करन े हते ु जवजनयम। फा. स.ं डीइ-22(14)-2019.—दन्त जचदकत्सा ऄजधजनयम, 1948 की धारा 20 द्वारा प्रदत्त िजियों का प्रयोग करते हुए, भारत सरकार के पत्र स.ं V.12025/1/1998-डीइ ददनााँक 7.8.2008 के ऄजधक्रमण में, केन्र सरकार के ऄनुमोदन स े भारतीय दन्त पररषद, भारत के राजपत्र, ऄसाधारण, भाग III, खण् ड 4, ददनांक 12 जनवरी, 2006 म ें प्रकाजित मौजूदा प्रमुख भारतीय दन्त पररषद (नए दन्त कॉलजे ों की स्ट्थापना, प्रजिक्षण या ऄध्ययन के ईच्चतर ऄथवा नए पाठ्यक्रम प्रारम्भ दकए जाने और दन्त कॉलेजों म ें प्रवेि क्षमता म ें वृजि) जवजनयम, 2006 म ें जनम्नजलजखत संिोधन करती ह,ै नामतः- 1. सजं क्षप्त िीषकष एव ंप्रारंभ :- (1) आन जवजनयमों को "भारतीय दन्त पररषद (नए दन्त कॉलेजों की स्ट्थापना, प्रजिक्षण या ऄध्ययन के ईच्चतर ऄथवा नए पाठ्यक्रम प्रारम्भ दकए जाने और दन्त कॉलेजों म ें प्रवेि क्षमता म ें वृजि) (14वां संिोधन) जवजनयम, 2020" कहा जाएगा। (2) ये ऄजधकाररक राजपत्र म ेंऄपन े प्रकािन की जतजथ स ेलागू होंग।े 2. मौजूदा "भारतीय दन्त पररषद (नए दन्त कॉलेजों की स्ट्थापना, प्रजिक्षण या ऄध्ययन के ईच्चतर ऄथवा नए पाठ्यक्रम प्रारम्भ दकए जान े और दन्त कॉलेजों म ें प्रवेि क्षमता म ें वृजि) जवजनयम, 2006", (जजसे आसके बाद मलू 1905 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] जवजनयम के नाम पर संदर्भभत दकया जाएगा) (क) जवजनयम 7, खंड (1), 4 पंजियों म,ें ऄंकों और िब्दों म ें"भारतीय दन्त पररषद के पक्ष म,ें रुपय े 3 लाख की राजि जडमांड ड्राफ्ट/प-े अडरष के माध्यम स े ददल्ली म ें दये ” को ऄब "भारतीय दन्त पररषद के पक्ष म,ें रुपय े9 लाख की राजि एव ंलाग ूजीएसटी जडमांड ड्राफ्ट/प-ेअडषर/एनइएफटी/अरटीजीएस के माध्यम स ेसजचव, भारतीय दन्त पररषद, को ददल्ली म ेंदये" म ेंप्रजतस्ट्थाजपत दकया जाता ह।ै 3. मूल जवजनयम, (ख) जवजनयम 7, खंड (1), ऄनुच्छेद के ऄंत म ें जनम्नजलजखत प्रावधान ऄन्तस्ट्थाजष पत दकया जाता ह,ै ऄथाषत:्- बिते दक िासकीय दन्त कॉलजे ों को अवेदन/जनरीक्षण िुल्क या कॉलेज की स्ट्थापना या सीटों को बढाने या नवीनीकरण या मान्यता या अवजधक या पूव-ष पीजी/वार्भषक िुल्क म ें सजम्मजलत िल्ु क म ें स े दकसी भी प्रकार के िल्ु क स ेछूट दी जाएगी। बिते दक नए दन्त कॉलेजों (महाजवद्यालय) की स्ट्थापना/ नए ईच्च पाठ्यक्रम की स्ट्थापना/यूजी या पीजी स्ट्तर पर सीटों को केंरीय सरकार द्वारा भारतीय दन्त पररषद को एक बार पंजीकृत और ऄग्रेजषत कर ददय े जाने के ईपरांत, दकसी भी पररजस्ट्थजत म ें िल्ु क वापस नहीं दकया जाएगा। 4. मूल जवजनयम 11, खंड (2), खंड (2) के जलए जनम्नजलजखत खडं को एतदद्व् ारा प्रजतस्ट्थाजपत दकया जाता ह:ै- (2) नवीनीकरण अवेदन की ऄनुमजत के जलए चालू िक्षै जणक सत्र की समाजप्त से छह महीन े पहल े समय- समय पर प्रत्येक ऄलग जनरीक्षण और ऄनुपालना सत्यापन, जैसा दक मामला हो, के साथ गरै वापसी िुल्क 1.5 लाख रुपये एवं लाग ू जीएसटी की राजि के साथ प्रत्येक पररषद द्वारा केंर सरकार की प्रजत के साथ प्रस्ट्तुत की जाएगी। पररषद के सभी मामले के नवीनीकरण की जसफाररिें की जाएगी और केंरीय सरकार आस पर ऄंजतम जनणषय लगे ी और आस े संबंजधत दन्त कॉलेज को यथासमय ऄवगत कराएगी ऄथवा ऐस े जनधारष रत समय के पूव ष जजसे समय-ऄनुसूची में जनर्ददष्ट दकया ऄथवा जैसा दक समय-समय पर आसे संिोजधत दकया गया हो। 