ए.60011/34/2016/एचआरपीसी.— भारतीय जिमानपत्तन प्राजधकरण अजधजनयम, 1994 (1994 का 55) की धारा 42 की उपधारा(2) के खडं (बी) के साथ पठित उपधारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए, भारतीय जिमानपत्तन प्राजधकरण, केन्द्र सरकार के अनुमोिन से, एतिद्वारा भारतीय जिमानपत्तन प्राजधकरण (भती एिं पिोन्नजत) जिजनयम, 2020 में संिोधन करने के जलए जनम्नजलजखत जिजनयम बनाता ह,ै अथाात:् - 1. सजं िप्त िीर्का और प्रारम्भ : 1.1 इन्द्ह ेंभारतीय जिमानपत्तन प्राजधकरण (भती एिं पिोन्नजत) संिोधन जिजनयम, 2026 कहा िाएगा। 1.2 य ेजिजनयम सरकारी रािपत्र में उनके प्रकािन की जतजथ स ेप्रिृत्त होंगे। 1036 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. भारतीय जिमानपत्तन प्राजधकरण (भती एि ं पिोन्नजत) जिजनयम, 2020 (जिसे आग े ‘उि जिजनयम’ कहा गया ह)ै के जिजनयम 6 के उप‑जिजनयम 6.1 के खंड (i) म,ें जिद्यमान ठिप्पणी को ठिप्पणी‑1 के रूप म ें पुनः संखयांदकत दकया िाएगा और इस प्रकार पुनः संखयांदकत ठिप्पणी‑1 के पश्चात जनम्नजलजखत ठिप्पणी िोडी िाएगी, अथाात्— “ठिप्पणी 2: िायु यातायात जनयंत्रक संिगा तथा संचार दिक्चालन और जनगरानी संिग ा में ई-3 और ई-6 स्ट्तर पर कोई सीधी भती नहीं की िाएगी। 3. उि जिजनयमों के जिजनयम 8 म,ें- (ए) खडं (iv) के स्ट्थान पर, जनम्नजलजखत खडं प्रजतस्ट्थाजपत दकया िाएगा, अथाात:् - “(iv) (ए) कजनष्ठ कायापालक (ई‑1 स्ट्तर/ग्रडे ) के पि पर उन जिभागों म ें भती हते ु, िहााँ पात्रता मानिंड इंिीजनयररंग स्नातक ह,ै जिसम ें सूचना प्रौद्योजगकी भी सजम्मजलत ह ै तथा िहा ाँ पात्रता मानिंड इंिीजनयररंग स्नातक या कंप्यूिर अनुप्रयोग म ें स्नातकोत्तर (MCA) ह,ै िैसा दक इन जिजनयमों के अनुलग्नक‑I म ें जनर्िष्टा ह,ै जपछले तीन िर्ों के ग्रेिुएि एप्िीट्यूड िेस्ट्ि इन इंिीजनयररंग (GATE) म ें उत्तीणा अभ्यर्थायों से जबना दकसी न्द्यूनतम अहता ा अंक जनधााठरत दकए, आिेिन आमंजत्रत दकए िाएंग,े तथा चयन आिेिक अभ्यर्थायों के गेि (GATE) अंकों के आधार पर तैयार की गई मेठरि सूची के अनुसार दकया िाएगा। (बी) अन्द्य जिभागों म ें कजनष्ठ कायापालक (ई-1 स्ट्तर/ग्रेड) में भती के संबंध म,ें िहााँ पात्रता मानिंड अजभयांजत्रकी स्नातक के अलािा कुछ और ह,ै चयन प्राजधकरण द्वारा आयोजित ऑनलाइन परीिा म ेंप्राप्त मेठरि के आधार पर दकया िाएगा।”; (बी) खंड (v) के पश्चात, जनम्नजलजखत खडं सजम्मजलत दकए िाएंगे, अथाात्: - “(vi) कजनष्ठ कायापालक (ई-1 स्ट्तर/ग्रडे ) के पि हते ु जिभागीय परीिाओं के संबंध म ें सभी जिभागों म ें जलजखत परीिा के जलए एक समान भारांक मानिडं अपनाया िाएगा, अथाात जिर्य-संबंजधत 50% और सामान्द्य ज्ञान 50%। (vii) दिव्ांग व्जियों को समय-समय पर लागू काननू के अनुसार समान अिसर प्रिान दकया िाएगा। (viii) कजनष्ठ सहायक (अजग्निमन सेिा) (एनई-4) के पि पर सीधी भती के जलए, जलजखत परीिा का स्ट्तर नीच े िी गई ताजलका के अनुसार होगा: - ताजलका बेजसक अंकगजणत 25 अंक 10िीं किा के स्ट्तर का बेजसक जिज्ञान 25 अंक प्रारंजभक अंग्रेिी / व्ाकरण 25 अंक सामान्द्य ज्ञान 25 अंक 12 िीं किा के स्ट्तर का कुल 100 अंक सामान्द्य श्रेणी के अभ्यर्थायों हते ु न्द्यूनतम उत्तीणाांक 100 में से 50 होंगे तथा अनुसूजचत िाजत और अनुसूजचत िनिाजत श्रेणी के अभ्यर्थायों के जलए 100 में स े 40 होंग ेऔर जलजखत परीिा की अिजध िो घंिे होगी।”;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 4. उि जिजनयमों म,ें जिजनयम 10 म,ें जिजनयम 10 के स्ट्थान पर जनम्नजलजखत जिजनयम प्रजतस्ट्थाजपत दकया िाएगा, अथाात:् “10 आय:ु प्रत्येक पि के जलए अजधकतम आय ु – सीमा 'सीधी भती' के जलए जनधााठरत सीमा से अजधक नहीं होगी और इन जिजनयमों में ऐसा कोई भी प्रािधान नहीं होगा िो अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछडा िगों, पूि ा सैजनकों और अन्द्य जििेर् श्रेजणयों के व्जियों को केंर सरकार द्वारा समय-समय पर इस संबधं में िारी आिेिों के अनुसार दिए िाने िाल े आरिण, आय ुसीमा म ें छूि और अन्द्य ठरयायतों को प्रभाजित करे : परंतु यह दक जिभागीय कमाचाठरयों को पचास िर्ा की आय ु तक जिजभन्न जिभागीय परीिाओं म ें सजम्मजलत होने की अनुमजत िी िाएगी और सीधी भती में सजम्मजलत होने के जलए जिभागीय अभ्यर्थायों को आय-ु सीमा म ें अजधकतम िस िर्ा की छूि िी िाएगी। 10.1 िल्ु क : सीधी भती के जलए िुल्क समय-समय पर इस सबं ंध में दकए गए जनधाारण के अनुसार िेय होगा: परंतु यह दक अनुसूजचत िाजत और अनुसूजचत िनिाजत श्रणे ी से संबजन्द्धत अभ्यथी , दिव्ांगिन, मजहला अभ्यथी तथा भारत सरकार द्वारा समय-समय पर प्रिान की गई अन्द्य छूिों के अंतगात आने िाल ेअभ्यथी, िुल्क के भुगतान से मिु होंगे। 