Department for Women Children Disabled & Senior Citizens – Enhancement of
Marriage Incentive Awards for marriages between Persons with Disabilities
and normal persons from Rs. 10,000/- to Rs. 50,000/- Certain Comprehensive
Guidelines for sanction and disbursement to the individuals – Orders – Issued.

O R D E R:
In the G.O. 4th read above, orders were issued enhancing the amount
of Marriage Incentive Award from Rs.10,000/- to Rs.50,000/- for the
Marriages between differently abled persons and normal persons from the
date of issue of this orders.
2. The Director, Disabled Welfare, Hyderabad has sent Comprehensive
Guidelines and Application Form for sanction and disbursement of Marriage
Incentive Awards and requested for approval of the same.
3. After careful consideration of the matter, Government have decided to
issue the Comprehensive Guidelines in Annexure – I and Application Formate
of ( A ), ( B ) and ( C ) in Annexure – II for the Marriages between Persons
with Disabilities and normal persons.
4. The Director, Department for the Welfare of Disabled and Senior
Citizens, Hyderabad is requested to follow the above guidelines scrupulously
while sanction the marriage incentive awards for marriages between Persons
with Disabilities and normal persons.
5. The Guidelines will be comes into force from the date of issue of the
G.O.Ms.No.34, Department for Women Children Disabled and Senior Citizens,
Dt: 22.07.2011.
6. The Commissioner/Director, Welfare of Disabilities and Senior Citizens,
Hyderabad shall facilitate online applications disposed thereof and monitory
etc., for which purpose the Annexures may be appropriately modified.

1ANNEXURE – I
1. Comprehensive Guidelines for sanction of Incentive Award for
Marriage between Person with Disability and Normal Person.
(a) Government issued orders for sanction of Incentive Award for the
marriage between Person with Disability (PwDs) and normal person,
irrespective of category of the handicap so as to mainstream the Persons
with Disabilities in the society and enable them to lead a normal life and
also to encourage the normal person to marry the Person with Disability.
With the intention of providing timely incentives on time to genuine
persons, to avoid misutilisation of such Incentive and to streamline
sanction, drawal and disbursement of incentives, the Government hereby
prescribe the following comprehensive guidelines for sanction of marriage
incentive award for marriage between PwDs and normal person in
respect of all the cases from now onwards, including pending cases:
2. Eligibility:
(a) Cash incentive award can be given to either of the spouse with disability
if a normal person marries a Person with Disability. Either of spouse
should have not availed the incentive award under this scheme earlier.
(b) The bridegroom and the bride must have completed 21 years and 18
years of age respectively at the time of the marriage.
3. Definition of Persons with Disabilities:
(a) Definitions of Persons with Disabilities and categories for the purpose of
Incentive Award shall be as stipulated in the G.O.Ms.No.31, Department
for Women, Children, Disabled & Senior Citizens (DW),dt.1.12.2009
with it’s amendments/ modifications from time to time read with the
Persons with Disabilities Act.
4. Application Form:
(a) The Assistant Director, Welfare of Disabled and Senior Citizens shall
make available online the application form apart from making them at
Offices of Assistant Directors, Disabled Welfare at district headquarters
available to the Persons with Disabilities. A application form is enclosed
in Ann-I.
(b) In respect of pending applications, if any of the information in prescribed
proforma is found to be missing the same shall be obtained from the
applicant immediately.
5. Time Limit for Submission of Application:
(a) The application in the prescribed form either online or hard copy should
be submitted to the concerned Assistant Director, Welfare of Disabled &
Sr. Citizens in the District where the couple is residing within one year
from the date of marriage who shall given an online or acknowledgement
in hard copy as case may be within 3 days giving number to the
applicants.
6. Filling up of Application Forms and Enclosures:
(A) Eligible Couple shall apply in the prescribed format for Incentive
award along with self attested copies of the following certificates:
i) Disability Certificate Issued by District Medical Board as notified by
the Government.
2(ii) Marriage Registration Certificate issued by the competent
registration authority of marriages.
