Ministry of Commerce & Industry DPIIT to Undertake Special Campaign with Focus on Swachhata, Pendency Reduction and Efficient Record Management Special Campaign 6.0 to Advance Sustainable Cleanliness, Record Management and Efficient Office Space Utilisation

Posted On: 23 SEP 2026 7:17PM by PIB Delhi The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, will undertake Special Campaign 6.0 from 2nd to 31st October 2026, with a focus on institutionalising Swachhata, reducing pendency, strengthening record management, promoting responsible e-waste disposal and ensuring optimum utilisation of office space across the Department and its attached, subordinate and autonomous organisations.

The campaign will be implemented in two phases. The Preparatory Phase, being undertaken from 15th to 30th September 2026, focuses on identification of targets, review of records and pending references, and preparations for cleanliness drives and disposal activities during the main campaign period.

Special Campaign 6.0 aims to achieve saturation of Swachhata across the office premises of DPIIT and its attached, subordinate and autonomous organisations, including their field and branch offices located across the country. The campaign will cover all 19 attached, subordinate and autonomous organisations under the administrative control of DPIIT.

DPIIT had participated extensively in Special Campaign 5.0 and achieved significant outcomes in cleanliness, record management, pendency reduction and space utilisation. During the campaign, 1,572 physical files were reviewed, of which 1,119 files were weeded out in accordance with applicable record- retention procedures. Disposal of obsolete records and scrap resulted in the release of 11,235 square feet of office space and revenue generation of ₹17,69,569.

The Department also addressed its identified pendency targets, including disposal of Public Grievances and Public Grievance Appeals, as well as identified areas for simplification of rules and procedures. These initiatives contributed to improving efficiency, responsiveness and the overall work experience of officials and staff.

Building on these outcomes, Special Campaign 6.0 will place greater emphasis on sustainable cleanliness practices, systematic record management and efficient utilisation of government office space. The key areas of focus will include saturation of Swachhata in office premises and surrounding areas; identification and disposal of pending references within prescribed timelines; review and weeding out of records as per applicable record-retention schedules; effective collection, segregation and disposal of e-waste through authorised channels; disposal of obsolete and unserviceable items and scrap; optimum utilisation and release of office space; improvement of workplace aesthetics, cleanliness and functionality; and institutionalisation of sustainable and environmentally responsible practices.A special thrust will be given to e-waste management, with emphasis on the proper identification, segregation, collection and disposal of electronic and electrical waste through authorised agencies. This will facilitate environmentally sound disposal of obsolete electronic equipment while supporting cleaner and better-organised government workplaces.

The campaign will also encourage DPIIT's organisations to adopt innovative and replicable solutions that promote sustainability and the principles of a circular economy. An example in this regard is the “Waste to Wealth” initiative undertaken by the Indian Rubber Material Research Institute (IRMRI), an autonomous organisation under DPIIT. Under the initiative, discarded rubber scrap was utilised for construction of a road section and access road using Waste Rubber Tiles and Crumb Rubber Cement Concrete (CRCC), incorporating approximately 10–15 per cent waste rubber particles in the cement-concrete mix. The performance of the road was scientifically monitored for parameters including strength, elasticity and durability.

Such innovative practices will be encouraged during Special Campaign 6.0 for wider adoption and replication, wherever feasible.

Through Special Campaign 6.0, DPIIT and its organisations will make concerted efforts to further strengthen the culture of Swachhata, efficiency, accountability and good governance across their offices.

The campaign will also seek to ensure that the outcomes achieved are sustained and institutionalised beyond the campaign period, contributing to cleaner, more efficient, sustainable and citizen-centric government workplaces.