10.1.1 िो प्रजिि ु भारतीय जिमानपत्तन प्राजधकरण म ें प्रजििु अजधजनयम, 1961 (1961 का 52) के अनुसार एक िर् ा का प्रजििुता प्रजििण सफलतापूिका पूरा कर चुके हैं, उन्द्ह ें भारतीय जिमानपत्तन प्राजधकरण में सीधी भती के जलए अपेजित आिेिन िल्ु क िमा करन े स े छूि िी िाएगी, बित े ि े संबंजधत भती जिज्ञापन म ें उजल्लजखत अन्द्य सभी आिश्यकताओं की पूर्ता करत े हों।” 5. उि जिजनयमों म,ें जिजनयम 13 के अतं गता , उप-जिजनयम 13.1 म,ें खडं (ii) का लोप दकया िाएगा। 6. उि जिजनयमों म,ें जिजनयम 15 म,ें - (ए) उप-जिजनयम 15.2 के बाि, जनम्नजलजखत उप-जिजनयम सजम्मजलत दकए िाएगं े, अथाात्: - “15.2.1 पूि ा सैजनकों तथा दिव्ांग पूिा सैजनकों और युद्ध में िहीि हुए रिा सेिा कर्मायों के आजश्रतों के जलए आरजित पिों की संखया का उल्लेख, जनगजमत मुखयालय के स्ट्थापना अनुभाग सजहत िेत्रों द्वारा िारी दकए िाने िाल े जिज्ञापनों म ें दकया िाएगा और उन्द्ह ेंइस संबंध में िारी दििाजनिेिों के अनुसार भरा िाएगा। 15.2.2 अजग्निमन सेिा संबधं ी पि के जलए जिज्ञापन िते े समय अहका जचदकत्सा िांच संबंधी जिजनिेिों, िारीठरक सहनिजि परीिण का क्रम तथा अपेजित प्रकार के ड्राइविंग लाइसेंस धारक होने की आिश्यकता को जििेर् रूप स े अजधसूजचत दकया िाएगा।"; (बी) उप-जिजनयम 15.7 के स्ट्थान पर, जनम्नजलजखत उप-जिजनयम को प्रजतस्ट्थाजपत दकया िाएगा, अथाता ्: -4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “15.7 सीधी भती और 25% जिभागीय परीिा (डीई) कोिा के अतं गता ठरजियों को भरन े के जलए जिचार दकए िान े िाल े अभ्यर्थायों की संखया, सामान्द्यतः भरी िाने िाली ठरजियों की संखया स े पााँच गुना होगी और िहााँ ऐस े अभ्यर्थायों की संखया भरी िान े िाली ठरजियों की संखया के पााँच गुना स े कम ह,ै िहा ाँ चयन सजमजत सभी अहता ा प्राप्त अभ्यर्थायों पर जिचार करेगी। हालााँदक, िहााँ सीधी भती स े भरे िान े िाली ठरजियााँ सीजमत हों (10 तक) और आिेिन करने िाल े तथा जनधााठरत मानिडं ों को पूरा करने िाल े अभ्यर्थायों की संखया अजधक हो, िहा ाँ अभ्यर्थायों को बुलाए िान े के मानिंड सिम प्राजधकारी द्वारा जनधााठरत दकए िाएंगे। 15.7.1 समय-सीमा को कम करने के उद्देश्य से, प्रारम्भ में ठरजियों की संखया से िोगुने अभ्यर्थायों को बुलाया िाएगा और अंजतम पठरणाम घोजर्त दकया िाएगा। अपूण ा रह गई ठरजियों, यदि कोई हो, को भरने के जलए, आिश्यकता के अनुसार पााँच गनु ा की सम्पूण ा सीमा के भीतर से अभ्यर्थायों को बलु ाया िा सकेगा । यह प्रािधान अजग्निमन सेिा तथा उन अन्द्य भर्तायों पर लागू नहीं होगा िहााँ कंप्यूिर आधाठरत परीिा के बाि सािात्कार अजनिाया ह।ै इसी प्रकार, िस्ट्तािेि सत्यापन के जलए बुलाए िाने िाले अभ्यर्थायों की संखया ठरजियों की संखया से पााँच गुना तक होगी। हालांदक, समय-सीमा को कम करन े के जलए प्रारम्भ में ठरजियों की संखया से िोगुन े अभ्यर्थायों को बुलाया िाएगा। यदि इसके पश्चात भी ठरजियााँ अपूण ा रह िाती ह,ैं तो प्रचजलत जनििे ों का समुजचत अनुपालन करत े हुए पााँच गुना की सम्पूण ा सीमा के अंिर, आिश्यकता के अनुसार अभ्यर्थया ों को बुलाया िा सकेगा।"; (सी) उप-जिजनयम 15.8 के स्ट्थान पर, जनम्नजलजखत उप-जिजनयम को प्रजतस्ट्थाजपत दकया िाएगा, अथाता ्:- “15.8 अलग-अलग पिों (सीधी भती और जिभागीय परीिा) के जलए जलजखत या प्रजतयोगी परीिा म ें अहका अंक सामान्द्य और अन्द्य जपछडा िगा के अभ्यर्थायों के जलए 50% और अनसु ूजचत िाजत या अनुसूजचत िनिाजत के अभ्यर्थायों के जलए 40% होंगे। बेंचमाका दिव्ांगता िाले अभ्यर्थायों के संबंध में, उनकी श्रेणी (अनारजित या अन्द्य जपछडा िग ा या अनुसूजचत िाजत या अनुसूजचत िनिाजत) पर जिचार दकए जबना, जलजखत या प्रजतयोगी परीिा म ें अहका अंक 40% होंगे। यह प्रािधान भारतीय जिमानपत्तन प्राजधकरण में संबजन्द्धत पि (पिों) पर जनयुजि के जलए ऐस े अभ्यथी की उपयिु ता पर जनभार करेगा।” 7. उि जिजनयमों म,ें जिजनयम 36 के स्ट्थान पर, जनम्नजलजखत जिजनयम प्रजतस्ट्थाजपत दकया िाएगा, अथाता ्: “36. छूि िने े की िजि: िहा ाँ प्राजधकरण को लगता ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहााँ िह केंर सरकार की पूिा स्ट्िीकृजत से, जलजखत रूप में कारण अजभलेजखत करते हुए दकसी भी िगा या श्रेणी के व्जियों या पिों के संबंध म ें इन जिजनयमों के दकसी भी प्रािधान म ेंछूि ि ेसकता ह।ै ”; 8. उि जिजनयमों म,ें अनुलग्नक-I म,ें - (ए) क्रमांक 1, 3, 4, 8, 10 और 19 के सामने उनसे संबंजधत प्रजिजष्टयों के स्ट्थान पर, जनम्नजलजखत क्रमांक और प्रजिजष्टयााँ क्रमिः प्रजतस्ट्थाजपत की िाएगाँ ी, अथाात:् -[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 "क्रम जिभाग अहता ा सखं या 1 िायु यातायात जनयंत्रक (एिीसी) दकसी मान्द्यता प्राप्त जिश्वजिद्यालय से भौजतकी एिं गजणत जिर्यों सजहत जिज्ञान में तीन िर्ा की स्नातक जडग्री (बैचलर इन साइंस) या दकसी मान्द्यता प्राप्त जिश्वजिद्यालय से दकसी भी जिर्य में अजभयांजत्रकी (इंिीजनयररंग) या प्रौद्योजगकी (िेक्नोलॉिी) में स्नातक जडग्री। (ठिप्पणी 1: भौजतकी एिं गजणत उनके दकसी एक सेमेस्ट्िर के पाठ्यक्रम में जिर्य के रूप में होने चाजहए)। ठिप्पणी 2: अभ्यर्थायों को 10+2 किा के स्ट्तर के अनुसार अाँग्रेिी में बोलने और जलखने में न्द्यूनतम ििता होनी चाजहए (अभ्यथी ने 10िीं या 12िीं किा में अाँग्रेिी को एक जिर्य के रूप उत्तीणा दकया हो)। 