GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA STARRRED QUESTION NO. *524 ANSWERED ON 01.04.2026 GOVERNMENT GRANTS TO MINORITY INSTITUTIONS *524. SHRI ANIL YESHWANT DESAI:
Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) whether Muslim, Jain, Sikh and other communities receive Government grants to carry out their respective religious, educational and social activities and if so, the details of the number of such madrasas and religious institutions in the country, State-wise;
(b) the amount of fund and other facilities provided to such institutions during the last five years, institution and year-wise;
(c) whether these financial grants are subject to any pre-condition that no anti-national and anti- social activities should be carried out there, if so, the details of such conditions and if not, the reasons therefor;
(d) whether any cases of anti-national, anti-social activities being carried out with these grants have been reported and if so, the action taken by the Government during the last five years; and
(e) whether any grant has been stopped and recovered for the violation of the conditions and if so, the details thereof? ANSWER MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU)
(a) to (e): A statement is laid on the Table of the House. ******STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NUMBER *524 FOR 01.04.2026 ASKED BY SHRI ANIL YESHWANT DESAI REGARDING “GOVERNMENT GRANTS TO MINORITY INSTITUTIONS”.
(a) & (b): Government of India implements various schemes and programmes through different Ministries/Department such as the Ministry of Education, Ministry of Social Justice & Empowerment, Ministry of Tribal Affairs, Ministry of Rural Development and Ministry of Minority Affairs.
These schemes are aimed at promoting inclusive development, educational advancement, and socio-economic welfare of targeted groups/areas. Accordingly, institutions including those managed by members of Muslim, Jain, Sikh and other communities, may avail benefits subject to fulfilment of prescribed eligibility criteria and compliance with scheme guidelines.
However, centralized and consolidated data regarding the number of such religious institutions (including madrasas) and the quantum of funds released to them, State-wise, institution-wise and year-wise is not maintained by this Ministry.
(c) to (e): Each scheme of the Government is governed by detailed guidelines, rules and procedures, which, inter alia, prescribe eligibility conditions, objectives, implementation mechanisms, monitoring frameworks and accountability provisions. These guidelines include safeguards to ensure that funds are utilized for the intended purposes and in accordance with the law.
Appropriate provisions such as adherence to statutory requirements, audit, utilization certificates, inspections and monitoring mechanisms are in place to prevent misuse of funds, including engagement in any anti-national or anti-social activities. In case of any violation of the prescribed conditions, action is taken as per the provisions of the concerned scheme guidelines and applicable laws, which may include suspension or termination of grants, recovery of funds and other penal measures. Consolidated information regarding such cases is not centrally maintained by this Ministry.
