Ms. No. 254, Health and Family Welfare (L1), 25th July 2023, Aadi 9, Sobakiruthu, Thiruvalluvar Aandu-2054.] No. SRO B-37/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Public Health Subordinate Service (Section 26 in Volume III of the Tamil Nadu Services Manual, 2016). The amendments hereby made shall be deemed to have come into force with effect from 16.08.1989. Amendments. In the said Rules,- (1) in rule 1, in category 31, for the expression "Auxiliary Nurse Midwife, (Primary Health Centres)," the following expression shall be substituted, namely:- “Auxiliary Nurse Midwife / Village Health Nurse” (2) in rule 2, in sub-rule (a), in the tabular column, in category-31, for the entries in column (1) and the corresponding entries in colurnn (2) thereof, the following entries shall, respectively, be substituted namely:- “Auxiliary Nurse Midwife / (i) by direct recruitment; or Village Health Nurse (ii) by recruitment by transfer from any other service.; ” (3) in rule 3, for sub-rule (3), the following sub-rule shall be substituted, namely:- “(3) The appointing authority for the post of Auxiliary Nurse Midwife / Village Health Nurse shall be the Health Officer of the Unit concerned.” ; (4) in rule 4, after the expression ‘Driver”, the expression “Village Health Nurse” shall be inserted; (5) in rule 5, in sub-rule (a), in the Table, in category-31, for the entries in column (1) and the corresponding entries in column (2) thereof, the following entries shall respectively, be substituted, namely:- “Auxiliary Nurse Midwife / No person shall be eligible for appointment to the Village Health Nurse” post by direct recruitment, if she has completed or will complete the age of forty years on the 1st day of July of the year, in which the, selection for appointment is made.; ” (6) in rule 9, for sub-rule (d), the following sub-rule shall be substituted, namely:- (d) (i) The holders of the post of Auxiliary Nurse Midwife / Village Health Nurse shall be liable to be transferred anywhere in the State. (ii) The authority competent to transfer the holders of the post of Auxiliary Nurse Midwife / Village Health Nurse shall be the Medical Officer of the Primary Health Centre or the Health Officer of the Health Unit District or the Regional Deputy Director of Public Health and Preventive Medicine within their respective jurisdiction and the Director of Public Health and Preventive Medicine or his nominee at the State Headquarters in respect of transfer from one region to another.;” (7) in the Annexure [referred to in rule 5 (b)], in category-31, for the entries in column (1) and the corresponding entries in column (2) thereof, the following entries shall respectively, be substituted, namely:-Aug. 16, 2023] TAMIL NADU GOVERNMENT GAZETTE 81 “Auxiliary Nurse Midwife / (i) Must have passed S.S.L.C; and Village Health Nurse (ii) A certificate for having undergone the long term Multipurpose Health Workers Training Course awarded by the Director of Public Health and Preventive Medicine; or (a) A diploma in Midwifery or a diploma in Auxiliary Nurse Midwife or Health Visitors Course or Nurses Course issued by an institution recognized by the State Government; and (b) A certificate for having undergone the short term course under Multi-Purpose Health Workers scheme prescribed by the Government; and (c) Must acquire long term training under Multi Purpose Health Workers Scheme within five years from the date of appointment; and (iii) A certificate of registration issued by the Tamil Nadu Nurses and Midwives Council; And (iv) Must Possess physical fitness for camp life.” NOTIFICATION-II [G.O. Provided that those who have undergone 18 months Multi-Purpose Health Workers (Female) Training Course / Auxiliary Nurse Midwifery Training Course awarded by the Director of Public Health and Preventive Medicine and have passed S.S.L.C.