3 जसजिल जसजिल अजभयांजत्रकी (इंिीजनयररंग) या प्रौद्योजगकी (िेक्नोलॉिी) में स्नातक जडग्री। ठिप्पणी: जिभागीय परीिा के मामले में, जसजिल अजभयांजत्रकी में जडप्लोमा धारक कमाचारी जिनके पास संबंजधत िेत्र में कम से कम 05 िर्ा का अनुभि ह ै तथा िो कम से कम िठरष्ठ सहायक (एनई-6) (जसजिल) के स्ट्तर पर हों, पात्र होंगे। अनुभि तथा िठरष्ठ सहायक (एनई- 6) के स्ट्तर पर होने की िता उन कमाचाठरयों पर लाग ू नहीं होगी जिनके पास जसजिल अजभयांजत्रकी (इंिीजनयररंग) या प्रौद्योजगकी (िेक्नोलॉिी) में स्नातक जडग्री हो। 4 जिद्युत जिद्युत (इलेजक्रकल) अजभयांजत्रकी (इंिीजनयररंग) या प्रौद्योजगकी (िेक्नोलॉिी) में स्नातक जडग्री। ठिप्पणी: जिभागीय परीिा के मामले में, जिद्युत (इलेजक्रकल) अजभयांजत्रकी में जडप्लोमा धारक कमाचारी जिनके पास संबंजधत िेत्र में कम से कम 05 िर् ा का अनुभि हो तथा िो कम से कम िठरष्ठ सहायक (एनई-6) (इलेजक्रकल) के स्ट्तर पर हों, पात्र होंगे। अनुभि तथा िठरष्ठ सहायक (एनई-6) के स्ट्तर पर होने की िता उन कमाचाठरयों पर लागू नहीं होगी जिनके पास जिद्यतु अजभयाजं त्रकी (इंिीजनयररंग) या प्रौद्योजगकी (िेक्नोलॉिी) में स्नातक जडग्री ह।ै 8 कागो जिज्ञान में स्नातक और जबिनेस एडजमजनस्ट्रेिन में िो िर् ा की अिजध की स्नातकोत्तर जडग्री; अथिा अजभयांजत्रकी (इंिीजनयररंग) अथिा प्रौद्योजगकी (िेक्नोलॉिी) में स्नातक जडग्री । 10 जित्त जित्त में जििेर्ज्ञता सजहत जबिनेस एडजमजनस्ट्रेिन में स्नातकोत्तर जडग्री या जित्त में जििेर्ज्ञता सजहत प्रबंधन में स्नातकोत्तर जडप्लोमा या कॉस्ट्ि अकाउंिेंि या चािाडा अकाउंिेंि या चािाडा फाइनेंजियल एनाजलस्ट्ि। 19 सिेिण और मानजचत्रण जसजिल अजभयांजत्रकी (इंिीजनयररंग) या प्रौद्योजगकी (िेक्नोलॉिी) में6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] स्नातक जडग्री या भूगोल में जिज्ञान स्नातकोत्तर या ठरमोि सेंवसंग और भौगोजलक सूचना प्रणाली में स्नातकोत्तर या जियो-इन्द्फॉमेठिक्स में स्नातकोत्तर या जियोमैठिक्स में स्नातकोत्तर” (बी) ताजलका के अिं र, "अंकों का प्रजतित" िीर्ाक िाल े अनुच्छेि 1 के स्ट्थान पर, जनम्नजलजखत अनुच्छेि को प्रजतस्ट्थाजपत दकया िाएगा, अथाात:् - "1. अंकों का प्रजतित: न्द्यनू तम उत्तीणाांक :- ठिप्पणी: (i) जडग्री या जडप्लोमा या प्रमाण पात्र या मेंबरजिप परीिा, भारत म ें केंर या राज्य जिधानमंडल के दकसी अजधजनयम द्वारा स्ट्थाजपत दकसी भी जिश्वजिद्यालय या संसि के दकसी अजधजनयम द्वारा स्ट्थाजपत अन्द्य ििै जणक संस्ट्थानों स े या जिश्वजिद्यालय अनुिान आयोग अजधजनयम, 1956 की धारा 3 के अधीन जिश्वजिद्यालय माने गए (डीम्ड जिश्वजिद्यालय) संस्ट्थान से प्राप्त होनी चाजहए । (ii) िहां लागू हो, जिश्वजिद्यालय अनुिान आयोग द्वारा मान्द्यताप्राप्त जिश्वजिद्यालय या अजखल भारतीय तकनीकी जििा पठरर्ि द्वारा अनुमोदित पाठ्यक्रमों के अंतगात मुि और िरू स्ट्थ जििा के माध्यम स े प्राप्त जडग्री या जडप्लोमा (िैसा भी मामला हो), भारतीय जिमानपत्तन प्राजधकरण में सीधी भती के प्रयोिनाथा मान्द्य होंगे।"; (सी) अनुच्छेि 2 के स्ट्थान पर, जनम्नजलजखत अनुच्छेि को प्रजतस्ट्थाजपत दकया िाएगा, अथाात:् - "अनभु ि: (i) कजनष्ठ कायापालक (ई-1 स्ट्तर/ग्रडे ) के पि पर सीधी भती के जलए कोई अनुभि अजनिाया नहीं ह ै (रािभार्ा के कजनष्ठ कायापालक (ई-1 स्ट्तर/ग्रडे ) के पि को छोडकर)। (ii) प्रबंधक (ई-3 स्ट्तर/ग्रडे ) के पि पर सीधी भती के जलए पि से संबंजधत तीन िर्ा का अहता ा पश्चात काया अनुभि। (iii) उप महाप्रबंधक (ई-6) के पि पर सीधी भती के जलए पि से संबंजधत आि िर् ा का अहता ा पश्चात काया अनुभि (जिसम ें प्राजधकरण के िठरष्ठ प्रबंधक (ई-4 स्ट्तर/ग्रडे ) या उससे ऊपर के स्ट्तर/ग्रडे पर चार िर् ा की सेिा िाजमल होगी)। स्ट्पष्टीकरण: 1. केंर या राज्य सरकार या सािािजनक ित्रे के उपक्रमों या बड े जनिी ित्रे के सगं िनों या संस्ट्थानों या प्रजतजष्ठत कंपनी स े प्राप्त अनुभि; 2. बड े जनिी ित्रे के सगं िनों या संस्ट्थानों या प्रजतजष्ठत कंपनी म ें जनम्नजलजखत म ेंस े कोई भी िाजमल होगा: (ए) सूचीबद्ध कंपजनयााँ (जिसका अजभप्राय निे नल स्ट्िॉक एक्सचेंि या बॉम्बे स्ट्िॉक एक्सचेंि के ग्रुप ‘ए’ या ‘बी’ म ें सूचीबद्ध कंपजनयों से ह ै) - अनुभि के िर्ों के अनुरूप ।