(iii) Three Post Card Size Joint Photograph of the couple self attested
(iv) Residential certificate issued by the Tahsildar or Residential Proof
(Ration Card/ Aadhaar Card)
7. Registration of Application;-
(a) The Assistant Director, Disabled Welfare Department on receipt
of filled in applications in full shape along with required
certificates shall Cause -
(i) it’s essential details to be entered in the Record of Marriage
Incentive Awards and a computer generated common seniority
number shall be assigned irrespective of category of the
disability.
(ii) Computer generated acknowledgement be given, to the
applicant or his authorized representative in case of hand
delivery, and its dispatch by post in other cases and the
acknowledgement shall specify, inter alia, the seniority number
and date of receipt of the application.
8. Preliminary Scrutiny of the application;-
(a) On receipt of an application under Incentive Award the Assistant
Director, Disabled Welfare shall satisfy him/herself that the
application is complete and in case where the Assistant Director
finds any lacunae in the application, he/she shall direct the
applicant within 3 days from the receipt of the application to
rectify such lacunae within a reasonable time limit. Such
incomplete applications should not be assigned Seniority
number.
(b) On receipt of the prescribed application in full shape, the
Assistant Director shall forward the application to the concerned
Verification Officer within three working days from the date of
receipt of the application.
9. Verification:
(a) Tahsildars are designated as Verification officers for the purpose of
Marriage Incentive Awards.
(b) On receipt of the application from the Assistant Director the
Verification Officer shall undertake physical verification of the
couple, certificates and other relevant details. The Verification
Officer shall inform the date of the verification to the couple in
advance.
(c) The couple shall be physically present on date of visit of the
Verification Officer along with required original certificates and
with other details.
(d) Verification Officer shall (i) verify identity of applicant (ii) shall
verify the disability of persons with reference to the disability
certificate, (iii) the fact of marriage or otherwise (iv) whether such
marriage is first marriage or whether applicant or spouse has
availed same benefit earlier or not
(e) After verification of the genuineness of the application the
Verification officer shall forward the report along with application
to the Assistant Director within 20 days from the receipt of the
application.
310. Sanction and Disbursement of Marriage Incentive Award
(a) The Collector & District Magistrate shall be the sanctioning
authority for Marriage Incentive Award.
(b) The Assistant Director shall ensure that either spouse should not
have availed the incentive award under this scheme in the
District or any other district in the State.
(c) Sanctions shall be accorded strictly following the common
Disability Seniority.
(d) On receipt of the verification report and application form the
Verification Officer, the Assistant Director after thorough scrutiny
with reference to the guidelines and other relevant rules shall
submit proposal for Marriage Incentive Award to Collector &
District Magistrate for approval.
(e) The District Collector shall satisfy himself and accord sanction
subject availability of budget.
(f) Copy of the sanction order of Marriage Incentive Award by
District Collector shall be marked to the concerned Verification
Officer for information, applicant and Assistant Director, Disabled
Welfare apart from uploading the same.
(g) The amount of Marriage Incentive Award shall be disbursed to
the Couple through account payee cheque in the name spouse
with disability. Joint Photograph of the couple attested by the
Gazetted Officer shall be pasted on the acquittance register for
proper identification.
(h) The names of couple who are sanctioned Marriage Incentive
Awards sanctioned shall be displayed on the web-site of the
District and State Department of Disabled & Senior Citizens
Welfare along with scanned Joint Photograph of the Couple.
(i) If rejected, the reasons thereof shall be intimated to the
applicant by the Assistant Director, Disabled & Senior
Citizens Welfare.
11. Review by District Collector:
The District Collector shall review periodically with the Assistant
Director, Disabled Welfare and the Verification Officers and other
Departments to ensure that the objective of the scheme is fully
achieved and to sort out problems if any.
12. Action for fraudulently availing any benefit meant for Persons
with Disabilities:
Those who fraudulently avail or attempt even after having availed once
the same benefit shall be punishable with imprisonment for a term
which may extend to two years or with fine which may extend to twenty
thousand rupees or with both as prescribed under Section 69 of Persons
with Disabilities Act, 1995. In such cases, the Assistant Director, who is
the sanctioning authority shall initiate action accordingly, besides
recovery of disbursed amount with 12% interest.
