SHRI SAUMITRA KHAN: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the details of the central programmes/ schemes are currently being implemented for the development of sports facilities in the Bishnupur Lok Sabha Constituency along with the funds sanctioned and utilized under them; (b) whether the Government considered any proposal to initiate new sports programmes in Bishnupur and to develop modern stadiums, multi-purpose indoor halls, sports hostels, synthetic tracks, rural sports grounds and sports science/ physiotherapy facilities; (c) if so, the details thereof along with the timeline and the number of beneficiary youth/ athletes; and (d) the details of action plan of the Government to strengthen sports infrastructure through the State Governments, local bodies and private participation? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS [DR. MANSUKH MANDAVIYA] (a) : ‘Sports’ being a State subject, the responsibility of development of sports facilities in the country, including Bishnupur Lok Sabha Constituency, rests primarily with the State/Union Territory Governments, and the Central Government only supplements their efforts. However, the Government is running various sports promotional schemes across the country, including Bishnupur Lok Page 1 of 2Sabha Constituency. These schemes include: (i) Khelo India – National Programme for Development of Sports; (ii) Assistance to National Sports Federations (NSFs); (iii) Cash Incentives to Medal Winners in International Sports Events and their coaches; (iv) National Sports Awards; (v) Pension to Meritorious Sportspersons; (vi) Pandit Deendayal Upadhyay National Welfare Program for Sportspersons; (vii) National Sports Development Fund; (viii) Running Sports Training centres through Sports Authority of India (SAI); and (ix) National Centre for Sports Science and Research (NCSSR). The details of the Schemes are available in the public domain on the website of the Ministry at https://yas.nic.in/. Further, in FY 2024-25, Department of Sports was allocated Rs. 2332.50 crore, out of which Rs. 2136.97 crore was utilised. (b) to (c) : The Khelo India Scheme caters to the needs of the entire country within its allocated budget for activities/ programmes. The proposals received from the State/UT Governments and other eligible entities are considered for financial support, subject to their completeness, technical feasibility and availability of funds under the Scheme. However, under the “Creation and Up-gradation of Sports Infrastructure” component of the Khelo India Scheme (KIS) and National Sports Development Funds (NSDF), financial assistance is provided for development of sports infrastructure such as synthetic athletic track, synthetic hockey field, synthetic turf football ground, multipurpose hall, swimming pool etc. across the country. The details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the KIS and NSDF are available in public domain on the dashboards of the Ministry at https://mdsd.kheloindia.gov.in and http://www.nsdf.yas.gov.in/nsdf- glance.html, respectively.