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 (बी) ऐसे संगिन या सस्ट्ं थान या कंपजनयों स े प्राप्त अनुभि जिनम ें 250 स े ज़्यािा कमाचारी कंपनी के जलए काम करत े हों, जिसम ें संजििा आधार पर आपूर्ता की गई िनिजि िाजमल नहीं ह ैं- अनुभि के िर्ों के अनरूु प । (सी) ऐसे संगिन या संस्ट्थान या कंपजनयों स े प्राप्त अनुभि जिनका संबजन्द्धत जित्तीय िर्ों में िार्र्ाक कारोबार 250 करोड रुपय े स े ज़्यािा ह ै (अनुभि के िर्ों के अनरूु प)। बडी जिजध फमों म ें ऐसी जिजध फम ा िाजमल होंगी जिनका संबजन्द्धत जित्तीय िर्ों म ें िार्र्ाक कारोबार 10 करोड रुपय े स ेज़्यािा ह ै(अनुभि के िर्ों के अनुरूप)। (डी) ई-6 स्ट्तर पर सीधी भती के जलए (िहां प्राजधकरण के समान िेतनमान का अनुपालन नहीं दकया िा रहा हो), संबंजधत जिज्ञापन िर् ा के िौरान भारतीय जिमानपत्तन प्राजधकरण के िठरष्ठ प्रबंधक (ई-4) के प्रारजम्भक मूल In the Airports Authority of India (Recruitment and Promotion) Regulations, 2020 (hereinafter referred to as the said Regulations), in regulation 6, in sub-regulation 6.1, in clause (i), the Note shall be renumbered as Note 1, thereof and after Note 1, as so renumbered, the following Note shall be inserted, namely: - “Note 2: No direct recruitment in Air Traffic Control cadre and Communication Navigation and Surveillance cadre in E-3 and E-6 level shall be made.” 3. In the said Regulations, in regulation 8, - (A) for clause (iv), the following clause shall be substituted, namely: - “(iv)(a) For recruitment in Junior Executive (E-1 Level/ Grade) for the discipline where eligibility criteria is Engineering graduate including Information Technology discipline where eligibility criteria is Engineering graduate or Masters in Computer Application in accordance with Annexure-I of these Regulations, applications shall be invited from Graduate Aptitude Test in Engineering qualified candidates with score of last three years without fixing any minimum qualifying criteria and selection will be made as per merit list prepared based on Graduate Aptitude Test in Engineering score of applied candidates. (b) In respect of recruitment at Junior Executive (E-1 Level/ Grade) in other disciplines, where eligibility requirement is other than the Engineering graduate, selection shall be made on the basis of merit in the online examination conducted by Authority.”; (B) after clause (v), the following clauses shall be inserted, namely: - “(vi) Equal weightage criteria for written examination i.e. 50% for subject related and 50% for general knowledge shall be adopted across all disciplines with respect to departmental examinations for the post of Junior Executive (E-1 Level/Grade). (vii) Equal opportunity shall be provided for persons with disabilities in accordance with the law for the time being in force.; (viii) For direct recruitment to the post of Junior Assistant (Fire Services) (NE-4), the level for written examination shall be as per table below: - Table Basic Arithmetic 25 marks 10th standard level Basic Science 25 marks Elementary English / Grammar 25 marks General Knowledge 25 marks 12th standard level Total 100 marks The minimum passing marks shall be 50 out of 100 for General category candidates and 40 out of 100 for Scheduled Caste and Scheduled Tribe category candidates and the time duration for written examination shall be two hours.”[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17 4. In the said Regulations, in regulation 10, for regulation 10, the following regulation shall be substituted, namely: - “10 Age: The maximum age- limit for each post shall not exceed as provided in the ‘direct recruitment’ and nothing in these regulations shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard: Provided that the departmental employees shall be allowed up to fifty years of age to appear in various departmental examinations and age relaxation of maximum ten years shall be extended to departmental candidates for appearing in direct recruitment. 10.1 Fee: Fee shall be payable for direct recruitment as specified in this behalf from time to time: Provided that the candidates belonging to Scheduled Caste and Scheduled Tribe categories, Persons with Disability, Women candidates and other relaxations provided by Government of India from time to time shall be exempted from payment of fees. 10.1.1 Those apprentices who have successfully completed one year of Apprenticeship Training in Airports Authority of India, as per the Apprentices Act, 1961 (52 of 1961) shall be exempted for submitting application fees required for direct recruitment in Airports Authority of India subject to fulfilment of other requirements stipulated in the respective recruitment advertisement.” 