5. मूल जवजनयम 11, खंड (2), प्रथम प्रावधान के पश्चात, एतदद्वारा जनम्नजलजखत प्रावधान को ऄन्तस्ट्थाषजपत दकया जाता ह:ै- बिते दक, िासकीय दन्त कॉलेजों (दतं महाजवद्यालयों) को छोडकर, प्रत्येक दन्त कॉलेज/संस्ट्थान/ जवश्वजवद्यालय द्वारा, संबंजधत जवश्वजवद्यालय स े प्रदान की जाने वाली बीडीएस जडग्री की मान्यता के प्रयोजन हते ु, मान्यता जनरीक्षण के जलए समय-समय पर मान्यता िल्ु क के रूप म ें 3 लाख रुपय े की राजि एव ं लाग ू जीएसटी के साथ और समय-समय पर ऄनुवती जनरीक्षण के जलए 1.5 लाख रुपय े एव ं लागू जीएसटी की राजि दये होगी। बिते दक, दन्त जचदकत्सा जवजनयम की बीडीएस जडग्री की धारा 10 (2) की मान्यता के पश्चात, िासकीय दन्त कॉलेजों को छोडकर, प्रत्येक दन्त कॉलेज/संस्ट्थान/जवश्वजवद्यालय द्वारा, प्रत्येक वषष 31 माच ष से पहले या समय-समय पर जनर्ददष्ट ऄनुसार, वार्भषक िल्ु क 1 लाख रुपय ेएव ंलागू जीएसटी की राजि दये होगी। बिते दक, प्रत्येक मान्यता प्राप्त दन्त कॉलेज, डीसीअइ द्वारा संचाजलत अवजधक/ प्री-पीजी जनरीक्षण को ऄपन े जनरीक्षक(कों)/अगतं कु (कों) की जिकायत अधार पर या अवजधक अधार पर या प्री-पीजी जनरीक्षण या आसके ऄलावा ऄनुवती ऄनपु ालना सत्यापन के जलए राजि िुल्क रुपय े 1.5 लाख एव ं लागू जीएसटी की राजि दये होगी। यदद कोइ जनरीक्षण होता ह ै तो 1.5 लाख रुपय े एव ं लाग ू जीएसटी की राजि दये होगी। यदद दकसी कारण स े कोइ भी डेंटल कॉलेज/संस्ट्थान ईजचत ईपलजब्धया ं प्राप्त करन े के पश्चात दकसी कारण स े भुगतान को प्रेजषत करने म ें जवफल रहता ह,ै तो भारतीय दन्त पररषद, केंर सरकार को आसकी ईपयुि जसफाररि करेगा दक जब तक ऐसे कॉलेज/संस्ट्थान द्वारा डीसीअइ को भगु तान नहीं दकया जाता ह,ै तो जवजनयमन 11ए के तहत प्रवेि को रोक ददया जाए, ऄथवा दतं जचदकत्सक ऄजधजनयम की धारा 16ए के तहत आसकी मान्यता वापस लने े की प्रदक्रया अरंभ की जाए। 6. मूल जवजनयम 14, खंड (1), खंड (1) के जलए ऄंकों और िब्दों म ें "प्रत्येक जविेषज्ञता के जलए 2 लाख रुपय े का जडमांड ड्राफ्ट/प-े अडरष फामष सजचव, भारतीय दन्त पररषद के नाम पर ददल्ली म ें दये " को ऄब "प्रत्येक[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 जविेषज्ञता के जलए 4.5 लाख रुपय े एव ं दये जीएसटी का जडमांड ड्राफ्ट/प-े अडरष /एनइएफटी/अरटीजीएस के माध्यम स े सजचव, भारतीय दन्त पररषद के नाम पर ददल्ली म ेंदये " द्वारा प्रस्ट्थाजपत दकया जाता ह।ै 7. मूल जवजनयम 14, खंड (1), ऄनुच्छेद के ऄंत म,ें एतदद्वारा जनम्नजलजखत प्रावधान को ऄन्तस्ट्थाषजपत दकया जाता ह,ै ऄथाषत:् - बिते दक, िासकीय दन्त कॉलजे ों को अवेदन/जनरीक्षण या कॉलेज की स्ट्थापना या सीटों की वृजि या नवीनीकरण या मान्यता या अवजधक या प्री-पीजी/वार्भषक िुल्क म ें ऄतं र्भनजहत सभी िल्ु क म ें स े प्रत्येक िुल्क स े छूट दी जाएगी। बिते दक, केंर सरकार द्वारा नए दन्त कॉलेज की स्ट्थापना/नए ईच्च पाठ्यक्रम को िुरु करना/यूजी या पीजी की सीटों को बढाने के जलए भारतीय दन्त पररषद को एक बार पंजीकृत और ऄग्रेजषत कर ददय े जान े के ईपरांत, दकसी भी पररजस्ट्थजत म ें िुल्क वापस नही दकया जाएगा। 8. मूल जवजनयम 17, खंड (3), खंड (3) के जलए जनम्नजलजखत खडं को एतदद्वारा प्रजतस्ट्थाजपत दकया जाता ह:ै- (3) नवीनीकरण अवेदन की ऄनुमजत के जलए चालू िक्षै जणक सत्र की समाजप्त से छह महीन े पहल े समय- समय पर प्रत्येक ऄलग जनरीक्षण और ऄनपु ालना सत्यापन, जैसा दक मामला हो, के साथ गैर वापसी िुल्क 1.5 लाख रुपय े एवं लाग ू जीएसटी की राजि के साथ प्रत्येक पररषद द्वारा केंर सरकार की प्रजत के साथ प्रस्ट्ततु की जाएगी। पररषद के सभी मामले के नवीनीकरण की जसफाररिें की जाएगी और केंरीय सरकार आस पर ऄंजतम जनणषय लगे ी और आस े सबं ंजधत दन्त कॉलेज को यथासमय ऄवगत कराएगी ऄथवा ऐस े जनधाषररत समय के पूवष जजसे समय-ऄनुसूची में जनर्ददष्ट दकया ऄथवा जैसा दक समय-समय पर आसे संिोजधत दकया गया हो। 