Ms. No. 9, Human Resources Management (A), 24th February 2025, மாாசி 12, குரோ�ாதி, திருவள்ளுவர் ஆண்டு-2056.] No. SRO B-14/2025.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Tamil Nadu Government Servants' Conduct Rules, 1973:- Amendments. In the said Rules, in rule 8, in sub-rule (4),- (1) for clause (a), the following clause shall be substituted, namely:- "(a) (i) A Government servant may publish, on information to the competent authority, books on literature, short story, novel, drama, essay, poetry and professional and academic subjects except a book which relates to acts or policies of the Government: Provided that a self-declaration shall also be given by the Government servant slating that no criticism or attack against the State has been made in the book and the book does not contain views against the policy of the Government and any objectionable text/content affecting the law and order of the State. (ii) A Government servant shall not, without the permission of the Government, engage himself habitually in literary or artistic work of any kind."; (2) for clause (b), the following clause shall be substituted, namely:- "(b) The Government servant shall not use his time and official influence for promoting the sale of copies of the book.": (3) for clause (c), the following clause shall be substituted, namely:- "(c) No Government servant shall accept lump-sum remuneration or remuneration on royalty basis from the publishers without getting prior permission from the competent authority in all cases.".
