O.I.H. GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3406 ANSWERED ON 23/03/2026 ATAL MISSION FOR REJUVENATION AND URBAN TRANSFORMATION (AMRUT) 3406. SHRI RAJENDRA GEHLOT: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and AMRUT 2.0 focus on sewerage and septage management in urban areas, if so, the details thereof; (b) the number of sewage treatment projects commenced and approved in the State of Rajasthan till date under both AMRUT and AMRUT 2.0; (c) the total sewage treatment capacity in MLD installed and approved under the said missions; and (d) whether specific capacities have been set for recycling and reuse of treated sewage water, if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): Sanitation is State subject; and setting up and management of Sewerage Treatment Plants (STP)/ sewerage system is the responsibility of the State Governments and concerned Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various Mission/ Schemes such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and AMRUT 2.0. Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June 2015 in selected 500 cities (485 cities including 15 merged cities) and towns across the country. The Mission focuses on development of basic infrastructure, in the sectors of water supply, sewerage and septage management, etc. AMRUT 2.0 scheme has been launched on 01 October 2021 in all Urban Local Bodies (ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage & septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Under AMRUT, a total of 889 sewerage and septage management projects amounting to ₹34,467 crore have been grounded for augmentation of about 6,299 Million Litres per Day (MLD) of sewage treatment capacity. 5,178 MLD sewage treatment capacity has been created so far, of which 1,437 MLD capacity has been developed for recycle/reuse. Under AMRUT 2.0, the State Water Action Plans (SWAPs) comprising of 584 sewerage/septage projects worth ₹65,624.98 crore have been approved so far. Approved projects cover 6,649 MLD sewage treatment capacity (new/augmentation) of which 1,931 MLD sewage treatment capacity is for recycle/reuse. As informed by the State of Rajasthan, a total of 85 STPs of 745.60 MLD have been approved under AMRUT and AMRUT 2.0, out of which 43 STPs of 415.25 MLD have been commenced. …2/--2- The State has also informed that State Sewerage & Wastewater Policy, 2016 was framed, for the recycling and reuse of sewage water, which was subsequently amended in 2025 in accordance with the evolving infrastructure scenario. The amended policy incorporates provisions for the reuse of treated wastewater in line with the operation guidelines of AMRUT 2.0. Furthermore, to strengthen and expand the reuse of treated wastewater, various Public-Private Partnership (PPP) models is implemented across the State. 25 MLD at Eklingpura, 10 MLD at FCI Godown, 5 MLD at Karjali House in Udaipur City have been constructed on PPP model under Smart City Mission. Further, a 10 MLD STP has been constructed in private sector at Bhilwara with inter alia, rights of industrial reuse. *****