9. मूल जवजनयम 17, खंड (3), खंड (3) के पश्चात, एतदद्वारा जनम्नजलजखत प्रावधान को ऄन्तस्ट्थाषजपत दकया जाता ह:ै- बिते दक, िासकीय दन्त कॉलेजों को छोडकर, प्रत्येक दन्त कॉलेज/संस्ट्थान/जवश्वजवद्यालय द्वारा, संबंजधत जवश्वजवद्यालय द्वारा दी गयी दकसी जविेषज्ञता म ें पीजी पाठ्यक्रम की मान्यता के प्रयोजन हते ,ु मान्यता जनरीक्षण के जलए समय-समय पर जनर्ददष्ट मान्यता िल्ु क 3 लाख रुपय े एव ं लागू जीएसटी की राजि, और समय-समय पर ऄनुवती जनरीक्षण/ऄनुपालना सत्यापन के जलए 1.5 लाख रुपय े एव ं लाग ू जीएसटी की राजि दये होगी। बिते दक, दन्त जचदकत्सा जवजनयम की एमडीएस जडग्री की धारा 10 (2) की मान्यता के पश्चात, िासकीय दन्त कॉलेजों को छोडकर, प्रत्येक दन्त कॉलेज/सस्ट्ं थान/जवश्वजवद्यालय द्वारा प्रत्येक वषष 31 माच ष स े पहले या समय-समय पर जनर्ददष्ट वार्भषक िल्ु क रुपय े25,000/- एव ंलाग ू जीएसटी की राजि दये होगी। बिते दक कोइ वार्भषक िल्ु क पीजी जडप्लोमा पाठ्यक्रम के जलए लाग ू नहीं होगा। बिते दक, प्रत्येक मान्यता प्राप्त दन्त कॉलेज, डीसीअइ द्वारा संचाजलत अवजधक/प्री-पीजी जनरीक्षण को ऄपने जनरीक्षक(कों)/अगंतकु (कों) की जिकायत के अधार पर या अवजधक अधार पर या प्री-पीजी जनरीक्षण या आसके ऄलावा ऄनुवती ऄनुपालना सत्यापन के जलए राजि िल्ु क 1.5 लाख रुपय े एव ं लागू जीएसटी की राजि दये होगी। यदद कोइ ऄनुपालना सत्यापन होता ह ै तो 1.5 लाख रुपय े एवं लागू जीएसटी की राजि दये होगी। 10. मूल जवजनयम 20, खंड(1), खंड(1) के जलए ऄंको और िब्दों म ें"प्रत्येक जविेषज्ञता के जलए रुपये 2 लाख (रुपय े 2 लाख स्नातकोत्तर पाठ्यक्रम म ेंप्रवेि क्षमता को बढाने हते ुप्रजत जविेषज्ञता अधार पर) जडमांड ड्राफ्ट/प-े अडरष केमध्यम स ेसजचव, भारतीय दन्त पररषद के नाम पर ददल्ली म ेंदये" को "प्रत्येक जविेषज्ञता के जलए रुपय े4.5 लाख एव ंदये जीएसटी का जडमांड ड्राफ्ट/प-ेअडरष/एनइएफटी/अरटीजीएस (रुपये 4.5 लाख एव ं लाग ूजीएसटी के साथ स्नातकोत्तर पाठ्यक्रम म ेंप्रवेि क्षमता को बढाने हतेु प्रजत जविेषज्ञता अधार पर) के माध्यम स ेसजचव, भारतीय दन्त पररषद के नाम पर ददल्ली म ेंदये" द्वारा प्रस्ट्थाजपत दकया जाता ह।ै 11. मूल जवजनयम 20, खंड (1), ऄनुच्छेद के ऄंत म,ें एतदद्वारा जनम्नजलजखत प्रावधान को ऄन्तस्ट्थाषजपत दकया जाता ह:ै-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] बिते दक िासकीय दन्त कॉलजे ों को अवेदन/जनरीक्षण िुल्क या कॉलेज की स्ट्थापना या सीटों को बढाने या नवीनीकरण या मान्यता या अवजधक या पूव-ष पीजी/वार्भषक िुल्क म ें सजम्मजलत िल्ु क म ें स े दकसी भी प्रकार के िल्ु क स ेछूट दी जाएगी। बिते दक नए दन्त कॉलेजों की स्ट्थापना/नए ईच्च पाठ्यक्रम की स्ट्थापना/यूजी या पीजी पाठ्यक्रमों पर सीटों को केंरीय सरकार द्वारा भारतीय दन्त पररषद को एक बार पंजीकृत और ऄग्रेजषत कर ददय े जाने के ईपरांत, दकसी भी पररजस्ट्थजत म ें िुल्क वापस नहीं दकया जाएगा। 