5. In the said Regulations, in regulation 13, in sub-regulation 13.1, for clause (ii) shall be omitted. 6. In the said Regulations, in regulation 15, - (A) after sub-regulation 15.2, the following sub-regulations shall be inserted, namely: - “15.2.1 The number of posts reserved for Ex-Servicemen as well as disabled Ex- Servicemen and dependents on defence servicemen killed in action shall be indicated in the advertisement being issued by the Regions including Establishment at Corporate Headquarters and to fill up the same as per guidelines, in the matter. 15.2.2 The specifications for qualifying medical tests, sequence of physical endurance test and requirement of possessing the type of driving license shall be specifically notified while advertising for the post in Fire Services.”; (B) for sub-regulation 15.7, the following sub-regulation shall be substituted, namely: - “15.7 The number of candidates to be considered for filling up the vacancies by direct recruitment and 25% Departmental Examination (DE) quota will normally be five times the number of vacancies to be filled and where the numbers of such candidates are less than five times the vacancies to be filled, all the qualified candidates shall be considered by the Selection Committee. However, where the vacancies are limited (upto 10) to be filled by direct recruitment and the number of candidates who apply and fulfil the prescribed criteria are more, the criteria for calling of candidates shall be decided by the Competent Authority. 15.7.1 To squeeze time line, initially candidates shall be called two times of the number of vacancies and final result would be declared. To fill unfilled vacancies, if any, candidates may be called as per requirements from overall five times. This shall not be applicable in case of Fire Services and the other recruitments where interviews are mandatory after Computer Based Test. Likewise, the number of candidates to be called for document verification will be up to five times the number of vacancies. However, to squeeze timeline, initially candidates shall be called two times of the number of vacancies. In case vacancies still remain unfilled candidates may be called from overall up to five times from number of vacancies as per the requirement, duly following as per the extant instructions.”; (C) for sub-regulation 15.8, the following sub-regulation shall be substituted, namely: - “15.8 The qualification marks in the written or competitive exam for various posts (DR & DE) shall be 50% marks for General and Other Backward Class candidates and 40% marks for Scheduled Category or Scheduled Tribe candidates. In respect of candidates with Benchmark Disabilities, irrespective of their category (Unreserved or Other Backward Class or Scheduled Caste or Scheduled Tribe), the qualifying marks in written or competitive exam shall be 40%. This is subjected to fitness of such candidate for appointment to the post (s) in Airports Authority of India.”18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 7. In said Regulations, for regulation 36, the following regulation shall be substituted, namely:- “36. POWER TO RELAX: Where the Authority is of the opinion that it is necessary or expedient to do so, it may by order for reasons to be recorded in writing, relax any of the provisions of these Regulations with respect to any class or category of persons or posts with the prior approval of Central Government.” 