GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 5470 ANSWERED ON 25.03.2026 BENEFICIARIES UNDER PM-VIKAS SCHEME IN ANDHRA PRADESH 5470. SHRI LAVU SRI KRISHNA DEVARAYALU: Will the Minister of MINORITY AFFAIRS be pleased to state: (a) the details of the total number of beneficiaries trained under the traditional skills and nontraditional skills components of the PM-VIKAS scheme during the last five years, year, State, district-wise particularly in Andhra Pradesh; (b) the details of the number of women beneficiaries who have received support for entrepreneurship development under the PM-VIKAS scheme, State-wise especially in the State of Andhra Pradesh; (c) the details of the credit assistance facilitated for beneficiaries under the PM-VIKAS scheme including the total amount of loans sanctioned during the said period, State-wise and district-wise particularly for Andhra Pradesh; and (d) the steps taken by the Government to ensure that women and disadvantaged groups among minorities are able to access skill training, entrepreneurship support and credit facilities effectively? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a): The Ministry of Minority Affairs implements Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) Scheme as a Central Sector scheme which converges five erstwhile schemes viz. ‘Seekho Aur Kamao’, ‘Nai Manzil’, ‘Nai Roshni’, ‘USTTAD’ and Hamari Dharohar; and focuses on socio-economic empowerment of six notified minorities through skill development; entrepreneurship and leadership development of minority women; and education support for school dropouts. The scheme was launched in January 2025 and the training has commenced only during the ongoing financial year. Under the scheme, a total target of over 1.47 lakh candidates has been allocated to Project Implementation Agencies (PIAs), against which training has been completed for more than 1000 candidates, as on date. In Andhra Pradesh, PIAs have been allocated a target of 2,850 candidates under the non-traditional skilling sub-component. State-wise bifurcation of target allocation and number of trained candidates, as on date, is placed at Annexure. (b): Out of total target allocated to various PIAs across the State of Andhra Pradesh, i.e., 3,150 candidates, a target of 300 candidates has been allocated for Women Leadership and Entrepreneurship Component under PM VIKAS Scheme.(c): Credit assistance under PM-VIKAS is facilitated by linking trained beneficiaries with NMDFC and other formal financial institutions such as banks and NBFCs for loans to set up individual or group enterprises/self-employment. To ensure effective access especially for minority women, the scheme provides end-to-end support including NSQF-aligned skill training, entrepreneurship handholding, market linkages and structured credit-linkage facilitation. (d): In order to ensure inclusivity in scheme implementation, as per PM VIKAS guidelines, at least 33 percent of the total target is reserved for women beneficiaries in the Traditional Training and Non-traditional Skilling sub-components.
