Read the following: 1. G.O.Ms.No.80, Social Welfare ( PCR ) Department, Dated: 03.12.2010. 2. G.O.Rt.No.504, Social Welfare (PCR) Department , Dated: 25.06.2011. 3. G.O.Ms.No.53, Social Welfare (PCR) Department, Dated: 8.8.2011. 4. From the Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, Lr.No.H1/570/2009, Dated: 19.4.2011. - - - ORDER: In the Government Order 1st read above, orders have been issued constituting a One Man Commission headed by Hon’ble Justice V. Raghunadha Rao, District and Sessions Judge (Retired) to study the Problems being faced by the Children of Joginies, Mathangis, Devadasis & Basavi etc., to make recommendations to the Government for betterment of their living conditions. 2. In the Government Order 2nd read above, orders were issued according Administrative sanction to the Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, for an amount of Rs.54,14,000/- (Rupees Fifty Four Lakhs and Fourteen Thousands only ) to meet the expenditure of the One Man Commission as additional funds in relaxation of Treasury Control Orders and Quarterly Regulation orders subject to obtaining supplementary grants during the current financial year 2011-12 at appropriate time under the Head of Account shown in the said Government Order. 3. In the Government Order 3rd read above, orders were issued sanctioning an amount of Rs. 70,000/- per month as consolidated salary to Justice V. Raghunatha Rao, Head of the One Man Commission, in addition to House Rent Allowance and Vehicle to be taken on hiring for an amount not exceeding Rs. 18,000/- p.m. and a residential Telephone during his period as the Head of the One Man Commission to study the problems being faced by the Children of Joginies etc., 4. In the reference 4th read above, the Commissioner of Social Welfare, Andhra Pradesh, Hyderabad, has furnished the terms and conditions, Pay & Perks, Accommodation, Mobility, Secretarial Assistance, Communication facilities etc., of the One Man Commission to Government and requested to issue orders in the matter alongwith Budget to provide infrastructural facilities and other facilities to the Commission to appoint the staff on deputation / outsourcing basis for smooth functioning of the Commission. Contd.-2- 5. Government after careful examination of the matter, hereby accord permission to Commissioner of Social Welfare, Andhra Pradesh, Hyderabad to fix the following terms & conditions providing other facilities as well as to outsource the Secretarial Assistance (Staff) as per the need of the One Man Commission, Andhra Pradesh, Hyderabad subject to condition that there is no additional expenditure is involved in the current Financial Year to look after the problems being faced by the Children of Joginies, Mathangis, Devadasis & Basavi and to make recommendations to the Government for betterment of their living conditions on Outsourcing basis through an approved agency:- I. TERMS OF REFERENCES: 1. The Commission shall assess all aspects and review the magnitude of the problems being faced by the Joginies and the Children of the Joginies ( Mathangies, Devadasies and Basavis ) throughout the State of the Andhra Pradesh. 2. The Commission shall also make field assessment to ascertain whether the system of dedication of young girls as was done in the past is still in vogue or whether it is seized to exist. 3. The Commission will suggest a suitable plan of action for the prevention of the system of Joginies ( Mathangies, Devadasies and Basavis ) and also suggest a suitable rehabilitation strategy for the Joginies and their children, covering all aspects of their lives, namely Social, Cultural, Economical, Educational etc., 4. The Commission may also suggest suitable strategy for main streaming Joginies and similar groups in public life. 5. The Commission may also evaluate the effect of the rehabilitation measures already extended by Government and Non Government Organisations to the Joginies and similar groups in the State. 6. The Commission shall complete it’s Enquiry and submit it’s report to the State Government within a period of 1 year and 9 Months from the date of assumption of charge. 7. The term of the Commission is 1 year 9 months. II. Pay & Perks: Government have already been issued orders in the Government Orders 2nd and 3rd read above in this regard. III. Accommodation: The One Man Commission shall function at Room Nos. 529,530 and 532 in the premises of the Vice Chairman & Managing Director, A.P. Scheduled Castes Co-op. Finance Corporation Limited, 5th Floor, Damodaram Sanjeevaiah Sankshema Bhavan, Masab Tank, Hyderabad. IV. Mobility: Government have already been issued orders in the G.O. 3rd read above in this regard. Contd.-3- V. Secretarial Assistance: 1. Field Staff 2 Through Outsourcing Agency 2. Office Subordinates/ 3 Through Outsourcing Agency Attenders 3. Data Entry operators 2 Through Outsourcing Agency 4. Stenographer 1 Through Outsourcing Agency ------ 8 ------ VI. Communication facilities: Government have already been issued orders in the G.Os.2nd & 3rd read above towards providing Vehicle, Utility Payments for Telephone and Internet. 6. The Commissioner of Social Welfare, Andhra Pradesh is directed to take necessary action accordingly to recruit the staff through Outsourcing Agency as per the need of the One Man Commission. 7. This order issues with the concurence of Finance (SMPC) Department, vide their U.O.No.25689-D/211/A2/SMPC.II/11, dated: 18.1.2012. 8.