8. In said Regulations, in Annexure-I, - (A) against the Sl. Nos. 1, 3, 4, 8, 10 and 19 entries relating thereto, the following Sl Nos. and entries shall respectively be substituted, namely: - "Sl. No. Department Qualification 1 Air Traffic Control (ATC) Bachelor degree of three years in science (Bachelors in science) with Physics and Mathematics from Recognised University or Bachelor degree in Engineering or Technology in any discipline from Recognised University. (Note 1: Physics and mathematics should be subjects in any one of their semesters’ curriculums). Note 2: The candidates shall have minimum proficiency in both spoken and written English of the level of 10+2 standard (the candidate shall have passed English as one of the subjects in 10th or 12th standard). 3 Civil Bachelor’s Degree in Engineering or Technology in Civil. Note: In case of departmental examination, employees possessing Diploma in Civil Engineering with minimum 05 years of experience in the relevant field and should at least be at the level of Senior Assistant (NE-6) (Civil). The condition of experience and being at the level of Senior Assistant (NE-6) will not apply for those employees who are possessing Bachelor’s Degree in Engineering or Technology in Civil. 4 Electrical Bachelor’s Degree in Engineering or Technology in Electrical Note: In case of departmental examination, employees possessing Diploma in Electrical Engineering with minimum 05 years of experience in the relevant field and should at least be at the level of Senior Assistant (NE-6) (Electrical). The condition of experience and being at the level of Senior Assistant (NE-6) will not apply for those employees who are possessing Bachelor’s Degree in Engineering or Technology in Electrical. 8 Cargo Graduate in Science and Master’s in Business Administration of two years’ duration; Or Bachelor’s Degree in Engineering or Technology. 10 Finance Master's in Business Administration with specialization in Finance or Post Graduate Diploma in Management with specialization in Finance or Cost Accountant or Chartered Accountant or Chartered Financial Analyst. 19 Survey & Cartography Bachelor’s Degree in Engineering or Technology in Civil or Master’s in Science in Geography or Master’s in Remote Sensing and Geographic Information Systems or Master’s in Geo-informatics or Masters in Geomatics”[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 19 (B) under the table, for paragraph 1 with heading "Percentage of Marks", following paragraph shall be substituted, namely:- "1. Percentage of Marks : Minimum Pass Marks:- Note: (i) Degree or Diploma or Certificate or Membership examination should be from any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under section 3 of the University Grants Commission Act, 1956. (ii) Degrees or Diplomas (as the case may be) acquired in Open and Distance mode from University Grants Commission recognised universities or All India Council for Technical Education approved courses, wherever applicable, shall be considered for the purpose of Direct Recruitment in Airports Authority of India."; (C) for paragraph 2, following paragraph shall be substituted, namely: - "Experience: (i) No experience is essential for direct recruitment as Junior Executive (E-1 Level/Grade) except for the post of Junior Executive (E-1 Level /Grade) of Official Language. (ii) post-qualification work experience of three years’ relevant to the post for direct recruitment to Manager (E-3 Level /Grade). (iii) post-qualification work experience of eight years’ relevant to the post (including four years’ service at Senior Manager (E-4) Level/Grade or above of Authority) for direct recruitment to the post of Deputy General Manager (E-6). Explanation: 1. Experience from the Central or State Government or Public Sector Undertakings or Large Private Sector organisations or Institutions or company of repute; 2. Large Private Sector organisations or Institutions or company of repute shall include any one of the following : - (a) Listed companies (which would mean and include companies listed on National Stock Exchange or Group A or B of Bombay Stock Exchange) - corresponding to the years of experience. (b) Experience acquired from Organisation or Institution or Companies with more than 250 employees working for the company excluding the manpower supplied on contract basis - corresponding