The Hon'ble Chief Minister of Tamil Nadu has made the following announcement on the floor of the Legislative Assembly during the Police demand No.22 [Announcement No.76] on 09.05.2023 in respect of the Forensic Sciences Department:- “தடய அறிவியல் துறையில் சிைபபா்க பணியாற்றும் ததாழில்நுடபப பணியாளர்கறள ஊக்குவிக்கும் வற்கயில் தமிழ்ாடு முதலறமச�ரின் தடய அறிவியல் (ததாழில்நுடபம்) பணிபபதக்்கம் ரூபாய் 25 ஆயிரம் த�லவில் வழங்கபபடும்.’’ 2. Accordingly, the Government of Tamil Nadu is pleased to institute an Award named "Tamil Nadu Chief Minister's Medal for Meritorious Service in Forensic Science (Technical Staff)" to be conferred to rank of Scientific Assistant (Photo), Photographer, Laboratory Assistant/Technician under the Tamil Nadu Forensic Science Subordinate Service and hereby make the following Rules governing the award of the said Medal:- i. The medal shall be designated as the "Tamil Nadu Chief Minister's Medal for Meritorious Service in Forensic Science (Technical Staff)" and shall be applicable to all those in the rank of Laboratory Assistant/Technician, Photographer and Scientific Assistant (Photo) under the Tamil Nadu Forensic Science Subordinate Service. ii. The award shall be in the form of a medal styled and designated as the "Tamil Nadu Chief Minister's Medal for Meritorious Service in Forensic Science (Technical Staff)" (hereinafter referred to as the Medal). iii. The Medal will be circular in shape, made of bronze, one and three eighth inches in diameter and will have the temple motif in the centre and inscribed words the State Motto “வாய்றமசய தவல்லும்” below, on the obverse side. On the reverse side, it will have the words inscribed “தமிழ்க முதல்வரின் தமச�ததக்்க தடய அறிவியல் (ததாழில்நுடபம்) பணிபபதக்்கம்” on the upper half of the circle; the words “தடய அறிவியல் துறை” on the lower half of the Circle; and Thirukkural “எபதபாருள் எததன்றமதது ஆயினும் அபதபாருள் தமய்பதபாருள் ்காண்பது அறிவு” and with the year within the centre of the circle. The diagram of obverse and reverse is furnished in the ANNEXURE-I. iv. The Riband of the Medal, half an inch in width shall be full violet. v. The Medal shall only be awarded to those members of the Tamil Nadu Forensic Sciences Department mentioned (Technical Staff) based on the criteria detailed in Annexure-II in respect of Scientific Assistant (Photo), Photographer, Laboratory Assistant/Technician. vi. Total number of Medals awarded in a year shall not exceed two. vii. The candidates recommended for consideration and selection must have 10 years or more of service and service seniority shall be taken into account when all other criteria for selection of the above medal are equal. The names of those to whom the Medal may be awarded shall be published in the Tamil Nadu Government Gazette and a Register of such names shall be kept by the Directorate of Forensic Science as well as the Government of Tamil Nadu in the Home (SC) Department. ix. The recipients of this Medal shall be granted lumpsum grant for different ranks as indicated below: a. Laboratory Assistant/Technician - Rs.5,000/- b. Photographer - Rs.7,500/- c. Scientific Assistant (Photo) - Rs.10,000/- x. As the Medal will be carrying the Chief Minister's name, the nomination for this award should be made only after meticulous and detailed consideration. xi. The Medal is liable to be forfeited if the holder subsequently displays lack of integrity, disloyalty, indiscipline, negligence. cowardice in action or such conduct as in the opinion of the Government brings the force into disrepute. The lumpsum grant paid will also be recovered from the recipient. xii. The 'Medal Board' in each range consisting of Deputy Directors under a senior Deputy Director as Chairman, recommend eligible names to the Directorate of Forensic Science. The Medal Committee at the Directorate of Forensic Science, Chennai, will vet the proposals, select the suitable nominees and forward its recommendation to Government by 31st July every year. A 'Scrutinizing Committee' consisting the following shall scrutinize the recommendations of the Director and finalize the case to be recommended for the award before 15th of August every year. i. Secretary to Government, Home Department. ii. Director General of Police, Chennai; in the absence of Director General of Police, the senior most Additional Director General of Police or Inspector General of Police. iii. Director, Forensic Sciences Department. xiii. The Medal shall be awarded on the occasion of the birthday of Dr.Anna on 15th September, every year and presented to the recipients by the Hon'ble Chief Minister of Tamil Nadu at a function. xiv. The expenditure should be debited to the following head of account:- "2055 00 Police 116 Forensic Science State Expenditure AA Forensic Science and Chemical Laboratory - 359 01 Prizes and Awards" (IFHRMS DP Code 2055-00-116-AA-35901) xv. The recommendations should be accompanied by a certificate in respect of each nominee in the following form to be furnished by the Director of Forensic Sciences Department. CERTIFICATE Certified that the Integrity of Thiru/Tmt. .......................... recommended for the award of the Tamil Nadu Chief Minister's Medal for Meritorious Service in Forensic Science (Technical staff) is above suspicion, that he/she has neither incurred a censure nor was concerned in proceedings that was censured by a court of law. Laboratory Assistant/Technician Ø The candidates recommended for selection may be considered on the basis of the following criteria. Ø Must have acquired technical/analytical know-how's of handling Forensic exhibits, process of preservation, packing and forwarding. Ø Maintaining utmost integrity and honesty to this organisation, duty attendance must be prompt. He/she must be a sincere, obedient and assistance to the analyst/examiners with due care and dedication. Ø Must follow Good Laboratory Practices (GLP) as Forensic Sciences Department (Head office) acquired NABL Accreditation and all 10 RFSL's NABL Accreditation process will be completed in near future. Maintaining the laboratory neat and clean, ensuring very good ambience in analytical area. Ø Contribution of technician in the cases (Eg: 174 CrPC, 302 IPC, 376 IPC, POCSO Act case, Civil case, etc) in which the contribution of the nominees should be specifically mentioned and the cases reported which ended in conviction of the cases with few examples.12 TAMIL NADU GOVERNMENT GAZETTE [Part III-Sec.1(a) Ø Maintaining of case sheets from Reception till despatch and the relevant registers, supervision of the Laboratory Assistants and assisting the Scientific Staff in describing court exhibits.