12. मूल जवजनयम 23 म,ें खंड (4) के पश्चात, तृतीय संिोधन द्वारा सजम्मजलत खंड (5) को ऄब एतद ऄन्तस्ट्थाषजपत दकया जाता ह,ै नामतः- (5) कॉलेज द्वारा ईपयुि समय पर ऄजग्रम रूप म ें यूजी/पीजी की प्रत्येक जविेषज्ञता म ें सीटों को बढाने के नवीनीकरण की ऄनुमजत के जलए जनरीक्षण िल्ु क 1.5 लाख रुपय े एव ं लागू जीएसटी की राजि दये होगी, तादक ऄगले िक्षै जणक वषष के जलए नवीनीकरण का समय पर जनरीक्षण दकया जा सके, जब तक दक सीटों की वृजि के जलए कॉलेज को मान्यता नहीं दे दी जाती ह।ै आसके ऄलावा, जनरीक्षण जतजथ स े 15 ददनों के भीतर, यदद कोइ हो तो, कॉलेज द्वारा प्रत्यके ऄनुवती ऄनुपालना सत्यापन के जलए िुल्क 1.5 लाख रुपय े एव ं लाग ू जीएसटी की राजि दये होगी। बिते दक, िासकीय दन्त कॉलेजों को छोडकर, प्रत्येक दन्त कॉलेज/संस्ट्थान/जवश्वजवद्यालय द्वारा, संबंजधत जवश्वजवद्यालय स े प्रदान की जाने वाली दकसी जविेषज्ञता म ें स्नातक या स्नातकोत्तर पाठ्यक्रम म ें सीटों की वृजि की मान्यता के प्रयोजन हते ,ु मान्यता जनरीक्षण के जलए समय-समय पर जनर्ददष्ट मान्यता िुल्क 3 लाख रुपय े एव ं लाग ू जीएसटी की राजि, और आसके ईपरांत समय-समय पर ऄनुवती जनरीक्षण/ऄनुपालना सत्यापन के जलए 1.5 लाख रुपय े एव ंलाग ू जीएसटी की राजि दये New Delhi, the 28th April, 2020 A Regulations to further amend the Principal Regulations ―Dental Council of India (Establishment of New Dental Colleges, Opening of New or Higher Course of Study or Training and Increase of Admission Capacity in Dental Colleges) Regulations, 2006‖ F. No. DE-22(14)-2019.—In exercise of the powers conferred by Section 20 of the Dentists Act, 1948, the Dental Council of India, in supersession of GOI’s letter No.V.12025/1/1998-DE dated 7.8.2008, with the approval of the Central Government, hereby makes the following Amendments to the existing principal Dental Council of India (Establishment of New Dental Colleges, Opening of New or Higher Course of Study or Training and Increase of Admission Capacity in Dental Colleges) Regulations, 2006, published in Part III, Section 4 of the Gazette of India, Extraordinary, dated 12th January, 2006 namely:–[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 5 1. Short title and commencement:– (1) These Regulations may be called the ―Dental Council of India (Establishment of New Dental Colleges, Opening of New or Higher Course of Study or Training and Increase of Admission Capacity in Dental Colleges) (14th Amendment) Regulations, 2020‖. (2) They shall come into force from the date of their publication in the Official Gazette. 2. In existing ―Dental Council of India (Establishment of New Dental Colleges, Opening of New or Higher Course of Study or Training and Increase of Admission Capacity in Dental Colleges) Regulations, 2006‖, (herein after referred to as the Principal Regulations), (a) Regulation 7, clause (1), long line 4, the word and figure ―Rs. 3 lakhs in the form of a Demand Draft/Pay Order in favour of Dental Council of India, payable at Delhi‖ is substituted by words ―Rs.9 lakhs plus GST as applicable, by Demand Draft/Pay Order/NEFT/RTGS in favour of Secretary, Dental Council of India, payable at Delhi.