जनम्नजलजखत जिजनयम बनाता ह,ै अथाचत ् :—
1. संजिप्त िीर्कच और प्रारभभ.—(1) इन जिजनयमों को भारतीय जिमानपत्तन प्राजधकरण (ग्राउंड हडैं ललगं
सर्िचसेज़), जद्वतीय संिोधन, जिजनयम, 2020 कहा िाएगा।
(2) य ेरािपत्र म ेंअपने प्रकािन की तारीख से लागू होंगे।
2. भारतीय जिमानपत्तन प्राजधकरण (ग्राउंड हडैं ललंग सर्िचसेज़) जिजनयम 2018, के जिजनयम 3 म,ें —
(i) उप जिजनयम (2) म,ें "जसजिल एंक्लेव्स" िब्िों के जलए "जसजिल एंक्लेिस" िब्िों को प्रजतस्ट्थाजपत दकया
िाएगा;
(ii) उप जिजनयम (2) के बाि, जनम्नजलजखत परंतुक िोड़ा िाएगा, अथाचत ,् :—
"बिते दक, सुरिा कायों सजहत सेल्फ हडैं ललगं संबंधी सभपूण च कायों को दकसी भी िेि की ऐसी नाजमत
एयरलाइन द्वारा करने की अनुमजत िी िायेगी जिसका भारत के साथ जद्वपिीय िायु पररिहन करार
अथिा िायु सेिाएं करार हो। जद्वपिीय करार के तहत पॉइंट ऑफ कॉल के रूप म ें करार के दकसी एक

खण्ड म,ें नाजमत एयरलाइन्स को सेिा हते ु उपलब्ध भारत म ें रिा एयरपोटों के जसजिल एंक्लेिों को छोड़
कर दकसी भी एयरपोटच पर सेल्फ हडैं ललगं की अनुमजत िी गई हो, साथ ही नागर जिमानन मत्रं ालय द्वारा
समय समय पर तैयार दकए गए अजतररि सरु िा उपायों के अनुपालन तथा उनको नागर जिमानन सुरिा
ब्यरू ो की जनगरानी के तहत कायाचजन्ित दकया गया हो"।
(iii) उप-जिजनयम (3) में, कोष्ठक और अंक "उप-जिजनयम (2);" िब्िों के जलए; कोष्ठक और अंक "उप-जिजनयम (2):"
िब्िों को प्रजतस्ट्थाजपत दकया िाएगा;
(iv) उप-जिजनयम (3) के बाि, जनम्नजलजखत परंतुक िोड़ा िाएगा, अथातच ,् :—
"बिते दक, दकसी भी िेि की नाजमत कागो एयरलाइन (एयरलाइन्स), जिसके/जिनके भारत के साथ
जद्वपिीय िायु पररिहन करार अथिा िायु सेिाएं करार हो, द्वारा भी सुरिा कायों को दकया िा सकता
ह।ै ऐसे करार के दकसी एक खण्ड म,ें नाजमत एयरलाइन्स को, सेल्फ हजैं डललगं की अनुमजत भी इस ितच के
साथ प्रिान की गई हो दक िह समय -समय पर नागर जिमानन मंत्रालय द्वारा बनाए गए तथा नागर
जिमानन सुरिा ब्यरू ो की जनगरानी मे कायाचजन्ित अजतररि सरु िा उपायों को भी लागू करेंग"े ।

NOTIFICATION
New Delhi, the 6th March, 2020
F. No. AAI/OPS/707/GHR.—In exercise of the powers conferred by section 42 of the
Airports Authority of India Act, 1994 (55 of 1994), the Airports Authority of India with the previous
approval of the Central Government hereby makes the following regulations to amend the Airports
Authority of India (Ground Handling Services) Regulations, 2018, namely:—
1. Short title and commencement.—(1) These regulations may be called the Airports Authority
of India (Ground Handling Services) Second Amendment, Regulations, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Airports Authority of India (Ground Handling Services) Regulation, 2018, in regulation 3,—
(i) in the sub- regulation (2), for the words “civil enclaves;” The words “civil enclaves:” shall
be substituted;
(ii) after sub-regulation (2), the following proviso shall be inserted, namely,:—
“Provided that, the full self-handling, including security functions, shall be allowed to be
undertaken by the designated airline of a country having a bilateral Air Transport Agreement
or Air Services Agreement with India containing a clause permitting self-handling by the
designated airlines, at any airport in India available to such airline(s) as a point of call under
the bilateral Agreement, except at civil enclaves of defence airports, subject to the condition
of compliance with additional security measures as may be made by the Ministry of Civil
Aviation from time to time and implemented under oversight of Bureau of Civil Aviation
Security”;
(iii) in the sub- regulation (3), for the words, brackets and figure “sub- regulation (2);” the words,

(iv) after sub- regulation (3), the following proviso shall be inserted, namely,:—
“Provided that, the security functions may also be undertaken by the designated cargo
airline(s) of a country having a bilateral Air Transport Agreement or Air Services
Agreement with India containing a clause permitting self-handling by the designated
airlines, subject to the condition of compliance with additional security measures as may be
made by the Ministry of Civil Aviation from time to time and implemented under oversight
of Bureau of Civil Aviation Security.”
