SHRI KARTI P CHIDAMBARAM: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the total fund allocated and utilised under the Khelo India Scheme (KIS) during the last three years and the current year; (b) whether the Government has assessed India’s preparedness for upcoming international sporting events; (c) the total number of athletes receiving Target Olympic Podium Scheme (TOPS) assistance; (d) whether any steps have been taken/being taken by the Government to address governance concerns in National Sports Federations and if so, the details thereof; and (e) the initiatives undertaken by the Government to promote sports infrastructure in rural areas? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [ DR. MANSUKH MANDAVIYA ] (a) The details of funds allocated and expenditure incurred under Khelo India Scheme, during the last three years and the current year are as under: (₹ in crore) Financial Year Funds allocated Expenditure incurred 2025-26 700.00 695.48 (as on 28.02.2026) 2024-25 746.54 620.75 2023-24 880.00 872.20 2022-23 600.00 596.39 Page 1 of 3(b) The Government continuously assesses India’s preparedness for upcoming international sporting events through structured mechanisms implemented by the Ministry of Youth Affairs and Sports in coordination with the Sports Authority of India and the concerned National Sports Federations. Under the Target Olympic Podium Scheme (TOPS), elite athletes with high medal potential are provided comprehensive support including international training, competition exposure, coaching, sports science services and specialized equipment. The Mission Olympic Cell periodically reviews athletes’ training and performance to ensure optimal preparation. (c) A total of 328 athletes have received assistance under the Target Olympic Podium Scheme (TOPS) in the current financial year. (d) Governance of National Sports Federations (NSFs) has been regulated in terms of the provision of the National Sports Development Code of India, 2011 (“Sports Code’’). The Ministry ensured that recognised NSFs abide by the basic and cardinal principles, such as age & tenure restrictions in respect of office bearers of the NSFs, conduct of fair and transparent elections, protection of athletes’ interests, etc. The Government insisted on observance of the provisions of the Sports Code by the NSFs to maintain their recognition on year-to-year basis. Wherever any such violations were noticed, necessary action including suspension, non-renewal of annual recognition and withdrawal of recognition was taken. National Sports Governance Act, 2025 has been enacted with the objective of promoting transparency, accountability, ethical practices and good governance in sports bodies, ensuring the welfare of sportspersons, and providing for effective and time-bound resolution of sports-related disputes, in consonance with the Olympic Charter, the Paralympic Charter and international best practices. Select provisions of the said Act have been notified with effect from 01.01.2026. With the enactment of the National Sports Governance Act, 2025, governance of National Sports Bodies will now be governed by the provisions of the Act and the rules and regulations framed thereunder. (e) ‘Sports’ being a State subject, the responsibility of development of sports, including promotion of sports infrastructure in rural areas, rests primarily with the respective State/Union Territory Governments. The Union Government only supplement their efforts by bridging critical Page 2 of 3gaps. However, the Khelo India Scheme and National Sports Development Fund (NSDF), implemented by this Ministry, under which financial assistance for development of sports infrastructure is provided are demand-driven schemes.
