प्रारंभ.—(1) इन विवनयम ों ि आधार (नामाोंिन एिों अद्यतन) वितीय सोंश धन विवनयम, 2025 िहा जाएगा। (2) ये विवनयम सरिारी राजपत्र में इनिे प्रिाशन िी तारीि से प्रिृत्त ह गों े। 2. आधार (नामाोंिन एिों अद्यतन) विवनयम, 2016 (वजन्हें इसमें इसिे पश् चात् मूल विवनयम िहा गया है) में, विवनयम 27 में, उप-विवनयम (3) िे पश्चात्, वनम्नवलक्ष्यित उप-विवनयम (4) ि अोंत:स्थावपत विया जाएगा, नामतः— 5608 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] "(4) जहाों प्रावधिरण इस बात से सोंतुष्ट है वि आधार नामाोंिन िे समय या बाय मेवरिि अद्यतन िे समय प्राप्त बाय मेवरिि सूचना विसी अन्य व्यक्ष्यि िी बाय मेवरिि सूचना िे साथ वमवित है, त ऐसे आधार नोंबर िा प्रावधिरण िारा यथा वनधााररत तरीिे से ल प विया जाएगा।" 3. मूल विवनयम ोंमें, विवनयम 28 में,— (ि) उप-विवनयम (1) में, उप-िोंड (ग) िे पश्चात्, वनम्नवलक्ष्यित उप-िोंड (गि) ि अोंत:स्थावपत विया जाएगा:— "(गि) आधार नोंबर धारि पाोंच िर्ा या उससे अवधि आयु िा था, विोंतु उसिा नामाोंिन मूल बाय मेवरिि सूचना िे वबना विया गया और तत्पश्चात् बाय मेवरिि अद्यतन भी विया गया।" (ि) उप-विवनयम (1) में, उप-िोंड (ङ) िे पश्चात्, वनम्नवलक्ष्यित उप-िोंड (ङि) ि अोंतःस्थावपत विया जाएगाः— "(ङि) (i) जहाों प्रावधिरण ि विसी आधार नोंबर धारि िी मृत्यु िे सोंबोंध में सूचना प्राप्त ह ती है, वजसमें मृत व्यक्ष्यि िा आधार नोंबर, जहाों उपलब्ध ह , शावमल है, उि सूचना ि प्रावधिरण िारा यथा वनधााररत विवध में सत्यावपत विया जाएगा, और ऐसे सत्यापन ि0947 उपराोंत, आधार नोंबर ि वनक्ष्यिय विया जाएगा। (ii) सीआईडीआर में सूचना िी सतत् सरीिता सुवनवश्चत िरने िे वलए या उप-विवनयम (i) िे तहत प्राप्त आधार नोंबर धारि िी मृत्यु से सोंबोंवधत सूचना ि सत्यावपत िरने िे वलए, प्रावधिरणः अ. भारत िे महारवजस्ट्िार या जन्म और मृत्यु पोंजीिरण अवधवनयम, 1969 िे तहत वनयुि विसी राज्य िे मुख्य रवजस्ट्िार से सूचना माोंगेगा; या आ. आधार ईि वसस्ट्म में विसी अन्य सोंस्था से सूचना माोंग सिता है; या इ. विसी व्यक्ष्यि से सूचना प्राप्त िर सिता है।" (ग) उप-विवनयम (2) में, "अस्थायी रुप से" शब् ,ों िा ल प विया जाएगा। 4. मूल विवनयम ों में, विवनयम 30 में, उप-विवनयम (1) में, वितीय परोंतुि िे पश्चात्, वनम्नवलक्ष्यित परोंतुि ि अोंतःस्थावपत विया जाएगा, नामतः — "बशते यह वि विवनयम 28 िे उप-विवनयम (1) िे िोंड़ (ङि) िे तहत मृत व्यक्ष्यि िे आधार नोंबर िे वनक्ष्यियण िे मामले में इसिी आिश्यिता नही ोंह गी।"[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 5. मूल विवनयम ोंमें, अनुसूची I में, प्रपत्र V िे वलए, वनवम्नवलक्ष्यित प्रपत्र ि प्रवतस्थावपत विया जाएगा, नामतः — प्रपत्र 5: आिार नामांकन और अद्यतन (क) वनिासी भारतीय बालक/बावलका, या (ख) भारत में पते के प्रमाण िाले अवनिासी भारतीय बालक/बावलका (5 िर्ष से कम आयु) के वलए िृपया इस प्रपत्र िे नीचे वदए गए अनुदेश ोंिा अनुसरण िरें और िेिल स्पष्ट अक्षर ोंिा (6) आधार पत्र ि भारतीय डाि िे माध्यम से भरे गए पते पर भेजा जाएगा। (7) यवद बालि/बावलिा एनआरआई है और उसिे पास भारत में रहने िे पते िे वलए पीओए नही ोंहै, त िृपया प्रपत्र 6 िा उपय ग िरें। (ि) प्रस्तुत दस्तािेज ोंिे प्रिार (1) दस्तािेज िा प्रिार यूआईडीएआई िी िेबसाइर और नामाोंिन िेंि ों पर अवनिाया प्रदवशात “स्वीिाया सहायि दस्तािेज ोंिी सूची” में विवनवदाष्ट प्रिार ोंमें से ह ना चावहए। (2) मूल दस्तािेज प्रस्तुत िरना अवनिाया है। इसे एि इलेक्टिॉवनि प्रवतवलवप बनाने और मूल िे विरुद्ध सत्यावपत िरने िे बाद िापस िर वदया जाएगा। (3) एनआरआई िे वलए, िेिल िैध भारतीय पासप रा ही स्वीिाया पीओआई है। 