New Delhi, the 20th November, 2020
The National Highways Authority of India (Recruitment, Seniority and Promotion) Third Amendment
Regulations, 2020.
No.11012/248/2015-Admn.— In exercise of the powers conferred by section 35 read with section 9 of the
National Highways Authority of India Act, 1988 (68 of 1988), the National Highways Authority of India hereby
makes the following regulations further to amend the National Highways Authority of India (Recruitment, Seniority
and Promotion) Regulations, 1996, namely.—
1. Short title and commencement.— (1) These regulations may be called the National Highways Authority of India
(Recruitment, Seniority and Promotion) Third Amendment Regulations, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule to the principal regulations, the following note shall be substituted, namely.-
Note I- Wherever the deputation is prescribed as a mode of recruitment in Column-5 or Column-8 of the Schedules,
the period of deputation prescribed in Column 8 thereof shall be substituted, namely .-
The period of deputation including the period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organization/ department shall ordinarily be 3 years
which may be extended for another 01 year with the approval of Chairman, NHAI. Further extension beyond
4th year and up to a maximum of 10 years shall be with the approval of the Ministry of Road Transport and
Highways subject to satisfactory performance. For posts below GM level, the period of deputation beyond 03
years may be extended for another 02 years with the approval of Chairman, NHAI. Further extension beyond
5th year and up to a maximum of 10 years shall be with the approval of the Ministry of Road Transport and
Highways subject to satisfactory performance.
Provided that the tenure in respect of officers of CES (Roads) on deputation to NHAI shall be regulated in
terms of DoPT OM No. No. 61812009-Estt. (Pay II) dated 17.6.2010, as amended from time to time.
