Shri Saptagiri Sankar Ulaka: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of habitations still lack all-weather road access under Pradhan Mantri Gram Sadak Yojana/Road Connectivity Project for Left Wing Extremism Affected Areas (PMGSY) /RCPLWEA and works sanctioned, in progress and completed with bridge gaps in Koraput and Rayagada; (b) the details of person-days and assets created (check-dams, land development, plantations) under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) during the last three years including watershed/forestry convergence; and (c) the timelines to complete pending works in remote Scheduled- Area GPs and the reasons for delay? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): Pradhan Mantri Gram Sadak Yojana (PMGSY) is being implemented by the Government of India since the year 2000 as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of the designated population as laid out in the program guidelines. Under PMGSY-I, a total of 1,159 eligible unconnected habitations were sanctioned for connectivity in Koraput district. Out of these, 1,157 habitations have already been connected with all-weather roads. In Rayagada district, all 862 eligible unconnected habitations have already been connected with all-weather roads. States/UTs wise, details of habitations sanctioned, connected and balance may be accessed at programme website Page 1 of 9https://pmgsy.dord.gov.in/ ->Progress Monitoring->Habitation Coverage Report. Under the new vertical PMGSY-IV State has submitted proposal of 287 roads with 1,701.84 km length which is under consideration of the Ministry. Out of these, 23 roads (32 km) covering 24 habitations belong to Koraput district, and 274 roads (552 km) covering 311 habitations belong to Rayagada district. Details of works sanctioned, completed and balance under various verticals of the PMGSY in the district of Koraput and Rayagada of Odisha are given at Annexure-I. (b): As per Schedule I of Mahatma Gandhi NREGA Section 4 (3), Para 4 (1), I. Category: A: Public works relating to Natural Resource Management: IV: Category: D: Rural Infrastructure, (ii) Providing all- weather rural road connectivity to unconnected villages & border area and to connect identified rural production centres to the existing pucca road network; and construction of pucca internal roads or streets including side drains and culverts within a village are permissible activities. The details of rural connectivity works taken up under Mahatma Gandhi NREGS in the district of Koraput and Rayagada in the state of Odisha is given at Annexure-II &III. The details of Person days generated in the districts of Rayagada & Koraput during current year FY 2025-26 (as on 20th March 2026) is given at Annexure-IV & V. The category wise works taken up in the district of Rayagada & Koraput during current FY 2025-26 is given at Annexure-VI & VII. (c): The timeline for completion of PMGSY-I and RCPLWEA has been extended up to March 2027. Under PM-JANMAN, Road connectivity component, the targeted to Particularly Vulnerable Tribal Groups (PVTGs) with a target of 8000 kms. Under this vertical, road connectivity to eligible habitations with population up to 100 is being provided. The timeline for completion of construction under PM-JANMAN is March 2028.