to the years of experience. (c) Experience acquired from Organisation or Institution or Companies having an annual turnover of more than Rs. 250 crores in the financial years (corresponding to the years of experience). Large Law firms shall include such Law firm having annual turnover of more than Rs 10 crores in the financial years (corresponding to the years of experience). (d) For Direct Recruitment at E-6 level (where pay scales similar to Authority are not being followed), Cost to Company equivalent to double the initial basic pay of Senior Manager (E-4) of Airports Authority of India during the relevant advertisement year to be considered.; (D) for paragraph (4), following paragraph shall be substituted, namely: - “4. The qualification or experience prescribed in the Recruitment and Promotion Regulations which were in vogue before the issue of Order dated the 29th August, 2011, shall be followed for promotion of pre-29.08.2011 departmental candidates to various posts or grades. However, for promotion of those recruited on or after issue of the order dated 29th August, 2011, the qualification or experience requirements shall be regulated as per the qualification or experience contained in the order dated 29th August, 2011.”; (E) the paragraph (5), shall be omitted. (F) in paragraph (6), after sub-paragraph d, the following sub-paragraph shall be inserted, namely: - “e. In said Regulations, in Annexure – II, - (A) for INDUCTIONS AT NE-4, the following INDUCTIONS AT NE -4, shall be substituted, namely:- “Sl. Junior Assistant (Carpentry) CIVIL 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 5. Junior Assistant (Laboratory) CIVIL 10th pass with experience in soil testing laboratory. 6. Junior Assistant (Masonry) CIVIL 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 7. Junior Assistant (Drawing - ELECTRICAL 10th pass with Industrial Training Electrical) Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 9. Junior Assistant (Lift Operation – ELECTRICAL 10th pass with Industrial Training cum-Mechanic) Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 10. Junior Assistant (ACR) ELECTRICAL 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 11. Junior Assistant (Aerobridge) ELECTRICAL 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 12. Junior Assistant (Wireman) ELECTRICAL 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 13. Junior Assistant (Electronics) ELECTRONICS 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 14. Junior Assistant (Fire Services) FIRE Educational Qualification: 10+3 years’ approved regular Diploma in Mechanical/Automobile/Fire with pass marks or 12th Pass (Regular Study). Driving License: (i) Valid Heavy Vehicle Driving Licence; or (ii) Valid Medium Vehicle Licence issued at least one year before the date of advertisement: or (iii) Valid Light Motor Vehicle Licence issued at least two years before the date of advertisement. Note : In case of (ii) & (iii) the incumbents will be required to acquire Heavy Duty Driving License within one year of appointment before completion of their probation period. In case they fail to acquire/ obtain the Heavy Duty Driving License, their probation period will be extended for one more year in order to obtain Heavy Duty Driving License, till such time, they will not be confirmed and their increments will also be withheld. Moreover, no further extension will be granted beyond two years and their services will stand terminated. Driving Test: The driving test will be conducted on Light Motor Vehicle. Training Period: The existing training period of 16 weeks will be further extended to 18 weeks in which 02 weeks training should be exclusively meant for imparting training on maintenance and driving on Heavy Duty Vehicle. 15. Junior Assistant (Housekeeping) HK 10th Pass with one year Diploma in Sanitation or Housekeeping. 16. Junior Assistant (Patwari) LAND 10th pass 17. Junior Assistant (Surveyor) LAND 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 23 Vocational Training in related trade. 18. Junior Assistant (Upholstery) MM 10th Pass, knowledge of related trade. 