करते हुए, भारत सरकार के पत्र सं. V.12025/1/98-डीइ ददनााँक 15/16 जुलाइ, 2009 के ऄजधक्रमण म,ें केन्र सरकार
की ऄजिम स्ट्वीकृजत स े भारतीय दन्त पररषद, भारत के राजपत्र, ऄसाधारण, भाग-III, खण्ड 4, ददनााँक 10 ऄक्त ूबर,
2007 में प्रकाजित मौजूदा प्रमुख भारतीय दन्त पररषद डटें ल ऑपरेटटग रूम ऄजसस्ट्टेंट (सहायक) हते ु न्यनू तम िजै िक
मानक के रखरखाव के जलए जवजनयम, में जनम्नजलजखत संिोधन करती ह,ै नामतः-
1. सजं िप्त िीषकष एव ंप्रारंभ :-
(i) आन जवजनयमों को भारतीय दन्त पररषद डेंटल ऑपरेटटग रूम ऄजसस्ट्टेंट हते ु न्यनू तम िैजिक मानक के
रखरखाव के जलए (जद्वतीय संिोधन) जवजनयम, 2020 कहा जा सकता ह।ै
(ii) ये ऄजधकाररक राजपत्र में ऄपन ेप्रकािन की जतजथ स ेलागू होंग।े
2. मौजूदा भारतीय दन्त पररषद डेंटल ऑपरेटटग रूम ऄजसस्ट्टेंट हते ु न्यनू तम िजै िक मानक के रखरखाव के जलए
जवजनयम, जवजनयम सं. 1 के बाद, जनम्नजलजखत जवजनयम 1(क) को आसके स्ट्थान पर ऄन्तस्ट्थाषजपत दकया जाता ह:ै
2(1) ‘एतद्द्वारा जनधाषररत की गइ ऄन्य सभी अवश्यकताओं की पूर्तत की ित षके अधार पर,
संबंजधत राज्य सरकार द्वारा डेंटल ऑपरेटटग रूम ऄजसस्ट्टेंट कोस षअरंभ करन/ेसीटों को बढाने की
अवश्यक ऄनुमजत प्राप्त करन ेतथा तकनीकी जााँच के जलए ऄनापजत्त प्रमाणपत्र प्राप्त करने के पश्चात,
आच्छुक दन्त कॉलेज डेंटल ऑपरेटटग रूम ऄजसस्ट्टेंट म ेंजडप्लोमा िुरू करन ेके जलए भारतीय दन्त
पररषद म ेंअवेदन िल्ुक 1.5 लाख रुपये एव ंलाग ूजीएसटी की राजि सजचव, भारतीय दन्त पररषद,

नइ ददल्ली के पि म ेंदये जडमाडं ड्राफ्ट/पे ऑडरष/एनइएफटी/अरटीजीएस के माध्यम स ेभुगतान करके
अवेदन करेंगे। िासकीय दन्त कॉलेजों/संस्ट्थानों को दकसी भी अवेदन/जनरीिण िुल्क स ेछूट दी
गइ ह।ै
2(2) जब कॉलेज का पहला बैच डेंटल ऑपरेटटग रूम ऄजसस्ट्टेंट म ेंऄपन ेऄंजतम वषष के जडप्लोमा
कोस षकी परीिा देता ह,ै संबंजधत कॉलेज मान्यता िल्ुक 3 लाख रुपये एव ंलागू जीएसटी की राजि के
साथ डीसीअइ को डेंटल ऑपरेटटग रूम ऄजसस्ट्टेंट में आसके जडप्लोमा पाठ्यक्रम की मान्यता के जलए
अवेदन करेगा, जो दक ‘सजचव, दतं जचदकत्सा पररषद को जडमांड ड्राफ्ट/प ेअडषर/एनइएफटी/
अरटीजीएस के माध्यम स ेददल्ली म ेंदये’ होना चाजहए। आसके ऄलावा कॉलेज आसके ईपरान्त प्रत्येक
ऄनुवती ऄनुपालना के सत्यापन के जलए, यदद कोइ हो, 1.5 लाख रुपये एव ंलागू जीएसटी की राजि
जनरीिण दकए जाने की जतजथ के 15 ददनों के भीतर भुगतान करेगा।
बिते दक िासकीय दन्त कॉलेजों को दोनों प्रकार के िल्ुक स ेछूट दी जाए।

AMENDMENT NOTIFICATION
New Delhi, the 28th April, 2020
F. No. DE-166-2019.—In exercise of the powers conferred by Section 20 of the Dentists Act,
1948, the Dental Council of India, in supersession of GOI’s letter No.V.12025/1/98-DE dated 15/16 July,
2009, with the previous sanction of the Central Government, hereby makes the following Amendments
to the existing principal Dental Council of India Regulations For the Maintenance of Minimum
Educational Standard for Dental Operating Room Assistant, published in Part III, Section 4 of the
Gazette of India, Extraordinary, dated 10th October, 2007 namely:–
1. Short title and commencement:–
(i) These Regulations may be called the Dental Council of India for the Maintenance of
Minimum Educational Standard for Dental Operating Room Assistant (2nd Amendment)
Regulations, 2020.
(ii) They shall come into force from the date of their publication in the Official Gazette.
2. In existing Dental Council of India Regulations For the Maintenance of Minimum
Educational Standard for Dental Operating Room Assistant, after Regulations, No.1, the following
Regulation 1(A) is hereby inserted namely:
1(A) ‘Subject to the fulfillment all other requirements as prescribed hereinafter, the
dental college desirous to start diploma in Dental Operating Room Assistant (in short
DORA) shall apply to the Dental Council of India with an application fee of Rs. 1.5 lakh
plus GST as applicable by Demand Draft/Pay Order/NEFT/RTGS in favour of
‘Secretary, Dental Council of India, payable at Delhi’, after obtaining NOC from the
respective State Government for technical scrutiny and for obtaining the necessary
permission for starting/Increase of seats in the Dental Operating Room Assistant
Course. The Government Dental Colleges/Institutions are exempted from any

2(2) The college, when its first batch appears in its final year diploma in Dental
Operating Room Assistant examination, shall apply to DCI alongwith a recognition fee
of Rs.3 lakhs plus GST as applicable, for recognition of its diploma in Dental Operating
Room Assistant by Demand Draft/Pay Order/NEFT/RTGS in favour of ‘Secretary,
Dental Council of India, payable at Delhi’, Further the college shall pay Rs. 1.5 lakhs
plus GST as applicable for each subsequent compliance verification, if any, within 15
days from the date of inspection.
Provided that the Government Dental Colleges shall be exempted from both
kind of fee.