‖ 3. In the Principal Regulations, (b) Regulation 7, clause (1), at the end of the clause, following proviso is inserted, namely:- Provided that the Government Dental Colleges shall be exempted from any kind of fee, including fee for application/inspection either for establishment of the college or increase of seats or renewal or recognition or periodic or pre-PG / annual fee. Provided further that any scheme for establishment of new dental college / introducing new higher course / increase of seats at UG or PG level is once registered and forwarded by the Central Government to Dental Council of India, the fee shall not be refunded in any circumstances. 4. In the Principal Regulation 11, clause (2), for clause (2), the following clause is hereby substituted, namely:- (2) The application for renewal of permission shall be submitted to the Council alongwith a non-refundable fee of Rs. 1.5 lakhs plus GST as applicable from time to time, separately for each inspection or compliance verification, as a case may be, for renewal of permission, with a copy to the Central Government, six months prior to the expiry of the current academic session. The recommendation of the Council in all cases of renewal shall be made, and Central Government shall take its final decision and communicate it to the respective dental college on or before such date as may be prescribed in the time schedule as amended from time to time 5. In the Principal Regulation 11, clause (2), after first proviso, the following proviso are hereby inserted, namely:- Provided further that each and every dental college / institution / university except Government Dental Colleges for purpose of recognition of its BDS degree awarded by its affiliating university, shall pay a recognition fee of Rs.3 lakhs plus GST as applicable from time to time for recognition inspection, and Rs.1.5 lakhs plus GST as applicable from time to time, for subsequent Inspection/s. Provided further that after recognition of BDS degree u/s 10 (2) of the Dentists Act, each and every dental college / institution / university except Government Dental Colleges, shall pay every year, an annual fee of Rs. 1 lakh plus GST as applicable from time to time on or before 31st March of every year. Provided further that each and every recognized dental college shall pay fee of an amount of Rs. 1.5 lakh plus GST as applicable for its each periodic/pre-PG inspection conducted by DCI through its inspector(s) / visitor(s) either on complaint or on periodic basis or as pre-PG inspection or otherwise and for its each subsequent compliance verification, if any, shall pay fee of Rs. 1.5 lakh plus GST as applicable. In case any dental college / institution / university, after having afforded reasonable opportunities of being remitted the fee to the college, fails to pay any of the fee due to it, Dental Council of India shall make its appropriate recommendation to the Central Government, either to stop admission under 11A of the Regulation till such college / institution makes the payment to DCI or to initiate process of withdrawal recognition u/s 16A of the Dentists Act.