From Sri M.Balajee, Former Section Officer, now CTO, letter dated.nil. *** ORDER: In cancellation of the orders issued in the G.O.3rd cited, the Government hereby accord sanction for an amount of Rs.50,000/- (Rupees fifty thousand only) to Smt.M.Premaleela, Section Officer, Energy Department for purchase of personal computer Under Article 230 of A.P. Financial Code Volume.I. 2. The sanction is accorded in para-1 above is subject to the following conditions. i) that the personal computer shall be purchased with in one month from the date on which advance is drawn, failing which the full amount of advance drawn together with interest shall be refunded to the Government. No extension of time for completion of the transaction will ordinarily be allowed. He shall make himself sure about the availability of the personal computer in the market before he draws the advance. ii) that if the actual price paid for the personal computer is less than the advance drawn, the balance shall be refunded to the Government forthwith. He shall also produce stamped receipt in token of having purchased the computer; iii) that the personal computer shall be insured against loss or damage by fire or accident with in one month from the date of the purchase. 3. The advance sanctioned shall be recovered in 100 monthly installments ie. @ Rs.500/- and interest in 10 months thereafter commencing from the following month of amount drawn. The recovery of the first installment of the advance sanctioned above will commence from the salary for the month of April 2012 payable on 01.05.2012. 4. The agreement and surety bond in form 13-c of A.P.F.C. Volume-I etc have been obtained from the individual and recorded in office. 5. It is certified that the advance for the purchase of personal computer sanctioned is for the first time and the officer has not drawn any such advance previously. (P.T.O)::2:: 6. Interest @ 5.5 % per annum shall be levied on the advance. 7. The penal interest at 1.5 times to the normal rate shall be collected from the loanee, if she fails to utilize the amount for the purpose to which it is sanctioned and if she fails to complete other formalities within the period stipulated in the rules. 8. The expenditure shall be debited to the Head of Account “7610- Loans to Government Servants – MH 204 – Advance for purchase of personal computers – SH – 12 – Advance for purchase for personal computers – 001 – Advance for purchase of Personal Computers. 9. The Energy (Claims) Department are requested to draw and disburse the amount to the individual. 10. This order does not require the concurrence of the Finance Department.