19. Junior Assistant (Operator – cum- ELECTRICAL 10th pass with Industrial Training Mechanic) Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 20. Junior Assistant (Auto Electrical) MT 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 21. Junior Assistant (MT) MT 10th pass with Industrial Training Institute; or National Trade Certificate; or National Apprentice Certificate issued by National Council for Vocational Training in related trade. 22. Junior Assistant (Driver) MT Essential: 10th Pass, with valid driving licence for the last 2 years for Heavy Motor Vehicles. Candidates possessing the higher qualifications of 10+2 will be given suitable weightage. Desirable: Knowledge of local language or Hindi or English. Experience: Should have at least two years’ experience of driving heavy vehicles. Persons with additional experience of driving or operating earth moving equipment will be preferred. Eye Sight:  Distant vision of 6/6 with each eye without glasses.  Near vision N-5 with each eye with or without glasses.  (Visual evaluation is for each eye individually).  Colour vision should be normal with as determined by Ischihara charts.  Field of vision each eye should have full field of vision as determined by confrontation test. Hearing: Normal For promotion of MT driver from departmental Group ‘D’ staff shall be those employees who have two years old heavy driving licence on the date of advertisement shall be considered for departmental examination for the post of Junior Assistant (Driver). Note: For selection to the post of Junior Assistant (Engineering) – Electrical or Lift Operator or ACR or Aero Bridge Operator or Wireman or Operator – cum – mechanic in departmental examination, the qualification criteria shall be as under: th 10 Pass + Electrical Part – II (B) license subject to the condition that the Electrical part II (B) license should be obtained from the concerned State or Central Statutory Bodies or National Trade Certificate (NTC) or National Apprentice Certificate (NAC) issued by National Council for Vocational Training (NCVT).” (B) In INDUCTIONS AT NE-5, against Sl. Nos. 3, 4 and 6 and entries relating thereto, the following Sl. Nos. and entries shall respectively be substituted, namely: - "3. (Electronics) The higher qualification i.e., Bachelor’s in Technology or Engineering in the same Engineering branch can also be considered. 7. Senior FINANCE Graduate preferably Bachelors in Commerce with computer Assistant literacy test in Microsoft Office. (Accounts) 8. Senior Assistant HINDI Graduate with eighty words per minute in Hindi shorthand with (Hindi Steno) two years' experience and computer literacy test in Microsoft Office (Hindi). 15 Senior Assistant HUMAN RESOURCE Graduate with eighty words per minute in shorthand with two (Steno) MANAGEMENT years' experience and computer literacy test in Microsoft Office. 18 Senior Assistant HINDI Masters in Hindi with English as a subject at Graduation level (OL) OR Masters in English with Hindi as a subject at Graduation level. OR Masters in any subject apart from Hindi/English from a recognized University along with Hindi and English as compulsory/optional subjects at graduation level. OR Masters in any subject apart from Hindi/English from a recognized University along with Hindi and English as medium and compulsory/optional subjects or medium of examination at graduation level. Means if at graduation level Hindi is medium then English should be as compulsory/optional subject or if English is medium then Hindi should be as compulsory/optional subject. OR Graduation Degree from a recognized University along with Hindi and English as compulsory/optional subjects or any one out of both as medium of examination and other as compulsory/optional subject along with recognized Diploma/Certificate course of Hindi to English and English to Hindi Translation or two years’ experience of Hindi to English and English to Hindi Translation at Central/State government offices including Government of India Undertakings or reputed organizations.