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 6. In the Principal Regulation 14, clause (1), for clause (1), the word and figure ―Rs.2.00 lakh for each speciality in the form of a Demand Draft/Pay Order in favour of Dental Council of India, payable at Delhi’‖ is substituted by words ―Rs.4.5 lakhs plus GST as applicable, for each speciality in the form of a Demand Draft/Pay Order/NEFT/RTGS in favour of Secretary, Dental Council of India, payable at Delhi.‖ 7. In the Principal Regulations 14, clause (1), at the end of the clause, following proviso are hereby inserted, namely:- Provided that the Government Dental Colleges shall be exempted from any kind of fee, including fee for application/inspection either for establishment of the college or increase of seats or renewal or recognition or periodic or pre-PG / annual fee. Provided further that any scheme for establishment of new dental college / introducing new higher course / increase of seats at UG or PG courses is once registered and forwarded by the Central Government to Dental Council of India, the fee shall not be refunded in any circumstances. 8. In the Principal Regulation 17, clause (3), for clause (3), the following clause is hereby substituted, namely:- (3) The application for renewal of permission shall be submitted to the Council alongwith a non-refundable fee of Rs. 1.5 lakhs plus GST as applicable from time to time, separately for each inspection or compliance verification, as a case may be, for renewal of permission, with a copy to the Central Government, six months prior to the expiry of the current academic session. The recommendation of the Council in all cases of renewal shall be made, and Central Government shall take its final decision and communicate it to the respective dental college on or before such date as may be prescribed in the time schedule as amended from time to time 9. In the Principal Regulation 17, clause (3), after clause (3), the following proviso are hereby inserted, namely:- Provided further that each and every dental college / institution / university except Government Dental Colleges for purpose of recognition of PG courses in any speciality awarded by its affiliating university, shall pay a recognition fee of Rs.3 lakhs plus GST as applicable for recognition inspection, and Rs.1.5 lakhs plus GST as applicable for subsequent inspection / compliance verification. Provided further that after recognition of MDS courses u/s 10 (2) of the Dentists Act, each and every dental college / institution / university except Government Dental Colleges, shall pay every year, an annual fee of Rs.25,000, for each speciality plus GST as applicable