Highways (NHs) and important Roads based on the occurrence of
accidents involving fatalities and grievous injuries;
(b) if so, the total number of black spots identified across the
country and the details of long-term rectification measures
completed so far, State-wise particularly in Maharashtra and
Madhya Pradesh;
(c) whether the Government has formulated any action plan for
improvement/rectification of the identified black spots and if so, the
timeline prescribed for rectification of each black spot;
(d) the short-term and long-term measures being undertaken for the
rectification of black spots to enhance road safety; and
(e) the details of review mechanisms and coordination efforts
between the Union Government and State Governments to ensure
timely rectification of black spots and improve road safety and

(a) Government in Ministry of Road Transport & Highways identifies
certain locations on National Highways (NHs) as black spots based
on occurrence of certain number of accidents involving fatalities
and grievous injuries, depending on the accident reports received
from the concerned State Governments.
(b) The State-wise details are Annexed.
(c) to (e) Government has taken steps for immediate short-term
measures on such black spots like road markings, signages, crash
barriers, road studs, delineators, closure of unauthorized median
openings, traffic calming measures, etc. Long term rectification
works includes improvement of road geometric, junction
improvements, spot widening of carriageway, construction of
underpasses/overpasses, etc. which involve pre-construction
activities such as land acquisition, forest clearance and utility
shifting which takes significant time. Electronic Detailed Accident
Report (eDAR) (erstwhile iRAD – Integrated Road Accident
Database) has been developed, a central repository for reporting,
management and analysis of road accidents data across the
country. This enables authorities to identify accident-prone
locations through analytics, implement preventive measures,
monitor the actions taken, and ensure efficient processing of road
