
recruitment while undergoing the training shall be as fixed by the Government from time to time. The period of training
shall count for increment.
Provided further that they shall be entitled to travelling allowance as on transfer for their journeys “ To and Fro”
the place of training in accordance with the provisions contained in the Tamil Nadu Travelling Allowance Rules.
(c) (i) Those appointed as Textile Inspector by recruitment by transfer shall undergo Diploma in
Co-operative Management training in correspondence mode at any of the Institute of Co-operative Management (i.e.)
Natesan Institute of Co-operative Management (NICM), Tamil Nadu Co-oparative Union (TCU), etc., If any under the
Government Institutions approved for the purpose from time to time by the Government and pass all the tests conducted
at the end of training.
(ii) Undergo a basic training course on Skill Development, Technical Textile training for one
month at Anna University, Chennai (or) Sardar Vallabhbhai Patel International School of Textiles and Management,

Provided that in the case of persons appointed by recruitment by transfer to the above category the pay to be
drawn during the period of training shall be the pay they were drawing at the time of appointments by recruitment
by transfer:
Provided further that they shall be entitled to travelling allowance as on transfer for their journeys “ To and Fro”
the place of training in accordance with the provisions contained in the Tamil Nadu Travelling Allowance Rules.
(d) If for any reason whatsoever, including illness, a probationer, while undergoing the prescribed course of training
in a Co-operative training institute, either leaves the Institute without previous permission in writing to the Principal or
any other person in charge of the Institute or discontinues the course of training or absents himself from the Institute

of the State Government and the liability for such refund shall cease when such person completes a total service of
five years under the State Government, after the completion of the course of training undergone by him.
12. Transfer and Posting.— Transfer and Posting of the service shall be made by the Commissioner or Director
of Textiles.
13. Savings.—Nothing contained in these rules shall adversely affect any person holding any post any of the
categories on the date of issue of these rules.