on or before 31st March of every year. Provided further that no annual fee shall be applicable to PG diploma course. Provided further that each and every recognized dental college shall pay fee of an amount of Rs. 1.5 lakh plus GST as applicable for its each periodic/pre-PG inspection conducted by DCI through its inspector(s) / visitor(s) either on complaint or on periodic basis or as pre-PG inspection or otherwise and for its each subsequent compliance verification, if any, shall pay fee of Rs. 1.5 lakh plus GST as applicable from time to time. 10. In the Principal Regulation 20, clause (1), for clause (1), the word and figure ―Rs.2.00 lakh (Rs.2.00 lakh per speciality in case of increase of admission capacity in postgraduate courses) in the form of Demand Draft/Pay Order in favour of Dental Council of India, payable at Delhi’‖ is substituted by words ―application fee of Rs.4.50 lakh plus GST as applicable (Rs.4.50 lakh plus GST (as applicable) per speciality in case of increase of admission capacity in postgraduate courses) in the form of Demand Draft/Pay Order/NEFT/RTGS in favour of Dental Council of India, payable at Delhi.‖ 11. In the Principal Regulations 20, clause (1), at the end of the clause, following proviso is inserted, namely:-[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 7 Provided that the Government Dental Colleges shall be exempted from any kind of fee included fee for application/inspection either for establishment of the college or increase of seats or renewal or recognition or periodic or pre-PG / annual fee. Provided further that any scheme for establishment of new dental college/introducing new higher course/increase of seats at UG or PG courses is once registered and forwarded by the Central Government to Dental Council of India, the fee shall not be refunded in any circumstances. 12. In the Principal Regulation 23, after clause (4), inserted by 3rd Amendment, a clause (5) is hereby inserted, namely:- (5) The college shall pay inspection fee of Rs. 1.5 lakhs plus GST as applicable for renewal of permission for increase of seats for UG/for each PG speciality well in advance at appropriate time, so as to timely conduct the inspection for renewal for next academic year till the college is recognized for increase of seats. Further the college shall pay Rs. 1.5 lakhs plus GST as applicable for each subsequent compliance verification, if any, within 15 days from the date of inspection. Provided further that each and every dental college / institution / university except Government Dental Colleges for purpose of recognition with increase of seats either at UG or at PG courses in any speciality awarded by its affiliating university, shall pay a recognition fee of Rs.3 lakhs plus GST as applicable for recognition inspection, and Rs.1.5 lakhs plus GST as applicable for subsequent inspection / compliance verification.