6 एचओएफ आधाररत नामाोंिन या-पता अद्यतन िे वलए, अवतररि सूचना और प्रस्तुत दस्तािेज : (ि) एचओएफ िे ब्यौरे (1) िृपया (i) और (ii) में ज लागू ह , ब्यौरे भरें। अवनिाया (2) िृपया (iii) में, ज लागू ह , िेिल एि पर सही (✔) िा वनशान लगाएों। (3) िृपया (iv) में ज लागू ह , ब्यौरे भरें। (4) िृपया (v) में, ज लागू ह , सही (✔) िा वनशान लगाएों। (5) एचओएफ-आधाररत नामाोंिन या जनसाोंक्ष्यख्यिीय सूचना अद्यतन िे वलए, एचओएफ 18 िर्ा या अवधि आयु िा और बालि/बावलिा िी माता, वपता या िानूनी सरोंक्षि ह ना चावहए। (ि) प्रस्तुत सोंबोंध िा प्रमाण (1) दस्तािेज िा प्रिार यूआईडीएआई िी िेबसाइर और नामाोंिन िेंि ों पर अवनिाया (पीओआर) दस्तािेज िा प्रदवशात “स्वीिाया सहायि दस्तािेज ोंिी सूची” में विवनवदाष्ट प्रिार ोंमें से ह ना प्रिार चावहए। (2) मूल दस्तािेज प्रस्तुत िरना अवनिाया है। इसे एि इलेक्टिॉवनि प्रवतवलवप बनाने और मूल िे विरुद्ध सत्यावपत िरने िे बाद िापस िर वदया जाएगा। 7 अद्यतन िे वलए, अवतररि सूचना: (ि) बालि/बावलिा िा आधार िृपया जैसा लागू ह , ब्यौरे भरें। अवनिाया नोंबर (ि) अद्यतीिृत िी जाने िाली िृपया एि या अवधि, ज भी लागू ह , पर सही िा वनशान (✔) लगाएूँ। अवनिाया सूचना नामांकन कें द्र पर नामांकन और अद्यतन सेिाओ ंके वलए फीस क्र.सं. सेिा फीस 1. नामाोंिन वन:शुल्क 2. बाय मेवरिि सूचना (फ र , अोंगुवलय ोंिी छाप और आइररस) िा (ि) यवद 5 से 7 No. HQ-16021/2/2021-EU-II-HQ (E-6538).—In exercise of the powers conferred by sub-sections (1) and (2) of section 54 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the Unique Identification Authority of India hereby makes the following regulations to further amend the Aadhaar (Enrolment and Update) Regulations, 2016, namely:— 1. Short title and commencement.—(1) These regulations may be called the Aadhaar (Enrolment and Update) Second Amendment Regulations, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Aadhaar (Enrolment and Update) Regulations, 2016 (hereinafter referred to as the principal regulations), in regulation 27, a sub-regulation (4) shall be inserted after sub-regulation (3), namely:— “(4) Where the Authority is satisfied that the biometric information captured at the time of enrolment for Aadhaar or at the time of biometric update, is mixed with the biometric information of another individual, such Aadhaar number shall be omitted in the manner as specified by the Authority.” 3. In the principal regulations, in regulation 28,— (a) in sub-regulation (1), a sub-clause (ca) shall be inserted after sub-clause (c), namely:— “(ca) Aadhaar number holder was aged five years or above but was enrolled without capturing core biometric information and later biometric update has also been carried out.” (b) in sub-regulation (1), a sub-clause (ea) shall be inserted after sub-clause (e), namely:— “(ea) (i) Where the Authority receives information regarding the death of an Aadhaar number holder including the Aadhaar number of the deceased individual, wherever available, the said information shall be verified in a manner as prescribed by the Authority, and upon such verification, the Aadhaar number shall be deactivated. (ii) In order to ensure continued accuracy of information in the CIDR or to verify the information pertaining to the death of the Aadhar number holder received under sub-regulation (i), the Authority: A. shall seek information from the Registrar General of India or Chief Registrar for a State appointed under the Registration of Births and Deaths Act, 1969; or B. may seek information from any other entity in the Aadhaar ecosystem; or C. may receive information from any individual.” (c) in sub-regulation (2), the word “temporarily”, wherever it occurs, shall be omitted. 4.
