The rules hereby made shall be deemed to have come into force on and from the 19th August 2021. Ms. No. 12, Finance (Treasuries and Accounts-I), 8th January 2024, மாார்கழி 23, சோ�ாபகிருது, திருவாள்ளுவார் ஆண்டு-2054.] No. SRO B-43/2025.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu State Treasuries and Accounts Service (Section 28-A) in Volume II of the Tamil Nadu Services Manual 1969). 2. The amendment hereby made shall be deemed to have come into force with immediate effect. Amendments In the said Special Rules, Rule 3 under Method of Appointment (1) Under sub-rule (a) Class-IV, the following rule shall be added, namely:- "(iii) Direct Recruitment". (2) Under sub-rule (g) Class-IV, the following entries shall respectively be substituted, namely:- "(g) Out of every five vacancies in Class IV, the first two vacancies shall be reserved for recruitment by transfer from Sub-Treasury Officer and Superintendents in the Treasuries and Pay and Accounts Offices and out of the remaining three vacancies, two shall be reserved for recruitment by transfer from among persons holding the post of Superintendents, Accountants or Auditors borne on the Tamil Nadu Ministerial Service in the scale of pay applicable to Superintendents as above or from among persons holding similar supervisory posts carrying scale of pay not less than that of Superintendents in any other services or from among the holders of the post of Commercial Accountants in the Tamil Nadu Ministerial Service (G.O.Ms.No.85, Finance (T&A-I) Department, Dated 13.03.2008) and the next one remaining vacancy shall be reserved for Direct Recruitment of Assistant Accounts Officer through the Tamil Nadu Public Service Commission. i.e., 2:2:1 ratio. Provided that if in any year, the aforesaid ratio cannot be followed for want of qualified persons from Sub Treasury Officer and Superintendent in the Treasuries and in the Treasuries and Accounts Department the said reserved vacancies shall be filled in by recruitment by transfer from the posts specified in item (ii) in Col.2 in the Table under this rule and vice versa. Must have passed the Accountancy Lower Grade. (w.e.f. 07.12.2000 vide G.O.Ms.No. 474 / Fin (T&A I (3) Department, dated: 03.12.2001) Provided that the person who possesses the B.Com. Degree/B.Com (Double Degree) Distance Education Mode (1 year) awarded by Annamalai University shall not be required to pass the Accountancy Lower Grade Examination. (G.O.Ms.No.219, Finance (T&A-I) Department, Dated: 01.07.2013) (G.O.Ms.No.235, Higher Education (K1) Department, Dated: 28.08.2023) "Must be an approved probationer in the Post of Sub Treasury Officers / Superintendent" (2) Under (4) (a) of sub-rule (b), Class-IV, the following rule shall be substituted, namely:- "(4) (a). Must have worked in sections dealing with the subjects relating to Accounts, Audit, budgeting or control of expenditure for a period of not less than five years as Superintendent, Accountant or Auditor borne on the Tamil Nadu Ministerial Service or in any other similar supervisory posts carrying pay not less than that of the Superintendent in other service, or as Commercial Accountant in the Tamil Nadu Ministerial Service; and the experience certificate shall be entered every year in the Service Register of the officer concerned duly attested by the Head of the Office". (3) Under rule 5, Class-IV, the following of sub-rule (c) shall be added, namely:- "(C) Direct Recruitment Must have passed the Inter Examination conducted by the Institute of Chartered Accountants (OR) Inter Examination of the Institute of Cost Accountants (OR) B.Com." Amendments In the said Special Rules, Rule 6 under Probation, Class-IV, the following rule shall be substituted, namely:- "Every person appointed to the service by recruitment by transfer except in Class I and Class II shall from the date on which he joins duty be on probation for a total period of one year on duty within a continuous period of two years and every person appointed to the Class III and Class IV by direct recruitment shall from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years. Ms. No. 12, Finance (Treasuries and Accounts-I), 8th January 2024, மாார்கழி 23, சோ�ாபகிருது, திருவாள்ளுவார் ஆண்டு-2054.] No. SRO B-46/2025.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu State Treasuries and Accounts Service (Section 28-A) in Volume II of the Tamil Nadu Services Manual 1969). 2. During the period of training he is entitled to draw the minimum of the time scale of pay applicable to the post.
