Ms. No. 40, Environment, Climate Change and Forest (FR.2(ii) 27th February 2023, ñ£C 15, ²ðA¼¶, F¼õœÀõ˜ ݇´–2054.] No. SRO B-8/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Forest Subordinate Service (Section 12 of Part III-B in Volume III of the Tamil Nadu Services Manual, 2016) 2. The amendments hereby made shall come into force on the 1st January 2023. Amendments In the said Special Rules for rule 2-A the following rules shall be substituted: "2-A, Appointment as Forest Watcher: Notwithstanding anything contained in sub-rule (a) of rule 2, the post of Forest Watcher shall be filled up from among the Social Forestry Workers, Plot Watchers or the Scheduled Tribes engaged as Anti-Poaching Watchers who have rendered service as such for a period of not less than ten years in total as on the 1st January of the year in which recruitment to the post of Forest Watcher is made and the Scheduled Tribe Youths living in forest settlements of Eastern or Western Ghatsand other than Scheduled Tribes engaged as Anti-Poaching Watchers, who have rendered sevice as such for a period of not less than ten years in total as on the 1st January of the year in which recruitment to the post of Forest Watcher is made. Provided that fifty five percent of the total vacancies shall be filled up by direct recruitment following the rule of reservation and forty five percent of the total vacancies shall be filled up equally from among the Scheduled Tribes Anti-Poaching Watchers, Scheduled Tribe Youths living in the forest settlements of Eastern or Western Ghats (by direct recruitment) and Anti-Poaching Watchers other than Scheduled Tribes. FINANCE (CO-OPERATIVE AUDIT) DEPARTMENT Amendments to Adhoc Rules to the posts of Joint Director of Co-operative Audit, Deputy Director of Co-operative Audit and Assistant Director of Co-operative Audit in the Department of Co-operative Audit [G.O. Ms. No. 40, Finance (Co-operative Audit), 15th February 2023, ñ£C 3, ²ðA¼¶, F¼õœÀõ˜ ݇´–2054.] No. SRO B-9/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the adhoc rules published with the Finance Department Notification No.SRO.B.222/87, at pages 294 to 298 of Part III-Section 1(b) of the Tamil Nadu Government Gazette, dated the 22nd day of July 1987. 2. The amendments hereby made shall be deemed to have come into force on the 2nd February 2015. Amendments In the said Adhoc Rules, (i) In rule (1), after the expression "Joint Directors of Co-operative Audit", the expression "Deputy Directors of Co-operative Audit" shall be inserted. (ii) In rule 3 in clause (a) for the Table, the following Table shall be substituted, namely:-Mar. 22, 2023] TAMIL NADU GOVERNMENT GAZETTE 17 the tAble Posts Method Appointment (1) (2) i. Joint Director of Co-operative Audit Promotion from among the holders of the post of Deputy Director Co-operative Audit ii. Deputy Director of Co-operative Audit Promotion from among the holders of the posts of Assistant Director of Co-operative Audit iii. Assistant Director of Co-operative Audit (i) Direct Recruitment; or (ii) Recruitment by transfer from among the holders of the posts of Co-operative Audit Officer in the Co-operative Audit Department in the Tamil Nadu Co-operative Subordinate Services. (iii) For rule 3 (b), the following rule shall be substituted, namely:- " Promotion to the post of Joint Director and Deputy Director shall be made on grounds of merit and ability. Seniority being considered only where merit and ability are approximately equal." (iv) After rule 4, the following Rules shall be inserted, namely:- 4. PREPARATION OF ANNUAL LIST OF APPROVED CANDIDATES: 4(a) For the purpose of preparation of the annual list of approved candidates for appointment to the posts by promotion and by recruitment by transfer, the crucial date on which the candidate should have acquired the prescribed qualification shall be the 1st October of the year to which the list relates to. 4(b) Appointing Authority: The Appointing Authorities for the posts shall be as follows:- the tAble Posts Appointing Authority (1) (2) i. Joint Director of Co-operative Audit Government ii. Deputy Director of Co-operative Audit iii. Assistant Director of Co-operative Audit Director of Co-operative Audit (v) In rule 5, the following paragraph shall be substituted, namely:- 5. RESERVATION OF APPOINTMENTS: The rule relating to reservation of appointments (Section 27 of Tamil Nadu Government Servants (Conditions of Service) Act, 2016) shall apply for appointment to the post of Assistant Director by Direct Recruitment. (vi) In rule 6, the following paragraph shall be substituted, namely:- 6. QUALIFICATION: (a) Age: No person shall be eligible for appointment to the post of Assistant Director by direct recruitment if he has completed or will complete 32 years on the first day of July of the year in which the selection of appointment is made. Deputy Director By Promotion Must have put in service for a period of not less than Three years of Co-operative as Assistant Director of Co-operative Audit including the period of Audit probation the period spent on Foreign Service or on deputation but excluding the periods spent on leave and suspension. 3. Assistant Director i. By Direct recruitment Must possess the degree of M.A., (Co-operation) or M.Com. with of Co-operative Co-operation as a subject or M.Com. with Higher Diploma in Co-operation awarded by the National Council for Co-operative Training or must have passed the final examination conducted by the Institute of Chartered Accountants. (G.O.Ms.No.494, Finance (CA) Department, dated 10.12.2001) M.Com., with higher diploma in co-operative B.A., Co-operation with M.Com., M.A., Co-operative Management, M.A., Co-operation, M.Com., Co-operative Management, M.Com., with diploma in Co-operation. Recruitment by transfer (b) Must have passed - (i) the Account Test for Executive Officers; (ii) Departmental Test for Officers of the Co-operative Department in Co-operation, Auditing, Banking, Book-Keeping and Co-operative Management and Administration by the Tamil Nadu Public Service Commission; and (G.O.Ms.No.268, Finance (CA) Department, dated 06.08.2018) (iii) The Tamil Nadu Government Office Manual Test conducted by the Tamil Nadu Public Service Commission.
