L.-33004/99 सी.जी.-डी.एल.-अ.-20082025-265560 xxxGIDHxxx CG-DL-E-20082025-265560 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 578] नई दिल्ली, बुधिार, अगस्ट्त 20, 2025/श्रािण 29, 1947 No. 578] NEW DELHI, WEDNESDAY, AUGUST 20, 2025/SHRAVANA 29, 1947 भारतीय जिजिष्ट पहचान प्राजधकरण अजधसचू ना नई दिल्ली, 20 अगस्ट्त, 2025 फा. स.ं एचक्य-ू 13073/1/2020-ऑथ.II-एचक्य ू भाग(1)/कंप्यटू र नबं र 12972(ई).—आधार (जित्तीय और अन्य सहाजयदकयों, प्रसजु िधाओं और सेिाओं का लजययत पररिान) अजधजनयम, 2016 (2016 का 18) की धारा 54 की उप-धारा (1) और (2) के तहत प्रित्त िजियों का प्रयोग करत ेहुए, भारतीय जिजिष्ट पहचान प्राजधकरण एतद्द्वारा आधार (अजधप्रमाणन के पालन हते ु फीस का भुगतान) जिजनयम, 2023 में संिोधन के जलए जनम्नजलजखत जिजनयम बनाता है, नामत:— 1. सजं िप्त नाम और प्रारंभ.—(1) इन जिजनयमों को आधार (अजधप्रमाणन के पालन हते ु फीस का भुगतान) संिोधन जिजनयम, 2025 कहा िाएगा। (2) य ेजिजनयम सरकारी रािपत्र में इनके प्रकािन की तारीख से प्रिृत्त होंगे। 2. मूल जिजनयमों म,ें जिजनयम 3 में, जनम्नजलजखत संिोधन दकया िाएगा, नामत:— 2.1 जिजनयम 3 के उप-जिजनयम 2 के पश्चात ्उप-जिजनयम 2क को िाजमल करें— 5552 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] िहां पूिव में प्रस्ट्ततु दकए गए दकसी आधार नंबर, ऐसे आधार नबंर के लोप या जनजरियण या ऐसे जनजरिय दकए गए आधार नंबर के पनुः सदिय दकए िान ेपर, का तत्पश्चात ्लोप या जनजरियण या पुनः सदिय होना हुआ ह,ै के संबंध में अद्यतीकरण की जस्ट्थजत सजहत अजधप्रमाणन करने के जलए अनुरोधकताव संस्ट्था द्वारा प्राजधकरण के साथ कोई समझौता ज्ञापन या करार दकया गया ह,ै आधार नंबर का अजधप्रमाणन करने के संबंध म ेंप्राजधकरण द्वारा बनाए गए जिजनयमों के अनुसार ऐस ेअद्यतीकरण के रूप म ेंदकसी प्रजतदिया के जलए, ऐस ेप्रत्येक अद्यतीकरण के जलए अनुरोधकता वसंस्ट्था को उप-जिजनयम (2) म ेंजिजनर्िवष्ट फीस प्रभायव होगीः परन्त ुयह दक ऐसी कोई फीस नहीं ली िाएगी, िहा ंअनरुोधकता वसस्ट्ंथा प्राजधकरण को ऐसी सचू ना प्रिान करती ह ैिो आधार नबंर के जनजरियण के जलए प्रासजंगक ह।ै परन्त ुऔर यह दक, िहां ऐसा अद्यतीकरण सीआईडीआर म ेंआधार नंबर धारकों की सूचना के अनरुिण करने, सीआईडीआर म ेंसतत िुद्धता के जलए, उनके ितवमान ब्यौरों को अद्यतीकृत करन,े आधार नबंरों की सूचना का प्रसस्ट्ंकरण करन ेऔर सीआईडीआर में िांच करन ेसजहत, प्राजधकरण के कृत्यों के जनरपािन और िजियों के प्रयोग के जहतों में हो, प्राजधकरण, आिेि द्वारा, ऐसी फीस को ऐसी सीमा तक अजधत्यजित कर सकेगा िैसी दक ऐसे आिेि में जिजनर्िवष्ट की िाए। 2.2 जिजनयम 3 के उप-जिजनयम 3 को इस प्रकार पढा िाए— उप-जिजनयमों (1), (2) और (2क) ................................................ म ेंजिजनर्िवष्ट फीस। 2.3 उप-जिजनयम 4 का लोप दकया गया। 2.4 उप-जिजनयम 5 का लोप दकया गया। संिीि यािि, जनिेिक [जिज्ञापन-III/4/असा./311/2025-26] नोट : मूल जिजनयम भारत का रािपत्र, भाग III, खंड 4, दिनाकं 29 जसतंबर, 2023 (3 अिूबर, 2023 को प्रकाजित) की अजधसूचना संख्या एचक्यू-13073/1/2020-ऑथ.II.एचक्यू(ई) के द्वारा प्रकाजित दकए गए और उसके पश्चात ् संिोजधत जिजनयम दिनांक 31 िनिरी 2024 की अजधसूचना संख्या एचक्य-ू 13073/1/2020-ऑथ.II.एचक्यू(ई) द्वारा अजधसूजचत दकए गए।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 UNIQUE IDENTIFICATION AUTHORITY OF INDIA NOTIFICATION New Delhi, the 20th August, 2025 F. No. 12972(E).—In exercise of the powers conferred by sub-sections (1) and (2) of section 54 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the Unique Identification Authority of India hereby makes the following regulations to amend the Aadhaar (Payment of Fees for Performance of Authentication) Regulations, 2023, namely:— 1. Short title and commencement.—(1) These regulations may be called the Aadhaar (Payment of Fees for Performance of Authentication) Amendment Regulations, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the principal regulations, in regulation 3, the following shall be amended, namely— 2.1 add sub-regulation 2A of after sub-regulation 2 of regulation 3 as – Where a requesting entity has entered into a Memorandum of Understanding or agreement with the Authority for performing authentication with update regarding the status as to whether any Aadhaar number previously submitted has been subsequently omitted or deactivated or re- activated, for any response subsequently made by the Authority by way of such update in respect of performance of authentication of Aadhaar numbers, a fee as specified in sub regulation (2) shall be chargeable to such requesting entity for every such update: Provided that no such fee shall be charged, where the requesting entity provides such information to the Authority which is relevant for deactivation of Aadhaar numbers. Provided further that the Authority may, where such update is in the interests of performance of its functions and exercise of its powers, including the maintenance of information of Aadhaar number holders in CIDR, updating of their current details for continued accuracy in CIDR, processing of information of Aadhaar numbers and inquiry into CIDR, by order, waive such fee, to such extent as such order may specify”. 2.2 sub-regulation 3 of regulation 3 may be read as – The fee specified in sub-regulations (1), (2) and (2A) ……………… 2.3 sub-regulation 4 omitted. 2.4 sub-regulation 5 omitted.
