No. SRO B-21/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India,
the Governor of Tamil Nadu hereby makes the following rules:-
2. The rules hereby made shall be deemed to have come into force on the 3rd March, 2010.
Rules
The General and the Special Rules applicable to the holders of the permanent post in the Tamil Nadu Educational
Service shall apply to the holders of the temporary posts of Chief Librarian and Information Officer and Deputy Chief
Librarian and Information Officer sanctioned from time to time for the Anna Centenary Library in Public Libraries
Department, subject to the modifications specified in the following rules:-
2. Constitution:- Each post shall constitute a separate category in a distinct class of the said service.
3. Appointment :- Appointment to the post specified in column (1) of the Table below shall be made by the methods
specified in the corresponding entries in column (2) thereof:-

Deputy Chief Librarian and Information (i) By promotion from the post of Librarian and Information Officer in Anna
Officer Centenary Library; or
(ii) By recruitment by transfer from any other service; or
(iii) If no qualified candidate is available for appointment by the methods
specified in item (i) and (ii) above, by direct recruitment
4. Appointing authority :- The appointing authority for the posts shall be the Government.
5. Qualifications:- (a) Age. - No person shall be eligible for appointment to the post by direct
recruitment, if he has completed or will complete forty five years of age on
the first day of July of the year in which the vacancy is notified.
(b) Other qualifications :- No person shall be eligible for appointment to the post specified in column
(1) of the Table below, by the method specified in the corresponding
entries in column (2), unless he possesses the qualifications specified in

39100+5400 G.P or its equivalent.
2. Deputy Chief Librarian and By promotion (i) A Master's Degree of a University recognized by the
Information officer University Grants Commission (10+2+3+2 pattern); and
(ii) A Master's Degree in Library Science or Library and
Information Science of a University Recognized by the
University Grants Commission; and
(iii) Must have at least five years experience in the post
of Librarian and Information Officer.
By recruitment by (i) A Master's Degree of a University recognized by the
transfer University Grants Commission (10+2+3+2 pattern); and
or
(ii) A Master's Degree in Library Science or Library and

Information Science of a University Recognized by the
University Grants Commission; and
(iii) Must have at least seven, years experience as
Librarian in libraries of Universities / Colleges / Public
Libraries. Out of the seven years, must have worked as
Librarian for at least three years in the scale of pay of

6. Reservation of appointments:- The rule relating to reservation of appointments (General Rule 22) and the
"Tamil Nadu Government Servants (Conditions of Service) Act, 2016" (Section 27)
shall apply for appointment to the post of Deputy Chief Librarian and Information
Officer by direct recruitment.
7. Probation:- Every person appointed to the post by direct recruitment shall, from the date on
which he joins duty, be on probation for a total period of two years on duty within
a continuous period of three years.
Provided that every person appointed to the post by recruitment by transfer shall, from the date on which he joins
duty, be on probation for a total period of one year on duty within a continuous period of two years.
8. Preparation of annual list of approved candidates and crucial date for the purpose of drawing up of the
annual list of approved candidates for appointment to the posts by promotion and by recruitment by transfer, the
crucial date on which the candidates should have acquired the prescribed qualifications shall be the 1st January

9. Unit of Operation:- Anna Centenary Library in Public Libraries Department is a separate unit for the purpose
of appointment, promotion and transfer, etc.
10. Pay:- There shall be paid to the holder of the post, specified in column (1) of the Table below,
a monthly pay calculated in the specified pay band with grade pay column (2) thereof-

Vaikasi 5, Sobakiruthu, Thiruvalluvar Aandu-2054]
No. SRO B-22/2023.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu
Medical Service (Section 21 in Volume II of the Tamil Nadu Medical Service Manual, 2016).
(2) The amendments hereby made shall be deemed to have come into force on and from the
23rd September 2014.

In the said Special Rules, in Part II, in Branch II—Nursing,-
(1) in rule 1, in Category 1, for the expression "Deputy Director of Medical Education (Nursing)", the expression
"Additional Director of Medical Education (Nursing)" shall be substituted.
(2) in rule 2,-
(i) in sub-rule (a), in the tabular column, for the expression "Category 1 Deputy Director of Medical Education
(Nursing)" in column (1) and the corresponding entries in column (2) thereof, the following expressions and the
corresponding entries shall, respectively be substituted, namely:-
"Category-1 By promotion from
Additional Director of Medical the post of Principal, College of
Education (Nursing) Nursing.";
(ii) in sub-rule (c), for the expression "Deputy Director of Medical Education (Nursing), the expression "Additional
Director of Medical Education (Nursing)" shall be substituted.;
(3) in the Annexure (referred to in rule 5), in Category 1, for the expression "Deputy Director of Medical Education
(Nursing)" in column (1) and the corresponding entries in column (2) thereof, the following expression and the

Additional Director of Medical (1) Must have passed M.Sc., (Nursing) degree
Education (Nursing) awarded by any University recognized by the
Indian Nursing Council. or

(3) Must have registered in the Tamil Nadu
Nurses and Midwives Council:
Provided that preference shall be given to
persons having Ph.D Degree in the speciality
of Nursing".

Joint Director of Medical Education (1) Must have passed a Master's degree
(Nursing) in Nursing awarded by any University,
recognized by the Indian Nursing Council.
(2) Must have an administrative experience for a
minimum period of not less than three years
in the cadre of Principal, College of Nursing.
(3) Must have registered in the Tamil Nadu
Nurses and Midwives Council:
Provided that preference shall be given to
persons having Ph.D Degree in the speciality
of Nursing".
