SEEMA DWIVEDI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the status of the final completion of projects under the Smart Cities Mission (SCM) by 2025; (b) the total investment mobilised and the number of Integrated Command and Control Centers (ICCCs) operationalised across the 100 smart cities; (c) the key achievements and transformative outcomes of the mission over the ten year implementation period; and (d) the plans for sustaining and scaling the digital infrastructure and innovations developed under the Mission? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) & (b) Under Smart Cities Mission (SCM), a total 8,064 projects amounting to ₹1,64,811 Cr were taken up since inception of the mission, out of which 7,767 worth ₹1,55,859 Cr have been completed. As reported by the States/ UTs as on 15.01.2026, a total of 297 projects amounting to ₹8,952 Cr are ongoing. State/UT wise and City-wise details of ongoing projects under SCM is given at Annexure. Under the Smart Cities Mission, Integrated Command and Control Centres (ICCCs) have been operationalised across the 100 Smart Cities. (c) The key achievements and transformative outcomes of SCM inter-alia includes: i. 100 ICCCs established for functions spanning crime monitoring, citizen safety, transport, waste, water, and disaster management. ii. Public Safety and Security: More than 83,000 CCTV surveillance cameras installed iii. Vibrant Public Spaces: 1,300+ public-space projects completed, along with conservation of 484 heritage sites and market redevelopments in 58 cities. iv. Water Supply: 17,000+ km of water supply network monitored via SCADA, reducing leakages and non-revenue water. v. Solid Waste Management: ICCCs monitor RFID-enabled waste-collection vehicles, improving routes and collection efficiency. vi. Mobility: 1,700+ km of smart, accessible roads built, with ITMS deployed and monitored via ICCCs for better traffic management. vii. Public Private Partnership (PPP): 194 projects worth ₹9,190 Cr with have been completed. …2/--2- (d) To ensure the sustainability of digital infrastructure such as Integrated Command and Control Centres (ICCCs) established across Smart Cities, the Ministry of Housing and Urban Affairs (MoHUA) has issued Advisory No. 27 on “Re-purposing the SPVs created under the Smart Cities Mission,” which directs States/UTs to support ICCCs in developing self-sustaining business plans. For scaling up, ICCCs are encouraged to extend support to nearby Urban Local Bodies (ULBs), line departments, and other National and State missions or initiatives. ICCCs will also continue to develop and implement innovative, city-specific solutions to address local challenges in areas such as solid waste management, traffic management, and citizen-centric services, thereby strengthening urban governance and service delivery under the Mission. *****Annexure Annexure referred to in reply for part (a) and (b) of Rajya Sabha Unstarred Question No. 219 for answer on 02nd February, 2026 regarding Completion Status of the Smart Cities Mission.
