Parliament Question: Completion status of housing projects under PMAY-U

ASHOK KUMAR MITTAL: Will the Minister of Housing and Urban Affairs be pleased to state: (a) the reason for several housing projects under PMAY-U remaining incomplete in major cities, the details thereof; (b) the major reasons causing the delays in central assistance, the details thereof; (c) the number of houses still pending under the 2022-25 target and the steps Government is undertaking to meet the target; and (d) the steps taken to ensure accountability of implementing agencies, the details thereof? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (d): A statement is laid on the Table of the House.STATEMENT REFERRED IN REPLY TO RAJYA SABHA STARRED QUESTION NO. 172 FOR 09.03.2026 REGARDING COMPLETION STATUS OF HOUSING PROJECTS UNDER PMAY-U (a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to all eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries at affordable cost in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). As per the Scheme Guidelines of PMAY-U, Central Assistance is released to States/Union Territories (UTs) in three instalments of 40%, 40% and 20%. The release of Central Assistance is incumbent upon fulfilment of mandatory compliances by the concerned States/UTs viz. submission of Utilisation Certificates (UCs), Aadhaar seeding of beneficiaries, Action Taken Report (ATR) on the recommendations of Third Party Quality Monitoring Agencies (TPQMA), Geo-tagging of progress of construction stages of houses/projects, registration of Affordable Housing in Partnership (AHP)/In- Situ Slum Redevelopment (ISSR) projects under Real Estate (Regulation and Development) Act, 2016 (RERA), etc. and other instructions issued by Ministry of Finance. Due installments are released to States/UTs based on compliances as per PMAY-U Guidelines. The scheme period of PMAY-U has been extended up to 30th September 2026 for completion of under-construction houses and release of funds through SNA-SPARSH module. At present sufficient funds are available under SNA-SPARSH module. Based on the project proposals submitted by States/UTs, a total of 125.15 lakh houses, including 13.67 lakh under PMAY-U 2.0, have been sanctioned by the Ministry, so far. Out of which, 116.57 lakh houses have been grounded and 97.30 lakh are completed/delivered to the beneficiaries across the country as on 02.03.2026. Central Assistance of ₹1.77 lakh crore has been released to States/UTs/implementing agencies against the total sanctioned Central Assistance of ₹2.09 lakh crore. The timeline for completion of houses/projects varies from State to State and it generally takes 12-36 months in different verticals of the scheme and as per Detailed Project Reports (DPRs) of respective projects. The completion timeline for houses depends on various factors like availability of encumbrance free land, statutory compliances for start of construction, arrangement of funds by beneficiaries, availability of State share etc. To ensure transparency and accountability, the Mission uses various measures in implementation of the scheme. A comprehensive and robust MIS system has been developed which helps all stakeholders to seamlessly manage information pertaining to physical and financial progress. The MIS is equipped with Geo-tagging features and integrated with BHUVAN Portal of National Remote Sensing Centre (NRSC) and BHARAT MAP of National Informatics Centre (NIC) for monitoring the progress of construction of houses. MIS has also been integrated with UMANG Mobile App, NITI Aayog Dashboard and DBT Bharat Portal for dissemination of information. To ensure that benefits go only to the genuine beneficiaries, various linkages have been placed such as UIDAI for Aadhaar validation of beneficiaries and GIS based Central MIS etc. The Ministry conducts regular review with the States/UTs on progress of the scheme including timely submission of compliances by States/UTs for subsequent release of Central Assistance and its utilization for completion of the sanctioned houses within the stipulated timeline.
