Subject: Mandatory Source Nodal Office Authorization for Inter-Sector
Shifting (ISS) and Exit Requests for Government Sector Subscribers-reg
This is in reference to PFRDA Circular No: PFRDA/2022/39/SUP-CRA/14 dated
22.12.2022 which states that authorization of Inter Sector Shifting (ISS) requests
by the source Nodal Office is not required after retirement/superannuation in the
Government Sector and PSU/PSB Corporate Subscriber segments.
2. To ensure robust control and oversight in the processing of subscriber exit and
sector shifting requests, it has been decided that source Nodal Office authorization
shall be mandatory in all cases of cessation of relationship between the subscriber
and the Government/Government employer, including inter-sector shifting.
3. This requirement shall apply uniformly across all segments within the
Government sector, including Central and State Governments, and government-
owned entities registered as corporates, irrespective of the subscriber’s date of
retirement or superannuation.
4. Accordingly, the relevant provision under PFRDA Circular No:
PFRDA/2022/39/SUP-CRA/14 dated 22.12.2022, which exempted such
authorization post-superannuation, stands modified to reflect the revised
procedure.
5. PoPs servicing employees of PSUs / PSBs / any entity under the ownership and
control of Government, under NPS Corporate Sector Model shall ensure that any
request of such subscriber leading to cessation of relationship between subscriber
and the concerned PSU/PSB (i.e. any kind of Exit or ISS) shall be processed only
with due consent from the concerned employer, by obtaining appropriate
documentation/communication confirming such cessation of employment.
6. This circular shall be effective immediately.

सुतनतित करने के तलए र्ह तनणगर् तलर्ा र्र्ा है तक इंटर सेक्टर तिस्थटंर् सतहत अतभदाता और सरकार/सरकारी
तनर्ोक्ता के बीच संबंिो ंकी समास्थि के सभी मामलो ंमें स्रोत नोडल कार्ागलर् की प्रातिकृ तत अतनवार्ग होर्ी।
3. र्ह आवश्यकता कें द्र और राज्य सरकारो ंऔर कॉपोरेट के रूप में पंजीकृ त सरकारी स्वातमत्व वाली संिाओ ं
सतहत सरकारी क्षेत्र के सभी खंडो ं में अतभदाता की सेवातनवृति र्ा अतिवतषगता की तारीख की अपेक्षा तकए तबना
समान रूप से लार्ू होर्ी।
4. तदनुसार, पीएफआरडीए पररपत्र संख्या : पीएफआरडीए/2022/39/एसर्ूपी-सीआरए/14 तदनांक
22.12.2022 के अंतर्गत प्रासंतर्क प्राविानो ं में, तजसमें ऐसी प्रातिकृ तत को सेवातनवृति के बाद छू ट दी र्ई थी,
संिोतित प्रतिर्ा को दिागने के तलए संिोिन तकर्ा र्र्ा है।
5. एनपीएस कॉपोरेट क्षेत्र मॉडल के अंतर्गत पीएसर्ू/पीएसबी/सरकार के स्वातमत्व और तनर्ंत्रण के अंतर्गत तकसी
भी संिा के पीओपी सतवगतसंर् कमगचाररर्ो ंको र्ह सुतनतित करना होर्ा तक ऐसे अतभदाता के तकसी भी अनुरोि
को तजसके कारण अतभदाता और संबंतित पीएसर्ू/पीएसबी के बीच संबंि की समास्थि हो रही हो (अथागत तकसी भी
प्रकार की तनकासी र्ा आईएसएस) को के वल संबंतित तनर्ोक्ता से उतचत सहमतत, तजसमें इस तरह के रोजर्ार की
समास्थि की पुति करने वाला उपर्ुक्त दिावेज/संचार िातमल है, के साथ ही संसातित तकर्ा जाए ।
