Parliament Question: AMRUT mission and smart city mission in Rajasthan

O.I.H. GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3424 ANSWERED ON 23/03/2026 AMRUT MISSION AND SMART CITY MISSION IN RAJASTHAN 3424. SHRI MADAN RATHORE: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether Government has taken cognizance of the fact that in many cities, including Jaipur, there is a need to protect urban parks and public spaces and to increase green cover; (b) the amount allocated to Rajasthan so far under the AMRUT Mission and Smart City Mission; (c) the number of development works completed in Jaipur under these schemes; and (d) the new schemes proposed to increase green cover in cities and promote water conservation? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): As per 12th Schedule of the Constitution of India, Urban Planning and Provision of urban amenities and facilities such as parks, gardens, etc. are the responsibilities of Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements the efforts of the States through schematic interventions/ advisories. Atal Mission for Rejuvenation and Urban Transformation (AMRUT) launched in the year 2015 in selected 500 cities (now 485 cities including 15 merged cities) and towns across the country was focused on development of basic infrastructure, in the selected cities and towns, in the sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; etc. The States/ Union Territories are empowered to select, appraise, prioritise and implement the project within broad framework of Mission guidelines. Under AMRUT, Central assistance of ₹1,511.23 crore have been released for the projects taken up by the State of Rajasthan. Under AMRUT, 07 projects with a total cost of ₹151.83 crore have been taken up by the Jaipur city, which include one water supply project worth ₹52.18 crore, 03 sewerage/septage management projects worth ₹98.07 crore and 03 green spaces & park projects worth ₹1.58 crore. All these projects have been completed. AMRUT 2.0 has been launched in the year 2021 in all Urban Local Bodies (ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Green spaces & park and Rejuvenation of Water Bodies are admissible components of the Mission. Under the Mission States/ Union Territories are empowered to select, appraise, prioritise and implement the projects. Under AMRUT 2.0, the State Water Action Plans (SWAPs) comprising of 1665 parks and green space projects worth ₹1103.71 crore covering 13893.82 acre of green spaces and 2991 water body rejuvenation projects worth ₹6083.32 crore have been approved, which include 3 park projects worth ₹4.33 crore and 128 water body rejuvenation projects worth ₹489.80 crore have been approved in Rajasthan. The State of Rajasthan has not taken up any water body rejuvenation and parks and green space project in Jaipur city. Under Smart Cities Mission (SCM), in the State of Rajasthan 4 cities, viz. Ajmer, Jaipur, Kota and Udaipur were selected. As reported by the State, as on 01.03.2026, a total 579 projects amounting to ₹8,640 Cr were taken up since inception of the mission, out of which 575 projects (99.30% of total projects undertaken) worth ₹8,548 Cr have been completed and 4 projects amounting to ₹92 Cr are at implementation stage. The SCM has already come to end on 31.03.2025 and there is no budgetary provision under the erstwhile mission post its closure. …2/--2- Under Scheme for Special Assistance to States for Capital Investment (SSASCI) 2023-25, Ministry promotes to increase green cover and water conservation in the Country. The detail of projects incentivized under SSASCI is as under: S. Initiatives 2023-24 2024-25 N. 1. Conservation and Rejuvenation of Water bodies 123 projects in 19 - States 2. Promotion of Riverfront / Waterfront 32 projects in 14 - Rejuvenation / Development States 3. Creation of Urban Forests 40 projects in 11 22 projects in 8 States States The Ministry has published Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, 2014 (https://mohua.gov.in/upload/uploadfiles/files/URDPFI%20Guidelines%20 Vol% 20I(2).pdf ) (Chapter 5 has provision of Green city). Ministry has also released Urban Greening Guidelines 2014 (//efaidnbmnnnibpcajpcglclefindmkaj/https://mohua.gov.in/upload/uploadfiles/files/G%20G%20201 4(2).pdf) which provides guidelines for development and integration of green areas in urban environment. The guidelines further classifies green areas into categories such as Reserved forest, protected forest, national park, neighbourhood park, playgrounds and green belts. *****
